Council Minutes
Pulaski Va. Feb. 5, 195 ~+ p. m
Minutes of the regular monthly meeting of the T{~wn
Council of the Town of Pulaski, Virginia, held on the 5th day
of February, 1957, at 4 p. m. in the municipal offices.
There were present: Mayor C. V. Jackson, presiding.
Councilmens F. L. Carrico,~W. S. Cummings, I. fit.
Carper, W. A. Larson, W, F. White,;
A. E. Lemons, W. H. Wysor, J. R. Martin
Also present : Town Manager : T. B. Noland
Clerk: Audrey E. Kingrea
Town Attorney: Garnett S. Moore
Visitors: Rev. A. S. Hale
Evelyn S. Hall, Reporter
The meeting was opened with a prayer by the Rev~I A. S.
Hale, of the Memorial Baptist Church.
On motion of I. R. Carper, seconded by W. S. Cu~tanings,
it was unanimously
RESOLVID ~ that Buford Redd be granted certif ica'~~e of
public convenience and necessity for a taxicab, said vacancy
having occurred due to Mr. I. N. Morefield's decline of Cifne
certificate assigned to him.
On motion of W. F. White, seconded by I. R. Carxf~er,
it was unanimously
RESOLVED, that sisteen (16) folding chairs be
purchased from the estate of Mr. F. A. Seagle for use in
the Council chamber at a cost of X64.00.
There was read a letter from Mr. Wilkie Hunt re-~
questing that east-west alley behind his mother's properr
on Fifth Street, N. E. , be opened in view of potential
business being located at the site.
On motion of J. R. Martin, seconded by W. F. White,
it was unanimously
RESOLVED, that the Town Manager notify Mr. Hunt
that no action will be taken to improve alley until and
unless there is a definite need for it.
On motion of W. F. White, seconded by W. H. Wyso~,
it was unanimously
RESOLVED, that the sum of 43,000.00 be set up ire
the 1957-58 budget to be used to pay one-half portion of .

the estimated cost of the necessary relocation survey
of State Route 99 in the corporate limits. The survey to
be made by the State Highway Department.
On motion of A. F. Lemons, seconded by I. R.
Carper, it was unanimously
RESOLVED, that R. Lloyd Mathews be employed as
Town ~`f~ine~ at a salary of X325.00 per month retro-
active to February 1, 1957.
Mayor Jackson reported briefly on the progress
of the plans for the New River Airport construction.
After lengthy discussion of the Subdivision
Ordinance, on motion duly made by J. R. Martin, seconded
by I. R. Carper, with A. E. Lemons and F. L. Carrico
absta~.nhg from voting, it was
RESOLVED, that the matter of bringing about
the adoption of the Subdivision Ordinance be pursued
through the Court.
The Town Attorney advised that the necessary
decision with reference to facilities to be afforded
the annexed areas should be made at the earliest poss-
ible moment.
The Council requested that the Town Manager
meet with Mr. G. C. Hall for the purpose of discussing
the ownership of Peak Creek.
On motion of I. R. Carper, seconded by W. S.
Cummings, the following ordinance was unanimously adopted:

r,ONDUCT AND nISTURBING THE PEACE OF
SAID TOWN
Be it Ordained by the council of the Town
of Pulaski, Virginia, that:
Any person who shall disturb the peace and the
quiet of the Town by using obscene or profane language,
or by fighting, drunkenness, whooping, hallooing, or
who shall make, continue or cause to be made or continue,
arty loud, unnecessary or unusual noise, or any noises which
either annoy, disturb, inure or endanger the comfort,
repose, health, tieace or safety of others, or any person
who by their condt~.ct either as individual or with the use
of any device of any kind shall disturb, tend to disturb
or aid in disturbing the peace of of hers by violent,
tumultuous, offensive or obstreperous conduct, or in

any wise acting in a disorderly manners shall be
deemed guilty of a misdemeanors and any person who
shall knowingly permit such conduct on any premises
owned or possessed by him or under his control may
also be found guilty of a misdemeanor.
An emergency deemed to exist, this ordinance

shall be effective upon passage.
The meeting adjourned at 6 p. m.
