HomeMy WebLinkAbout11-05-56~~~~ ~ ~~3: Council Minxtte~s Pulaski Va. 5:00 p.m. Nov. 5, 1956 The minntes of the regular meeting of the Town Council of the Town of Pulaski, Virginia, held on the 5th day of November, 1956, at 4s00 p.m. i.n the Municipal office. The meeting date was changed from the 6th to the 5th because of Presidential Election on November 6th. There were present= Mayor C. V. Jackson, presiding Councilmens I. R. Carper, F. L. Carrico, W. S. Cummings, W. A. Larson, A. E. Lemons, W. F. White, W. H. Wysor, Jr. Absents J. R. Martin Also presents Toxn Manager: T. B. Noland Clerks Audrey E. Kingrea Town Attorneys Garnett S. Moore Visitorss Rev. W. S. Golden Capt. Sowers Lt. Hunter Lt. Parsons Lt. stager Mr. Fred Goad The meeting was opened with a prayer by the Rev. W. S. Golder of the Nex Century Methodist Chureh. ]Gr. Golden requested the Town to provide protection for the school children a ttend3.ng Calfee Sehool. Capt. Sowers, Lt. Hunter, Lt. Parsons and Lt. Steger of the National Guard Units in surrounding areas appeared before Council with the request that Counc3.7. provide the necessary facilities to establish a National Guard unit in Pulaski. They advised an of~.ce, storeroom, supply room and either an open or enclosed area for vehicles would be needed. It was brought out that after the wait grex to the necessary strength then Pulaski would be eligible for an Armory with the Federal anti State governments participating in ~}ie cost. Mayor Jackson advised the officers that their request would be considered and they would be advised of the Counoil~s action. Mr. Fred Goad of South Jefferson Avenue requested the street leading to his home be repaired. He further requested that the water line be extended to those properties at the end of South Jefferson Avenue. Mayor Jackson assured Mr. Goad the matter would be looked into. ~~i~~ Council Mimxtes coat+d. Pulaski, Va. 4s00 p.m. Nov. 5, 1956 The Council discussed the advarstagea of a National Guard ugit at some length and on motion duly made by W. B. Wysor, Jr., seconded by A. E. Lemons, it was unanimously RffiOLVID, that necessary steps be taken to form a National Guard unit in Pulaski and that quarters be provided in the Bunts Building if it meets with the approval of the Ad3ntant General's office. The Town Manager recommended that work on the West Main Street Bridge be abandoned until spring because of the inclement weather. On motion duly made by W. F. White, seconded b9 F. L. Carrico, it was unanimously R.EfiOLVID, that the. Town Manager+s recommendation be followed with reference to the West Main. Street Bridge. The Council was reminded of the public hearing on the Coleman Furniture Corporation+s petition to discontinue a portion of Third Street, to be held on November g. Mayor Jackson appointed Councilmen Carrico and Wysor to serve with committee from the Planning Commission to study the coning ordinance. The Town Manager advised Council of Doug Whitesell+s offer to sell to the Town .6~,. acres of land on Newbern Road near Claremont School, on which is located a 35+ x 70+ ons- story cinder block building, for the sum of ~12~500. No action was taken on this matter. The Council was advised that applications have been received from residents on Franklin Avenue for sewer extension from Seventh Street almost to Peppers Ferry Road. The Town Manager was requested to study the situation and make recommendation to the Council. The Town Manager was requested to check the candle power of the Street light in the middle of the block between Jefferson and Randolph Avenues on Third Street and make recommendation to the Council. f.'~,F-l -i. i~.r,~ Council Minu'tss contd. The Town Manager advised that Thomas J. Moyers has been employed to do survey and questionnaire work on annexation. The Council fixed November 26 as the final public meeting on the water and sewer bond issue. A request for reserved parking spaces near the Appalachian auditorium for the Southwestern Virginia Medical Association meeting on November 8th was denied. • A letter from Bruce Lemons, Prine3ipal of Central Elementary School was read wherein he requested that the loading and un- loading of school busses be done in the East Alley instead of the West AJ1ey at the school. On motion ®f W. F. White, seconded by W. H. Wysor, Jr., it was r~nanimonsl3r RLiOLVED, that loading and unloading of buses at Central Elementary School be done in the East A11ey instead of the West Alley on a 30-d~r trial basis.
