Minutes of the regular semi-monthly meeting of the
Council of the Town of Pulaski, Virginia, held on the 19th day
November, 1957, at 4 p. m., in the municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: W. F. White, W, A. Larson, A. E. Lemons,
J. R. Martin, F. L. Carrico, W. S. Cummi
I. R. Carper
Absent: W. H. Wysor.
Also present: Town Manager: T. B. Noland
Clerk= Gladys R. Dalton
Town Attorney: Garnett S. Moore
Visitors: Evelyn S. Ha11 of the Southwest Times
The meeting was opened with a prayer by Town Manager
Noland.
The minutes of the regular semi monthlry meeting held
on the 4th day of November, 1957, were approved.

TO SECURE ATTORNEY
TO REP. TOWN IN an attorney to represent the Town in its effort to have removed
SURVEY OF OLD
BUILDINGS certain hazardous buildings as a result of a recent survey
and report to Mr. Oscar Blake, Engineer.
On motion of J. R. Martin, seconded by W. S. Cummings, j
it was unanimously
RESOLVED, that the Mayor write a letter to the merchan
MAYOR TO WRITE who have been keeping their stores open on Sundays and ask their
LETTER TO
MERCHANTS RE: cooperation in working out an agreement regarding Sunday busines
KEEPING STORES
OPEN ON SUNDAYS hours, and to expect their cooperation in closing from 10:00 a.
to 12:00 noon.
As a matter of record, the Town Manager stated the new
TOWN MGR. REPORTS truck, a 750 GPM American-LaFrance pumper built on a Ford Chassi
ON NEW FIRE TRUCK
had arrived and had been placed in service on November 11 as th
first-call-truck; that it was splendid],y equipped and very
in every detail.
Town Manager Noland presented to Council a copy of the
ANNEXATION
DECREE IN Courts Annexation Decree, which is in detail, as follows:

There was a discussion relative to requiring car owners
in the annexed area to purchase Town tags. Town Manager Noland
stated that the taking of a census, as directed by the Court, would
start no later than November 25th. On motion of I. R. Carper,
seconded by W. A. Larson, it was unanimously
RESOLVED, that car owners in the annexed area would not
CAR OWNERS OF be required to purchase Town tags before March 1, 1958, on which
ANNEXED AREA MUST
PURCHASE AUTO TAGS date they would pay for half a year, and although the tags would be

& BUSINESS $LIC. due ~Sarch 1st, a fifteen day grace period would be given.
DUE MAY 1, 1958
No action was taken on the purchase of business licenses,
but Council was of the opinion that merchants in the annexed area
would not be required to purchase business licneses until May, 1958,
the month licneses will be due for the whole town.
The Town Manager reported on receiving bids on various
equipment items authorized by the recent appropriation of $15,000.
$15,000. ,APPROP. and on the basis of these bids, it appeared the $15,000. appropriation
SUFFICIENT TO
COVER COST OF would be sufficient. He further stated the Appalachian Electric
EQUIPMENT ITEMS
Power Cony could not possibly install all the street lights in
the annexed area before January 1st.
On motion of W. A. Larson, seconded by W'. S. Cummings, it
was unanimously
RESOLVED, that the Town Manager employ two policemen by
TWO POLICEMAN December 1st, or soon thereafter, so they can be trained during the

Town Manager Noland presented to Council the request of
the local Army Reserve to operate a rifle range at the Army Reserve
Training Center in the Monticello Club Armory, a matter which was
