There were presents Mayor C. V. Jackson, presiding. Councilmen: W. A. Larson, John W. Nash, J. R. Martin, F. L. Carrico, W. S. Cummings, T. J. McCarthy, Glen K. Aust Absent: W. F. White Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Attorney: Philip M. Sadler Mr. Foy Aust Ilr. J. L. Chitwood Mayor Jackson explained that this was an adjourned session of Council's executive session, having been adjourned from the previous Monday, the time schedule being fixed so that Council t would have opportunity to consider the proposal of the New River Land Company previous to the regular meeting of the Pulaski County Board of Supervisors which was scheduled for the next day. Councilman Martin reported on the special consideration by the Planning Commission of the proposal of the Company. ANNEKATION on the various aspects of the problem and after full consideratioA REQUEST in special session held just prior to the Council's session, had recommended that Council act favorably upon the request that the 2won annex the property of the Company if the Company world advat~~e $3,000. of the total estimated $5,700. cost of extending the watdk' line along Washington Avenue to a point where the new street lea~t~s Washington Avenue, extended, which project would include a pumpi:g station to serve both the annexed area and the proposed new Armor, with the understanding that the Company would advance $3,000. of the total cost with Council to stipulate the manger in which the;! $3,000. would be refunded to the Company as homes are developed in the new subdivision. Mr. Sadler, Attorney for the Company, explained that the primary concern of the Company at the present time is the time element which is tied in with State code provisions which stipulate that Annexatti,on proceedings can be effective only on January 1, of any year. It was suggested that the towns repayment to the Company be based upon the construction of ten homes in the newly subdivided area. After a full discussion of the various technical and legal aspects of the proposal, Council noted the fact that the Company would appear before the Board of Supervisors on the following day and took no action except to agree informally to consider whatever attitude the Board of Supervisors might take after its considera- tion of the Company's proposal.
