B. Young. n MINUTF~ The Minutes of the regular meeting held February 3,11953 and of the special meeting held February 10, 1953 were rea~`sad approved. - ~ATER LING Roby R. Sutherland, local attorney, presented the REQUEST CROXSON & HOPKINS request oP Messrs. T. E. Crosson and Bascom Hopkins, to fuxher clarify the matter as presented by Mr. Paul M. On motion duly made by I. R. Carper, seconded by 0.~. Crowell, it was unanimously ;~ Authorized RESOLVED, that curb and gutter be installed on the forth side c~f Fifth Street, S.E. between Floyd Avenue and Draper ,~ Avenue, and from Draper Avenue east to an alley, contingent upon property owners abutting said imp~a~vement sharing on®-~tli~ oP the total c©st, and 3 ~~~~ Council Minutes Conti d. On motion duly made by I. R. Carper, seconded by J. R. Martin, it was unanimously Ct~RB AND GUTTER RESOLVED, that curb and gutter be installed E~SO " ~4~~AL for a distance of fifty P®et on the north side of Anderson Memorial Presbyterian Church located on Franklin Avenus f Appropriation at gall cost to the church, and that an appropriation of 135.00 be made for this work. 1~I~iTHAST TER On motion duly made by I.R. Carper, seconded by 0. 0. Crow®11, it was_ unanimously RESOLVED, that six feet of curb and gutter be -J.P.Miller installed in front of the J. P. Miller residence on Apxr opriation l~inth Street, 1~.~., estimated to cost X162.00, total cost t® be borne by Mr. Miller, and an additional tea feet of curb and gutter be installed at alleyway adjoining hie property, .estimated to post 27.40, said sum to be paid by the Tay+vn, and Be Tt Further Resolved, that an appr©priation° of One Hundred & Ninety Dollars 0190.00) be made for this project. I HAIREYLST~REE'TD The Town Manager advised that Mr. J.P. Smith, property owner on Heaney Street had advised that, before he would sign agreement with other property owners on Haney Street and Park Lane to dedicate a ,twenty-five foot right-of-way, it would be necessary for the Town to cancel back taxes assessed against him, unpaid to present, inasmuch as he contended his property was not within the corporate limits, It was the consensus of Council that any taxes owed by Mr. Smith should not be cancelled, it being advised that taxes assessed against .the other property owners in the vicinity were being paid. The Town Manager stated that a tvrenty-foot right-oP way had been provided for Park Avenue in old deeds on Pile in the office of the Clerk of the County. He recommended, in regard to opening and improving Haney Street and Park Avenue: 1. Drop the matter completely; 2. The Town Manager advised h® had written Mr. Kermit "tr. COD Rooke, attorney-at-law, Richmond, Virginia, adving him of revisions p.. appearing necessary from the Townts preliminary review of draf~ of i!. the Town Code as prepared by ~Mr. Rooke. He stated of the ~1,2~0.04 ,. as appropriated, that to data, the Town had remitted X600.00 Mr. R©oke for work done on the Code. On motion duly made by I. R. Carper, second®d by J. L. R Martin, it was unanimously ~; CLERK-S RESOLVED, that authorization be given to the erection of OFFICE RAIL a rail to enclose the office oP the Clerk, and the providing o~} as POLICE entrance at the rear of the munici pal building, with an eaters ~on ENTRANCE of sidewalk to First Street, N.E., for purposes o'f facilitati access to the Police Department by pedestrian traffic. On motion duly made by J.C. Crumbley, Jr ., seconded~by J.R. Martin, it was unanimously RECREATION RESOLVED, that Mr. Ralph M. Studebaker, Recreation ~; IIIRECTOR TO ATTEND "~ CONFERS. Director, shall attend the State Recreation Conference at Natural Bridge, Virginia, from March 30 - April 1st, and the Southern ~: Districst Recreation Conference at Mammonth Cave, Kentucky, fro April 29 - May 2nd, 1955. APPROPRIATION A letter from J. F. ~ysor, County Treasurer, was red, REQUEST -LIBRARY requesting additional appropriation for th® County Libraryts 1953-54 year of operation. The. matter was deferred, pending review of the library budget. SE1~'ER VICINITY Mr. Charlie Black thereupon appeared, inquiring as 10TH 11TH 13TH N~ the possibility of sewer line installation in the vicinity or ~~~~ Council Min. Co~nt ~ d. PICO TERRACE II~ATER LI11dEE CATER LIME RCCEggQUESppT HOP~IN~ AND Pulaski, Va., ~'eb.l?,1953 10th, 11th, 13th 3trset~s, stating he wished to avoid the expense of septic tank installation should the sewer line be installed within the near futur®. He was advised that the Pirm of 111filey & hl'ilson presently was making a survey of sewer needs and that a sewer line would not be installed for at least two years, and that the Town could not at this time give any assurance of sewer to that area, pending receipt of an overall Town survey. The Town Manager stated he had been advised informally by Mr. Frank J. Critter, Superintendent of County Schools, that the County was agreeable to proposal as made by the Town in removing of a 12" water line on the Pico Terrace property. It was the opinion of Council that upon the receipt of an agreement form of letter Prom the County, the Town could proceed to to order necessary materials. The request of Messrs. Croxson and Hopkins as presented by Mr. Sutherland, and as stated in the beginning of these Minutes, was considered by Council, and on motion duly made by I. R. Carper, seconded by~ J. R. Martin, it was unanimously RESOLVED, that said matter shall b® referred to the ~Kater Committee for study and recommendation, and that the committee as appointed for said purpose shall make a recommendation as to a definite future :policy on out of a®rporate limit water lines. { ADJOURNMENT The meeting sd~ourned at 5:55 p.m. Approved: Attest: Mayor -- - Cler of Counci
