R. Imboden, presiding Councilmen: I. R. Carper, 0. 0. Crowell, J.C.Crumbley, Jr., C. V. Jackson, J. L. Sealing, ~'. ~. Marshall, J. R. Martin, ~i.F.Vlhite. Absent: Non®. Also presen Town Manager Clerk: Chief of Polio®: Visitors: t: Julian F. Hirst Louise D. Logan L. S. Boothe Dr. J. E. Devlyn, Pulaski Health Department; R. H. Coltran®, Chief Operator of the Filter Plant. MINUTES The Minutes of the special meetings held December 1?, 1952 and December 30, 1952 were read and approved. PUBLIC HEARING The Mayor stated that, in accordance with due public BtJIL~ING CODE notice as published in th®Southwest Times, local n®wspaper, for two consecutive days in advance of this meeting, a public hearing would now b® provided to those persons who d®sired to appear for or against the proposed BuildingCode. No persons appeared either for or against the Code, thereby approving action of the Council at the 3~eeting held oa January 6, 1953 to adopt the Ordinance which shall be referred to as the Building Code of the Tows of Pulaski, Virginia, and entitled as such. On motion duly made by IAC. F. White, seconded by ' J.H. Martin, it was unanimously Building RESOLVED, that Mr. H. T. Allen, employee in the Inspectors Towns 1Nater Department, th®Town Manager and Mr.. A. H. ~ygal, Fire Chief, be appointed as Building Inspectors, with the Town Manag®r as Chief Inspector, and Mr. Allen and Mr. ~ICygal as assistants, in accordance with provisions of the Code as adopted. CLAREMONT The Town Manager advised of the request of the Pulaski SCHOOL ~ ROAD : County School Board that the Town maintain the new permanentIroad through the Claremont School property, on their property, wi~h the r _ ~. County to be billed for all costs incurred in such maintenan~®. f~ On motion duly made by I. R. Carper, seconded by O.O.Cowell, it was unanimously ~, PEPPI~..R.S RESOLVED, that the Town shall request the County Boar of FERRSC ROAD IMPROVEMT. Supervisors and the Virginia Department of Highways to take ~ome - - ~~ action on improving Peppers Ferry Road, particularly at the pint of intersection with II.S. Marshall, it was unanimously ~' yrrpl,R-'Ay RESOLVED, that the Town shall construct a crushed stoe II.S.al '' walkway on the South or East side oP Route 11 at the R.G.A. property to permit crossing as a temporary measure until investigation can be made as to participation by adjoining property owners in pr®portion of cost of a sidewalk, if aonaracted on the South aide of Route 11, from Madison Avenue to Pico T~rrace Road. - - - ~; There then was presented to Council by Dr. J. E. Devlin, FLUR:IODAT N - ~and to several dentists of the Town and representatives of c~vie clubs who joined the Gounc~il ~ of the Pulaski Health Department, a film on fluriodation, at the completion of which Dr. Devly ~; discussed values derived, citing, with population figures, t~oso ~~~~ Council Min. Building The building permit application of Harry Pugh for Permit- Pugh frame 14aI.8 office building on the south side of-Dora Highway, between Washington and Madfson Avenues at an estimated Bost of $400.00 was referred to the Town Manager for investigation with power to sat, report of investigation • to be pros®nted to Council, iP necessary. BUILDING Oa motion duly made by W. F. White, seconded by PERMITS C.V. Jackson, it was unanimously _ RESOLVID, ghat the following applications for Pu1.Co. building permits be approved: To Pulaski County School School Board for brisk high school building on school board Board property on the north side of Pied Terrace Road, consisting of two stories, twenty-eight rooms, auditorium and gymnasium, slate roof, at an estimated cost of800,000.00. To Carl E. McNew McNow for cinder block 26x32 chiakem house at rear of 615 Henry Avenu®, estimated $500.00; And to R..M. Albert Albert for frame addition of two rooms to residence on Peppers Ferry Road, estimated X2,000.00. _ BR There was general discussion as to providing a C L~ bridge on Clark Street in the Kersey Subdivision, this matter being tabled for consideration in the budget year beginning July 1, 1953. PARK LANE The Town Manag®r reported further in regard to & HANEY STREET improvements desired by residents of Park Lane and Haney Street, stating the property owners had indicated gerbally their willingness to dedicate to the Town a twenty-five foot right-of-way in order that the Town might take over the street and maintain same. It was pointed out that Mr. J. W'. Smith conditioned his acceptance of the right-of way upon removal by the Town of a small water line from his basement, relocating it ire the street, and also, that Mr. ~. S. Sprinkle, whose wall pro~eated approximately 2.3t Paet onto the pr©posod street, had been advised that any improvements made to the street would not in the immediate future interfere with or change said wall. . White, it was unanimously' - _ _ RESOLVED, that consideration of the addition of motorcycle patrol in the Police Department be deferred, pending further investigation of cost of operation, including such charge as would be made by Yr. for loan of his motorcycle for a trial period.
