Council Minutes Pulaski, Va., November 15, 195
The minutes of the regular semi-monthly meeting of the
1
Town Council of the Town of Pulaski, Virginia, held on t$e
15th day of November, 1955, at 4 p.m. in the municipal
office.
There were present:
Mayor C.V. Jackson, presiding,
Councilmen 0. 0. Crowell, I. R.Carper, M. E. Lester~i
W. A~. Farmer, W. A. Larson and W. F. V~hi~+e
Absent: Councilmen C. T. ~3rookrnan and J. R. Martin
Also present: Town Manager: Julian F. Hirst
Clerk: .Audrey E. Kingrea
Town Attorney: Garnett S. Moore
Visitors : Rev. B. Clifton Reardon
Mr. Jack Reams
Mr. E. V. -avis
The meeting was opened with a prayer by the Rev. B.;
Clif ton Reardon, of Christ Episcopal Church.
The `town Manager e~ lamed to Council the purpose of?

Mr. Reams appearance before Co~ancil. He stated that the
Chesapeake & Potomac Telephone Company had pending before
the State Corporation Commission a request to add license
tax levied by cities to local telephone users and that
this proposal has brought about c:~nsiderable interest in
municipal groups throughout the state and that the League
of Virginia Municipalities has requested the Town to give
consideration as to what its position might be. Mr. Ream
explained to Co~.zncil the reason for requesting nermission~'
to pass the 'tax on to telephone users. He stated that at
present taxes levied on the telephone company by certain
towns and cities were being paid by all consumers over thb
State, whereby i~ permission is granted them b,y the Corpo~-a-
tion Commission only_the citizens of the localities who t~lx
the company in addition to the franchise will absorb the
taxes. No action was taken.

Mr. E. V. Davis of 20 Lee Street, next appeared before
Council requesting; that something be done to relieve the
parking situation on Lee Street. He s tated he c~vned two
houses on said street, one of which he rented, and could
never find a place to park his car because Holt Motor Compa
parked their used cars in front of both houses.
After considerable di seussion by Coun~i 1, ~?pin motion
of ~.T. E. Lester, seconded b,y V~. F.tiVhite, it was unanimously
RESQLVED, that ordinances to prohibit parking of un-
licensed vehicles on the streets of the Town be enforced,
and that previous action of Counci_1 to limit parking on
the West side of Lee Street to parallel parking be carried
out.
The Town ?~~anager recommended that no action be taken
with reference to trailer b~rkin~ inasmuch as the situations
which have occurred have been cleared up.
The Town ~ana~;er presented to Council a brief res~_?me
as to the actual sp endings from the various funds and
the percentage of the amount spent with reference to the
1955-56 Budget appropriations.
The matter of the alley between Second and Third Streets
between ~llartin-Beamer and Pulaski Vance wasreferred to the
Street Committee f. or inspection and recommendation.
The Town ~,4anager advised Council that bids for water
storage tank on Chestnut Street were advertised for in the
Roanoke Times anal the Southwest Times.
Upon motion duly made by I.R. Carper, seconded by
Vet'. A. Larson, it was unanimously
RESOLVEa, that 200.00 be aopropr.iated from the
General Fund for Chamber of Commerce membership.
