Hudgins Joe Hudgins Craig Riggle Kenny Riggle Tom McCarthy Mayor Jackson opened the proceedings with words of welcome to those present, after which he asked Town Attorney Garnett S. Moore, Member of the House p of Delegates, to act as Master of Ceremonies. Mr. Moore outlined the history of the project ands' F recognized various people present who had been vitall~ interested in this project over a long period of ~' years. Among those who made remarks on the invitation of Mr. Moore were Mr. A. W. Gatewood, former Director' of Public Works, who engaged in the first survey on this long sought project; Mr. H. G. Jackson, present-~,, ly Director of Public Works; Contractor M. S. Aug. 20, 1958 was Engineer for the Town of Pulaski; Councilman Carrico, as well as the Town Manager and Mr.W. F. White, the only councilman now in office who was a councilman when actual planning of the project began. Following the remarks made by those referred to above, which were recorded for rebroadcasting by Radio Station WPW, Mayor Jackson and contractor Hudgins turned the first spade of earth and declared the project to be underway after which the meeting was adjourned.
