PRESENT There were present: Mayor C. V. Jackson, presiding Councilmen: I. R; Carper, 0. 0. Crowell, J.C.Crumbley,Jr., J. L. Kesling, ~. A.Larson, F. ~'. Marshall, J. R. Martin, W. F. whit®. Chapman; Mrs. William Baker. MINUTE.4 The Minutes of the regular monthly meeting held July ?, 1953 were read and approved. AM IE Q ~. D. Hall appearing for the American Legion requested S IDh~ALK CROSSINQ permission for permitting Harris Motor Company to cross a REQUEST sidewalk on 4th Street, N.E. by the Legion Building. He stated the Legion contemplated converting the vacant property at the corner of 4th Street and N. Washington into a parking lot for Harris Motor Company. TRAFialC W'. F. Thomas, Chairman of the Safety Committ®e of the DIVER SIGN PROPOSED Pulaski Chamber of Commerce, read a letter from the Chamber RT 11 Thomas which urged Couneil~s opposition to a proposed traffic diversion sign by the Virginia Department of Highways to be erected at the intersection of Route 100 and II. S. 11. He stated the Safety Committee had not endorsed such a sign, but had indicated to Mr. D. B. Hope, Resident Engineer of the Highway Department, their favor of a sign at the top of the mountain advising trucks of the steep grade and congest®d ar®a below, and the possible provision of "run-offs". McCarthy T. J. McCarthy, Owner of Maple Shad® Tnn and Pulaski Hotel, admonished Council as to effects to the tourist business were such a sign erected, pointing out that efforts were made over a twenty year period to get a highway through Pulaski. He stated it was his opinion that the road over the mountain should b® improved to eliminate any dangerous con- dition, rather than erecting signs. _ Macgill ~. D. The Town Manager thereupr~ advised of the estimated cost of 1,820.00 for providing water extension tv the area. Mrs. Baker was requested to retain the p~titioa for possibly securing additional signatures and the matter was dMFerre~ for Further investigation. On motion duly made by I. R. Carper, seconded by t~. On motion duly made by I. R. Carper, seconded by O.O.Crowell~j it was unanimously RA ILIN(~ N.~EASH ~, RESOLVED, that, as recommended by the Street Committee, a doable railing be constructed on North Washington Avenue on the west si e, APP~P. _ between Fifth and Sixth Streets and an appropriation be made Fro the General Funds of Six Hundred And Forty (640.00) Dollars for` this work. i On motion duly made by I. LEAG[TE It was decided to have the annual picture for the L®ague of °f PICTIIRE Municipalities magazine taken on July 29th at 7 p.m. ~; On motion duly made by W'. F. White, seconded by I. R. Pulaski, Va., July-21, 1953 CURH 1ST RESOLVED, that approximately two-hundred feet- of~ curb ba SW ALTERED moved back dust east of Rockwellts Market on 1st Street,S.~. to Washington Avenue, which would provide approximately 9t additional width, to relieve traffic congestion•at the intersection of tN'ashington and First Street. - 16TH I~ It was advised that signatures from all property owners CURB & ~~ on the south side of 16th Street, from Randolph to- Prospect Avenues, for curb and ,gutter, whereby they agreed to pay one-half the cost, had now been- obtained. On motion duly made by J. R. Martin, seconded by t~. F~ White, it was unanimously Approved RESOLVED, that curb and gutter be installed on the Approp. south side of 16th Street, between Randolph Avenue and Prospect Avenue, provided that the property owners shall bear one-half the cost and an appropriation be made for this work Prom the General Funds of One Thousand Sias-Hundred And Forty(~1,640.00) Dollars. On motion duly made by 0. 0. Crowell, seconded by J. R. Martin, it was unanimously Pr®v Approp RESOLVED, that an,appropriation made at the meeting Caneell®d June 23, 1953 of 450.00 for Drainage Improvement 16th & Randolph be cancelled. PICO TERR. -It was stated a meeting was soon to be held by the PIDESTRIAI~ ' APPRf}ACH Pulaski County School Board with members of Council and the Town Manager regarding providing improved means of approach to the Pico Terrace School for pedestrians. H&~1` RR It was stated that the AT. & W. Railway Company was CRQS3INf3 ~~ AVE reimbursing Town in materials for assistance given them in their recent improvement of the crossing at Randolph and Commerce.
