Minutes of the regular meeting of the Town Council of the Town of pPulaski, Virginia, held on the 7th day of May, 1957, at 4 p. m.k,in the municipal office. There were present: Mayor C. V. Jackson, presiding. Councilmen: ~?. F. White, W. A. Larson, A. E. Lemons, F. h. Carrico, I. R. Carper, W. S. Cummings, W. H. Wysor, Jr. Absent: J. R. Martin. Also present: Town Manager: T. B. No12nd Acting Clerk: Gladys R. Dalton Town Attorney: Garnett 5. Moore Visitors: Evelyn S. Hall, Reporter Rev. A. L. Brewster The meeting was opened with prayer by the Rev. A. h. Brewste Pastor of the First Methodist Church. On motion of T. R. Carper, seconded by A. E. Lemons, it was tu~animous],y RESOLVED, that Gladys R. Dalton act as Clerk in the absence ~' of Audrey Eidson, Clerk. ' The mnnutes of the meeting held April 16, 1957 were approved,r ~~ with the following correction: Next to the last paragraph on page 269 i the word "photographic" surveys shall be corrected to read "topographic" surveys. There was a discussion of the letter from the Water Control Board, dated April 16th, in which the Board suggested that the town ~', a~ ~V should authorize its Engineers to begin work and preparation of final e~ plans and specifications for the Sewage Treatment Plant, outfall line and sewer main extensions. It was agreed that since the State Highway Department is now making afield survey to determine the proper re- ~' location of Route #99, on which the Sewage Treatment Plant site is i located, and which relocation will involve changing the channel of Peak f Creek, the-preparation of final plans and specifications for the plant ~' itself cannot begin until the plans of the Highway vepartment. are , definitely known. - It was therefore agreed that the Town Manager would notify thA' Water Control Board of this new situation, and it was also agreed to ~~ ask the Consulting Engineering fix?n of Wiley and Wilson to sut~mit a formal proposal to cover preparation of the plans and specifications ''~ ~~ and in the meantime the Engineers would work closely with the Highway y! ~. In consideration of the Zoning Map and Ordinance, Mr. W. H. Wysor requested that Council consider making the area between First Street and Peak Creek and between Jefferson Avenue and the U. S. Post Office property am industrial zone. After a discussion of this situation, on motion of W. H. Wysor, seconded by W. A. Larson, and carried on the unanimous vote of those present, it was RESOLVED, that the area between First Street and Peak Creek and Jefferson Avenue and the TJ. S. Post Office property be classified on the Zoning Map as Industrial. It having been resolved at a previous meeting of Council, that adoption of the Zoning Ordinance be postponed until all members of Council could be present, on motion made by W. Y3. w~sor, seconded by W. F. ?dhite, it was unanimously RESOLVED, that the resolution to postpone action on the Zoning Ordinance until all members could be present, which action was taken at the April 16th meeting, be rescinded. On motion of A. E. Lemons, seconded by ~ti°. F. 'vlhite, it was unanimously RESCLVED~ that the Zoning Ordinance, of which the map is a part, be adopted. Recorded vote as .follows W. F. White - aye W. Cummings - aye The Town ~'1anager explained that in acquiring the equipment necessary to changing the billing setup so that the monthly sewer change can be made, a used stencil cutting typewriter had been located and since payment would have to be made immediately, rather than in the-next budget as is the case in other related items, the Manager suggested that Council make an appropriation from the Water Fund to cover this purchase. On motion of W. A. Larson, seconded by W. F. White, it was unanimously RESOLVED that $150.00 be appropriated from the Water Fund C~ 1 C for the payment of this used stencil typewriter. Wysor - aye _ ,.. ... , There was a discussion of the necessity of adopting a formal ordinance authorizing the Tr,ater department to add sodium silico flu brides to the Town's Water System. Whereupon, the Town Attorney advised that he IX ` would have an ordinance properly drawn for council's consideration at the next meeting. In 1954 the Town had agreed with Mr. Foy Aust that in oonsideration of the Town's extending a trunk line sewer from Water Street to the Track Fork Stream bed to Longview Court Subdivision, the Town would construct the line and upon its completion T'Ir. Aust would pay the Town the complete cost of the installation with the Town then to repay ~;r. Aust over a five yTear period. Because this sewer line pro3ect a had been on],y recently completed and in view of the new situation with regard to sewer rates and sewer department funds, it was decided that the ~`~ Town should not require Mr. Aust to loan the Sewer Fund this amount of money which will not exceed $9,000. There was a discussion of the }3usiness Lit. ~nse Ordinance as it ri applies to ?3eauty Parlor operations and the operation of Beauty Cultural ~~ ml Schools, and the Town Attorney advised he would have ready by the next . meeting, a suggested revision of this part of the License Ordinance. '. yi Q A discussion of salary and wage levels for upcoming budget was ~~ deferred. :~. On motion of I. R. Carper, seconded by W. S. A RESOLUTION EXPRESSING THE FEELING OF THE ~: i TOWN COUNCIL OF THE TOWN OF PULASKI CONCERNING THE LOCATION OF THE NORTH-SOUTH INTERSTATE HIGH`rJAY THROUGH SOUTHWEST VIRGINIA '( WHEREAS, it has comp to the attention of the Town Council 9~ that there are approximately ONE THOUSAND (1,000) miles of Federal ~'' Interstate Highway which have not been incorporated in the Interstate `.; System; and +' }tads .~« Council mimxtes cont*d. WHEREAS, it is understood that there is a possibility that a portion of this ONE THOUSAND miles may be tied in with the West Virginia Turnpike and then routed, in a southerly direction, thru Southwest Virginia; and, WHFRF,AS, the Town Council desires to inform the Proper Authorities of the Council's feelings i.n this matter-; THERF~FORE, BE TT RESOLVED, by the Council of the Town of Pulaski, Virginia that it is the wish of this council that the above mentioned portion of interstate highway be located in Southwest Virginia along or near the present route of State Route 100, and BE IT FURTHER RESOLVED, that a copy of this Resolution be forwarded to His Excellency, Thomas B. Stanley, Governor of Virginia; Honorable Harry F. Byrd, United States Senator; Honorable A. Willis Robertson, United Mates Senator; Honorable Richard H. Poff, Congressman; Honorable ',~. Pat Jennings, Congressman, and General James A. Anderson, State Highway Commissioner of the State of Virginia. Council considered a letter from Mr. J. H. Chapman of the Peoples National Bank in which letter Mr. Chapman as Trust Officer, of the C. P. Macgill Estate, advised that the Town, or the Town and County could purchase the Macgill homestead including certain artefacts for the sum of $35,000.00. ~~~hile Council realized the cultural value of acquiring this property for public use, it felt that the Town could not participate in the purchase of this Estate at this time, whereupon, on motion of A. E. Lemons, seconded by F. L. Carrico, it was unanimously RESOLVED, that the Town advise the Trust Officer of the Town's inability to avail itself of the offer of the Trustee. It was reported that the reconstruction of the West Main Street Bridge had been completed and the bridge reopened to traffic within the past few days. The old one-lane wood deck bridge had been replaced with a concrete and steel structure, two-lane in width, with . concrete sidewalk and concrete and steel guard rails. Councilkas highly commendatory of the quality end economical work of town forces in carrying out this worthwhile project which was greatly needed. There was a discussion on the request for a curb cut by Duval Seagle for Piggly ?Niggly parking lot on Jefferson Avenue, nexr i~ ~J 1 1 to the store, and on motion of W. F. White, seconded by W. H. William Murphy a resident of Valley Street, appeared before Council with a request that the Town take some action to eliminate the dusty condition which exists near his home which is located near the intersection of Valley Street and Pulaski Streets This matter was referred to Town Manager for handling. Mayor Jackson displayed a map of the proposed New River Airport site on which an approximate location of the runway was shown as well as ownership of the several parcels of land which would have to be acquired by the Airport Commission.
