July~l9, 1955 The minutes of the regular semi-monthly meeting of the Town C©until of the Town of Pulaski, Virginia, held on the 19th day of July, 1955, at 4 p.m. in the municipal offices. There were present: Mayor C. V. Jackson, presiding ~Totzncilmen M. E, Lester, I. ~. Carper, C. T. Brook- man, O. 0. Cron ell, J. R. Martin, ~I-. M. Farmer, W. A. Larsr®n and ~. F. white. Also present: Town Manager: J. ~'. Hirst Clerk: Audrey E. Ringrea Town Attorney: Garnett S. Moore Visitors: Dr. J. A. Hal ler Mr. James Owens The meeting was opened with a prayer by Billy B. Flint. Mr. James Owens appeared before Council with a request that his taxi drivers permit be reinstated. He stated that he left Pulaski in 1953,'~ut had now returned to Pulaski with his f amily and could go to work as soon as his permit was reinstated. Chief Boothe stated that Mr. Owens applied for a new permit only the day prior to this meeting and that, Ghief soothe, had not completed his investigation on Mr. Owens. M ayor Jackson then advised Mr. Owens that nothing co uld be done until Chief Boothe completed his investigation. Dr. J.A. Haller, practicing Pulaski dentist and President of Virginia Dental Association next appeared bef ore Council and read a petition from the dentists of Pulaski requesting water flouridation. He stated that other petitions from civic organizations would soon be forthcoming. The Town Manager advised Council that Mr. Fred Davis was no longer driving a taxicab and requested that Council revoke his certificate of public convenience and necessity. Upon motion du3~y made by I. H. Carper, seconded by ~. A. Larson, it was unanimously RESOLVED, that the certificate of public convenience an necessity issued to Fred ~3avis be cancelled. Councilman Larson advised Council that two books had been purchased with fronds personally contributed by the Mayor and members of the 1952-54 Council and placed in Pulaski County Free Library as a memorial to Mr. J. Crowell - aye it was unanimously RESOLVED, that the proposed budget for the year end~tng June 30, 1956 submitted by the Town Manager and as revised ~~r the Council in their inf ormal meetings, be approved, subject to~ia special hearing at which time formal adoption would be in o#~d.er. Upon motion duly made bytl~. A. Larson, seconded by ~. F.U~'hite, it was unanimously RESOLVED, that a special account be set up in the 1955-56 Budget for preliminary studies of the construction OEP a new municipal building. Upon motion duly made by W. A. Larson, seconded by~i. F. il~hite, it was unanimously RESOLVED, that the funds for the water line extens~pn program in the 195556 Budget be eliminated except for ~1100~.00 and that. any future extensions will be_constructed only after petitions have been received from the people, and reviewed ~~ the Council to determine the number who will pay the standard ~~b.00 connection fees. On motion duly made by W.F. white, seconded by I. I~» Carper, it was unanimously RESOLVED, that a public hearing on the proposed 19~~-56 Budget be held on August 2, 1955, at 4 p.m. in the municipal; office.
