There were present: Mayor C. V. Jackson, presiding. Councilmen:. W. F. White, W. A. Larson, John W. Nash, J. R. Martin, W. S. Cummings, T. J. McCarthy, Glen K. Aust. Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Engineer: R. 11oyd Mathews Visitors: Evelyn S. Hall, reporter for the Southwest Times Mayor Jackson called the meeting to order and stated that the purpose of the meeting was to adopt a resolution to set ADOPTION OF RESOLU- in motion the formal application for a federal construction grant TION TO SET IN MOTION APPLICATION in the sum of $23b,175.00 for the construction of a new Sewage FOR $23E~,175. FED. GRANT FOR SEWAGE Treatment Plant. TREATMENT PLANT On motion of J. R. Martin, seconded by W. A. Larson, and on the following recorded vote: W. F. White - aye J. R. Martin - aye W. A. Larson - aye W. S. Cummings -aye John W. Nash - aye T. J. McCarthy -aye F. L. Carrico - absent Glen K. Aust - absent at time of voting it was, RESOLVED, that the resolution be adopted in the form as follows: BE IT RESOLVED by the Council of the Town of Pulaski, Virginia, that Thomas B. Noland, Town Manager, be and he hereby is authorized to execute on behalf of the Town of Pulaski an application dated September 30, 1958, to the Department of Health, Education and Welfare for a construction grant in the amount of $236,175.00 for the construction of a new Sewage Treatment Plant to treat raw sewage from the Town of Pulaski and new interceptor sewer lines in the Town of Pulaski. i 1 BE IT FURTHER RESOLVED that Thomas B. Noland; Town Manager, be and he hereby is authorized and em- powered to execute on behalf of the Town of Pulaski any and all documents such as application for, acceptance of, and progress reports in connection with the improve- ments contemplated in the aforesaid application. ~~ n~lA'~''~ Council mins. contd. Sept. 30, 1958, 4 p• m, The Town Manager then presented Mr. James Eads with the explanation that on the day of the meeting Mr. Eads was be- JAMES FADS ginning his retirement after thirty-four years of service in t he BEFORE COUNCIL- Public Works Department of the Town. BEGINS RETIREMENT Mayor Jackson rose to his feet and addressed himself to Mr. Eads and noted that only one employe, Mr. H. C. Jackson, has more years of service with the Town than those of Mr. Eads; that M Eads had served his country in France during World War I; had withstood all the trials of a Public Works employe during all sorts of weather and working conditions during which time he had maintained the respect of the public and of his fellow employes. The Mayor expressed the gratitude of the Council for his long and faithful service, whereupon Councilman Martin moved that the Council express its appreciation by a rising vote of = thanks and applause for Mr. Eads. The Town Manager read a letter from Bushong Motor Company in which letter the company withdrew its request that the Town consider abandoning the one-way traffic on First Street, BUSHONG MOTOR ~T~~ ~Q• northwest, between Washington and Jefferson Avenues. In view TO ABANDON ONE- WAY TRAFFIC of the contents of the letter it was agreed that it would not be necessary to place this matter on the agenda for the October 7 meeting which action had been directed at the September 16th meeting.
