V. Jackson, presiding Councilmen: I. R.Carper, O.O.Crowell, J.C.Crumble~!,~7r., J.L.Resling, 9~.A.Larson,F.W.Marshall,% J.R.Mar-tin, ~.F.~Rhite. Absent: None Also present: Town Manager: Julian F. Hirst Clerk: Louise D. Logan Town Attorney: Garnett S. Moore Visitors: Rev. Joel B. ~fihitten. PURPOSE The Mayor stated the purpose of the meeting was to approve the proposed budget for the year 1953-54 and to se~ the tax rate for the next fiscal year. It was stated the Coun~lil - _; had reached a general agreement on the budget in their sev~iral informal meetings on same, except for the recreation budged as provided for therein. ~9ISCUSSION- Following discussion by the Gouncil, Rev. Joel B. , l3ECREATIOI+t Whitten stated to Council he felt that, by inauguration o~ a Rev. Whitten recreation budget approximately six months ago, the Town hd praises program made one definite step toward progress since he had been i~ values Pulaski, and to not continu® the program would be a defini~3e step backward. Rev. Wihitten stressed the importance of individuals as compared to bridges or roads, for which the a. Town currently might wish to use its revenue. Individual Thereupon, each member of Council expressed his Councilmen~s views attitude toward continuation of a Town-sponsored program, t being generally felt that such a program was to be desired' ~' but there being some dissention as to sponsoring such a pr~}gram general in the current year, considering the proposed budget balan.~es consensus °f opinion . and the several mayor projects pending, i.e. sewage disposl plant and bridge in East Pulaski, and also, there being sole question as to whether the Town should provide a recreation program or leave the matter to the YMCA, it being the feel~ng ;~ of some that two programs would not succeed. -On the latter point, Rev. ~'hitten advised the group that the YMCA had in~}luded recreation in its program previously due to the fact that ~he Town did not then have recreation, and this was provided w~ th ' ~~ ~~ Council Minutes Contd. Pulaski, Va., May 28, 1953 funds donated by the Town, but that the YMCA was not a recreation group in character. RECREATI!OM Motion was duly made by J.R. Martin and PROGRAM[ seconded by 0. 0. Crowell that the Town adopt the Reoorded Recreation Budget as incorporated in theTown Budget Vote as incorporated in the Town Budget for the year beginning July 1, 1953 and ending June 30, 1954, and the following recorded vote taken:, J. Marshall 'Aye (let roll Dell) (Vote of 4-4 ) There having resulted a tie in vote s, the Mayor being, empowered under the C harter to cast a vote in case of a tie, Mayor Jackson thereupon called Tie in for a second roll call vote, which was as follows: Vote (2nd roll J.R. Marshall Aye (Vote of 4-4) Carried 5-4, The Mayor thereupon cast his vote as Aye, Ma or Voting and the motion was carried by a vote of 5-4. VOTE OF The Town Manager, upon his request that a CONFIDENCE vote of confidence ba given to him in regard to the- TO TO11~N MANA CiER OIL RECREATION recreation program, was assured by Counafl that tie PRO GRAIL could depend upon receiving full cooperation from the Council in the matter of recreation program as provided by the budget. On motion duly made by 1~P. F. l~hite, seconded by I. R. Carper, it was unanimously BUDGET 53-54 RESOLVED, that the proposed budget for tho TEI~ITATIVELY APPROVED year ending June 30, 1954, as submitted by the Town Manager and as changed by Council in their informal meetings, b• tentatively approved, subject to a public hearing to be held prior to June 30, 1953, after which formal adoption would be in order. Marshall Ays (Vote 7 - 1 ) 1 r~ 1 n U 1 Council ~[inutes Cont ~ d. ~? 9 r~ ~~.=:~~i Pulaski, Va., May 28, X953 AN ORDINANCE LEVYING TAX RATE OF X1.60 PER ONS HUN,1iRED DOLLA S ASSESSED VALIIATION OF PROPERTY AND PROVIDING FOR CAPITATION ~'AX, BANK STO CIC TAX BE IT ORDAINED, that a tax rate of X1.60 be levied on Mach one hundred dollars 0100.00) assessed valuation oP all prop rty located within the corporate limits of the Town classified s real or tangible property, including machinery and tools, °_ personal property, and public service corporations. Such tai shall be credited to the general Ponds of the Town and shally' be used for the cost of operation of the Town, to include the pay of its officers, maintenance and upkeep of its streets, roads, bridges and other public facilties, and to include the payment of interest and principle on public debt~j and the contribution to a sinking fund and any other purpose not prohibited by law, and in addition, there shall be assessed against each male citizen of the Town, over 21 yearw of age, a capitation tax levied at one dollar 01.00) per male citizen. Such tax shall be in addition to all other taxes and shall be credited to the general funds. The gener~il property tax, both real and tangible personal, and the capitation tax shall be assessed and levied as of January 1 and shall be payable without penalty or interest not later than February 1 of the following year, after which time a n penalty of five percent (5~) shall be added, and if not paid by June 30 following, interest shall be added at the #+ rate of six percent (6~) until paid. BE IT P'tTRTHER ORDAINED, that in accordance with the provisions of the Tax Code of Virginia, Section 476, Title 58, there shall be imposed upon the shares of stock in each bank or trust company, a tax equal to eighty percentum (80~) of the state rate of taxation to each one hundred dollars 0100.00) of the taxable value of the shares of stock. Such tax shall be paid annually ors or before the 1st day oP June. BE IT FURTHER ORDAINED that the provisions oP this ordinance shall become effective for the year beginning 1953, and shall remain in full force Prom year to year until such time as repealed or amended by the Council of the Town of Pulaski, Virginia.
