There were presents Mayor C. V. Jackson, presiding Councilmen: J. R. Martin, W. A. Larson, W. F. White, W. S. Cummings, I. R. Carper, F. L. Carrico, W. H. M. ~iarman, Jr. E. k Turman I. N. Morefield The meeting was opened with a prayer by Mr. Garnett S. Moore,. Town attorney. Mr. ~. A. Miles appeared before Council to complain of the duet situation caused by the taxi starri ad3acent to his residence on Dora Highway. He further stated that because of the location of 'the taxi star~1 the value of his property had decreased considerably, Attorney ~-. M. Harman, Jr. next appeared before Council on behalf of ~:ty Cab.. Cc~mpatay, Checker Cab Compares and the Diamond Cab Compar~r with the request that the number of cabs as authorized by the Town Ordinances be reduced from 40 to 3©. Mr. Hermes atatect there were two and one~.lf times more taxis operating in Pulaski than the national average for a town of 10,000 population. He further requested that the Council pass an ordinance making it unlawful for a person to hire a taxicab and then not pay for the use of it. It was the sense of Council that taxi-owners aryl. persona with applications pending be notified that these matters would be dis- cussed at the next regular meeting;of Council on October 16, 1956. The R,~naacil authorized Mr. Moore to draw up an ordinance as suggested by Attorney Harman. Mr. I. N. Morefield next app~ed before Council and stated it was his opinon that hia taxi stand on Dora Highway does comply with the fire regulations of the Town Building Code, and asked a~ ~~_~ Council Minutes contd. Tie mi~nites of the regular .semi.-monthly meeting of September 18 and the special meeting of September 21, 1956, were read and approved. , On motion of W, A. Larson, seconded by W. F. White, it was unanimously RffiOLVED, that the statement of the position of Virginia Iron, Goal & C©ke Company relative to the application of the Coleman Furniture Corporation to close a portion of Third Street, N. E. was received and filed. The Towa Attorney requested the Town Manager to arrange a meeting with the Viewers appointed at the special meeting of September 21, for the purpose of receiving instructions in connection with the application of Coleman Furniture Corpora- tion to close a portion of Third Street, N. E. The Town Manager read a petitioa from residents on Fifteenth Street requesting a street light in the center of the block be- tween Randolph Avenue and Prospect Avenue. On motion of J. R. Martin, seconded by F. L. Carrico, it was unanimously RffiOLVS'U, that the request for a street light on Fifteenth Stxeet between Randolph Avenue and Prospect Avenue be granted. The matter of the taxi stand owned by I. N. Morefield on Dora Highway was discussed at some length and it was the sense of Council that the action of the last regular meeting should be adhered to. On motion of W. ~A. Larson, seconded by W. F. White, it was unanimously RffiOLVED, that E. V. Davis be notified to move his taxi- stanri from 189 West Main Street within 30 days inasmuch as it does not comply with several sections of the Town Building Code. The Town Manager reported that the application requesting assistance under the Watershed Protection and Flood Prevention Act on the Raines Hi11ow Watershed was presented to the members of the Mate S®il Conservation Committee on September 27. Ptt].aski~ Va. 4s00 p.m. Oct. 2, 195 further stated that the application was approved to the extent that a survey party was being sent to Pulaski the week of October 8 aYxi after survey has been completed the application will again b~ presented to the members of the State Soil Conservation Comsuitt®® for approval or disapproval. The Towa Manager advised that a petition had been received requesting the opening of an alley off of Fifth Street, S. E. He stated that this matter had~been discussed in previous meetings of the Council and that in regular meeting on July 3, the Council had decided against the opening of the alley. The matter was discussed at some length with np further action being taken. Town lttorney Moore advised Council that Mr. W. 0. Leftw3.ch should be asked to submit a formal application to the Town for a permit to build a bridge across the stream on his property on Valley Street, giving the necessary specifications and other information needed to properly determine whether or not a permit should be issued. The Council gave its approval to the request of H. C. Jackson to cl®an out urrierbs~ush and tuild picnic shelters in mountain park area during winter months. Mayor Jackson appointed W. H. Wysor, Jr. to replace J. R. Martin on the committee to arrar:ge for the meeting on MondeYy, October 8, in connection with the proposed bond issue election. The meeting ad~ournad at 6:05 p. m.
