Minutes of the regular semi-monthly meeting of the
Town Council of the Town of Pulaski, Virginia, held on the 7th
day of January, 1958, at 4 p. m., in the municipal office.
There were present: Mayor C

Mayor Jackson advised Council that the Railway Express
Agency, Inc., of Virginia, had served notice on him as Mayor of
Pulaski, of its application to the State Corporation Commission for,
a Certificate of Public Convenience and Necessity as a restricted
common carr5er by motor vehicle for over-the-road trucking by this
Agency for the T~?orfolk and Western Railway between Roanoke,
Virginia, and Bristol, Virginia. Council felt that it was not
necessary to have a representative appear at the hearing to be
held in Richmond on Jarn.iary 21, 1958•

of Elmer Clifton Worrell for a Certificate of Public Convenience
and Necessity, a matter which was not on the agenda, and asked
Council if they desired t.o discuss this matter at this meeting.
On motion of '.'J. N. nlysor, seconded by W. S. Cummings, it was

RESOLVED that the application of Elmer Worrell be placed
on the agenda for disposition at this meeting.
Upon the recommendation of Town ~Zanager Noland and
Chief of Police Bouldin, and on the motion of T,~J. xy. `White, and
seconded by I. R.. Carper, it wa.s unan'~.mously
RESOLVED, that a Certificate of Public Convenience
and TJecessi.ty be issued to Elmer C1 fton 'vlorrell.
Council discussed the placing of a steam locomotive in

following resolution was adopted:
WHERF~AS, soon after the development of steam
locomotion the antecedents of the Norfolk and `~,'estern Railway
brought the marvels of rail transportation t,o Pulaski County,
and
`vTHEREAS, the P3orfolk ar~d ~rlestern Railway has
through the years been foremost in the economy of the County, and
'wTfiEREAS, technological advances in P~ailroading
indicates the substitution of relatively- staid diesel power for
the steam locomotive and the accompanying wonderment, fascination,
awe and kindred feelings which always went along with the observa-
tion of a steam locomotive in action.
NC~~v', THEREFORE, BE IT RESCLVED~ that the Council of
the Town of Pulaski. does hereby request the proper officials of
the Norfolk and Western Railroad to consider a permanent memorial
to the role of the steam locomotive ir. the life and history of
Pulaski County by plac~.ng a retired engine in the Railway Company
owned Park between First Street and the Railroad, in the Town of
Pulaski, there to serve our citizens as a permanent source of
enjoyment and as a reminder of the pioneer era in Railroading.

the need for more time to consider the proposals, on motion of ~.a. F.
'r?hite, seconded by W. N. ~nTysor, it was unanimously
RESOLVED, that the matter of a retirement plan for
Tom employees be placed on the agenda.

it was unanimously
RESOLVED, that $1,000.00 of the $2,000.00 appropriated ~`or the
South Jefferson Avenue water line extension be used to move the fire
hydrant to the intersection of `Jine Street, which would provide better
fire protection to Vine and Fi.nnacle Streets.

The following action of Council is made a part of this
meeting, unless subsequent conference with the Town Attorney indicates
the desire of having more than a quorum present for voting on the
resolution. and adoption of the two ordinances.

rescinding their adoption on August 31, 1956, of an ordinance
