Minutes of a called meeting of the Town Council
of the Town of Pulaski, Virginia, held on the 9th day
of August, 1958, at 10 o'clock A. M., in the Municipal
office.
There were present, Mayor C. V. Jackson, presiding.
Councilmen: W. F. White, W. A. Larson, A. E. Lemons,
W. H. Wysor, J. Ralph Martin, W. S.
Cummings, I R. Carper, F. L. Carrico.
Also present: Director of Public Works, Howard
C. Jackson.
Mayor C. V. Jackson advised Council that the
meeting had been called to discuss the Amendments to
the Agreement of Association for Governing the
Establishment and Operation of The New River Valley
Airport Commission.
On motion of W. F. White, seconded by I. R.
Carper, and carried on the unanimous vote of those
present, Howard C. Jackson, Director of Public
Works, was designated as temporary clerk for this
meeting, to serve in the absence of the regular
clerk, Gladys Dalton.
On motion of W. H. Wysor, and seconded by W. F.
White, and carried on the unanimous vote of those
present, the following resolution was adopted:

'! WHEREAS, Giles County, Montgomery County, Pulaski
', County, the Toms of Christiansburg, Dublin, Pearis-
burg and Pulaski and the City of Radford, Virginia,
entered into an agreement for the establishment,
construction, management and operation of The New
River Valley Airport; and
'~, W~REAS, the agreement created a governing
board or body, The New River Valley Airport Commission,
empowered to have and exercise, on behalf of the
several political subdivisions, parties to said
j agreement, the powers, rights and authority con-
e, ferred on such political subdivisions by law and
as provided in said agreement; and

NOW, THEREFORE, in consideration of the foregoing,
it is understood and agreed between the parties to
said agreement, as listed above, that said agreement
be and hereby is amended as follows:
1. That Section 5(a) be amended to read as
follows:
5(a) To acquire legal title on behalf of the
several political subdivisions, parties to the New River
Valley Airport Agreement, at the location north of
Dublin, Pulaski County, Virginia, by purchase, lease, ~'
gift, condemnation or otherwise, whatever land may be
reasonably necessary for the purpose of establishing,
constructing, enlarging, maintaining and operating
an airport and landing fields to be known as the
AMEDIDMENT New River Valley Airport.
2. That a new Section be added to said agreement :.
CONTINUED to be known as Section Eleven (11) and to be as follow:
Section 11. The executing any application or
agreement with the Federal Government or any agency
thereof or in acting as a Sponsor of any project ';
in which the Federal Government is interested the
political subdivisions, parties to this agreement,
acknowledge their joint and several obligation to the F'
Federal Government. However, in executing any such
application or agreement with the Federal Govern:laent,
or any agency thereof, it is expressly understood and
agreed between the local political subdivisions that,
as among themselves, no political subdivision shall be
obligated beyond its pro-rata share of said obligation
based upon its original assessment for the New River
Valley Airport, said original assessment being as
follows:
Dublin, Town S 10,000.00
Christians3surg, Town 7,500.00
Pearisburg, Town 5,000.00
Pulaski, Town 45,000.00
Pulaski, County ?0,000.00
Giles, County 45,000.00
Montgomery, County 15,000.00
Radford, City 60,000.00
Nor shall the execution of any such agreement with thee:;;
Federal Government change in any manner a local poli-
tical subdivisions right of withdrawal from the
Commission as provided in Section 7 of the New River
Valley Airport Agreement. Upon withdrawal by one
local political subdivision, in accordance with _
Section 7, the other parties to the New River Valley ~
Airport Agreement agrees to assume the obligation ''
of said withdrawing party beyond the amounts appro-

priated by the withdrawing party prior to the date
of withdrawal. The withdrawing party, however,
agrees to execute any agreements thereafter which
are necessary for the New River Valley Airport
Commission to continue said airport project.

On motion made by Y. R. Carper, seconded by
W, F. White, and carried on .the unanimous vote of
those present, Mr. John M. Goldsmith, Attorney, was
designated as Attorney to represent the Town of
Pulaski, to serve in the absence of the regular
Attorney, Mr. Garnett S. Moore, and was authorized
to execute papers required by the Federal Government
in connection with the New River Valley Airport
Project Application, Grant Agreement and other papers
required.
There being no further business, the meeting
adjourned, Approved:
