V. Jackson, presiding. Councilman: W. F. White, W. A. Larson, A. E. Lemons, J. R. Martin, F. L. Carrico, W. S. Cummings, I. R. Carper. Absent: Councilman W. H. Wysor. Also present: Town Manager T. B. Slaughter The minutes of a regular meeting held July 16th, and special ; meetings on July 25th and July 31st, were approved. Mayor Jackson welcomed Mr. Slaughter, who stated he was present only as an interested property owner of Windsor Circle re- gardin~ a matter which was then presented by Cauncil.man Carper. Mr. Carper displayed a map of the area to be annexed on which a portion ofd! Mr. Slaughter stated he did not know if it was the land of people the town was interested in annexing and was advised by Mayor Jackson that the town needed the ar~ for development and growth rather than for the number of people withi.~{ the area. Dr. Cooper had looked around some and would like to make a detailed report and recc~aendation to the town. Mr. Noland stated the cost of such a report would be approximately $200.00 which would include supervision of any wells to be sunk if Council was interested in employing Dr. Cooper. On motion of A.
