Noland Clerk: Audrey N. Eidson Town Attorney: Garnett S. Moore ~i Visitors: Evelyn S. Halls Reporter The meeting was opened with a prayer by the Town ~. Manager. The minutes of the regular meeting of May 22s 195~'~ and the special meeting of May 27, 1957 were approved." : The Town Manager presented petitions from property` owners on the North and South sides of Gliff Street fo# R the widening of the streets with the property owners paying one-half of the cost. The cost of the project ~~ prepared by the Director of Public Works was approxima~jely pi ~7~500_. It was the decision of Council that the Town is not financially able to do the work at this time even with the participation of the petitioners and th~!t the petitioners should be notified of this decision. A letter from Mr. Richard Oglesby of Wytheville w~~ 9~ read wherein Mr. Oglesby requested that the Town take some action to control traffic proceeding North from Drpaer's Mountain. This request wasprompted by the , ~. recent accident which occured on the mountain in which; Mr. Oglesby was involved.; On motion of F. L. Carrico seconded by I. R. Carr ., the following resolution was unanimously adopted. WHEREAS U. S. Route No. 1i from the point approxi mately five miles South of the corporate limits of the Town of Pulask i~ Virginias (at the Southwestern inter-~ section of No. 11 and 101) is a two lane highway with m~ny curves and very steep grade on that portion from the ~,.~ Council Minutes (Cont'd) June 4~ 1957 top of Draper Mountain to said limits of the Town requiring a cautious and slow speed for any vehicle and low gears for i~eavier vehicles; and WHEREAS in the past years several incidents have occurred where heavy vehicles and others haves for one cause or another gotten out of control and have pro- ceeded out of control through the entire business section of the Towns hitting other vehicles or wrecking and have caused on at least one occasion a deaths person injuries and damages and have generally endangered the lives of citizens of Pulaski; and WHEREAS there is a great danger of other vehicles going out of control on this portion of U. S. Route 11 and causing other d~aths.~ in3uries and property damages within said Towns with the possibility of a tragedy beyond our comprehension and present realization. NOWT THEREFORE BE IT RESOLVED that theCouncil of the Town of Pulaski petition the said Highway Department and its agents to provide the necessary signs at the intersection of U. S. Highway No. 11 and State Route 101 at the Western portion of Route 101 to indicate a through truck route ov®r State Routes 101 and 100 around. the Town of Pulaski Virginia; and to do any and all other things necessary to help pre- vent more occurences as above stated and to help pro- tect the lives of persons and their property within said Town and from the further danger of vehicles running out of control and the possibility of their crasli.ng into and killing others and destroying and damaging property within said Town. ANDS BE IT FURTHER RESOLVED that theCouncil of the Town of Pulaski petition the said State Highway Department to take immediate steps to improve the alignment of the present route and widen same to provide a "creeper" lane for those trucks which must still use the Drpaer Mountain route. tis~~ Council Minutes (Cont'd) June 4, 1957 '~ 3i gj Mayor Jackson advised that General Crump was to be in Pulaski on June 17 to view locations for the proposed Armory and it was his feeling that Council Ai should select three sites to show him. The sites sele~ted by Council were (1) Mountain Park; (2) Calfee Park; and (3) the athletic field in East Pulaski. The Town Manager presented request of T. S. Da1to~M for the extension of the sewer line on Dublin Road to his new house in Northwood. The Council asked that estimates of cost be prepared and presented at the next regular meeting. Town Manager Noland was asked to determine the regulations other towns have with reference to con- nections to sewer lines by those properties using ~~ septic tanks. `' It was the request of Council that the Town Manag ~r advise Mr. Carl E. McNew of the objections by his neighbors to his present chicken house and that the facilites which he intends to construct and for which a building permit has been issued will also be ob~ect~bn- Y` able to them. In view of the understanding between th~ Council and Mr. McNew at the time the building permit d was authorized by resolution of Councils Council felt that Mr. McNew should be on notice that the neighbors ~~ are concerned about this matter.
