There were present: Mayor C. V. Jackson, presiding. Councilmen: 'r7. F. ~rlhite, W. W. H. Tvdysor, F. J. R. Aker of the Department of Health The meeting was opened with a prayer by Mr. M. R. Cooper.;, The minutes of the meeting of-April 1, 1958, were approved,. Messrs. Painter, Hall and Millirons appeared before Council relative to the parking situation next to the American Legion Building at Fourth and Washington Avenue, stating that because of double parking „n~,~T;sC C;? by the side of the building it was impossible to unload there. There was a lengthy and questioning ~;xTrr~zor~ of Mr. Spence and Mr. Aker, with action being postponed until after the other visitors had been heard. - Craig S. Mr. Riggle also asked for permission to use Calfee Park for the Cadet program in June, a date which will be set later after having received more information in this regard. No action was taken, but Mayor Jackson advised Mr. Riggle that he would be advised of Council's decision. Councilman F~. L. Carrico made 'the motion that the matter T~iT. A vote was taken and the motion failed to carry by the necessary two-thirds majority. Councilman Carrico then made the motion that the matter of the Mt. Olivet Road water line extension be placed on the agenda for the next meeting of Council, which motion was seconded by Councilman Lemons, and was carried, with Councilman Wh ite voting against. There was a lengthy discussion by Council relative to the request of Mrs. Fred E. Thompson that her property, re Village Food Fair and grocery store near "K" Place, Macgill Village, be re-classified as business. Councilman Lemons made the motion that the zoning map PROPF.RT? CF be changed to reflect the lot now being occupied by the Village F nFD F . TT'Cti4P- SCP1, PT;PPTRS Food Fair and Thompson•s grocery be re-designated as business ZCP~~'D R?.',SIPIFSS property, which motion was seconded by F. L.. Carrico. A further Fi~Gl? N.'_aSIDFNTIAL discussion ensued and Councilman Lemons moved that the area now COUNCIL ADOPTS occupied, all or in part, (160 x 100 ft.) as the Village Food Fa'Lr, ZONING MAP and the area, all or in part by the Thompson grocery (114 x 110 ft.), be designated as business. The motion carried with Councilman J. R. Martin opposing the motion. tnlhereupon, W. A. Larson made the _ motion that the zoning map, with amendments, be approved, which motion was seconded by W. H. tnlysor, and carried. Town Manager Noland advised that the Bond Issue carried BOND ISSUE by a very substantial majority and that the figures as certified by CARRIED- FIGURES TD BE the Court would be in later minutes of Council. Mayor Jackson commend- IN MINUTES ed the whole Town Council, Town ~'ianager Noland, Trnan F,ngineer 1~athews and others for their efforts in making this possible. Town rianager Noland stated that the Town would have to purchase approximately 250 acres of land for the Raines Hollow project Council Minutes cont'd ~~ ^ ~" ^' hsi..r~e~+~ April 15, 195, ~ A.m and suggested that negotiations should be started with some reputable real estate firm, or person to deal with the people from whom this land is to be purchased. This matter was discussed and COI~II~IITTEE APPOINTED TO it was the opinion of Council that Mayor Jackson appoint a committee Iv'F;GOTIATE DIRECTLY FOR to negotiate either directly or through some designated person for PURCHASE OF LAND IN RAIIVES the land necessary for the water impoundment area. Mayor Jackson HOLLOW appointed W. F. White, I. R. Carper and T. B• Noland to this Committee. Town Manager Noland advised Council of the need of a Moody rating, covering the financial status of the Town for as PTOODY RATIIV'G period of five years, and it was agreed that an appointment be made NECESSARY RE: BOND ISSUE with the State Commission on Local Debt in Richmond for the securing of the committee's aid in marketing the bonds. SYSTEM Mayor Jackson stated condemnation proceedings by the NEW RIVER New River Valley Airport Commission were being heard this week in VALLEY AIRPO~'P ~-:EARING IN Circuit Court.
