There were present: Mayor C.V. Jackson, presiding Councilmen; I.R.Carper, O.O.Crowell, J.C.Crumbley, Jr., J. L. Kesling, ~'.A.Larson, F.W.Marshall,J.R.Martin,~.F.White. Dow Owens, Margin Lester George Umansky; Marvin G. Graham. TRAIN ~HIS~LE Mr. Roy M. Garrett, Superintendent of the REQ. & SI AM PIGMENT American Pigment Corporation, requested the Council to allow N. & VG'. trains to sound whistles when crossing Peak Creek near the plant at a point where due to the short railroad curve and high bank, both visibility and acoustics were seriously impaired. He stated this presently was prohibited due to an ordinance passed by the Council in 1934. Mr. Garrett also requested permission to erect a sign at the private crossing on the north side of Commerce Street which would call attention to the dangerous nature of the crossing. - ' Refer.to It was the consensus of Council that the 3tP9®t Com. requests made by Mr. Garrett b® referred to the Street Committee with definite action to be taken at the next meeting. bpi g Mr. A. Dow Owens, local attorney, submitted a T ~N proposal in behalf of the Touchdown Club for providing ~~--- bleae~hers at Calf es Park, estimated to cost ~I,8O0.00 Bleachers for wood and ~2, 400.00 for steel, and providing approximately 550 seats, whereby the Club would contribute approxim~.tely 600.00, proeided the Town would bear X1,200.00 toward the cost of the wooden bleachers. Mr. ttwens and Mr. Marvin Lester, who also appeared in the matter, were advised that, although it was doubted that the Town would undertake to finance such a project under the present budgetary limits, the matter would be considered further. - George Umansky scat®d he ,had collected ~.~_~~~ Council• Minutes Conti d. It was stated that to concrete the alley would cost approximately X2,400.00, whereas asphalt surfacing would cost ~~100.00. SMITH Marvin G. C~aham appeared •in the interest of sewer e~!tens ion LANE SEDER to Smith Lan® off of 16th street, which extension had been requfsted previously but not provided due to the small number of connectis, estimated at 5. Mr. Graham stated he felt that by providing se~lar, the required right-of-way for the street could be secured. Th®' matter was referred to the Town Manager for further investigatid~h. On motion duly made by I.R. Carpe r, seconded by J.R,Iartin, it was unanimously RIGS RESOLVED, that the Pulaski High School be permittec~to SCHOOL CALFEE use Calfee Park For football under the same terms and condition~~ PARK USAGE applied in 1952, provided the use of the concession stand be agsed upon between the Town Manager and school authorities. Pulaski, Va., Sept. 8, 1953 APPOINTMENT, TERMS OF OFFICE OF MEMBERS, FnR ORGANI?..ATION OF COMMISSION, ELECTIONS OF OFFICERS, MEETINGS, POV~ERS AND DUTIES, PERSONNEL, FISCAL YEAR, FINANCES, REVIEW BY T$E COUNCIL. BE IT ORDAINED by the Council of the Town of Pulaski as follows; I CREATION AND NAME: That there is hereby established a Department of Recreation i'or the Town of Pulaski, Virginia, which shall operate as other departments under the Town Goverrnne~t, and in addition to said depart went, there is also hereby created a Recreation Commission for the said Town. TI DEFINITION: These terms when used herein shall have the following meaning; a. Council: Council of the Town of Pulaski,Virginis,. b. Town: Town of Pulaski, Virginia. e. Commission: Recr®ation Commission of the Town of Pulaski, Virginia d. Director: Director of Pulaski Recreation Commisa ion of the Town of Pulaski. TII RECREATION DEPARTMENT: The Recreation Department hereby created shall be a separate department in the Town Goverrnnent and shall operate as other departments under the Town Manager sub3ect to Charter provisions for approval and review by the Council.. IV COMMISSION: The Commission hereby created shall act in an advisory and policy making capacity, as herein more fully set out. (1) APPOINTMENT AND TERMS OF OFFICERS: The Commission shall consist of seven (7) persons who shall serve without compensation. They shall be appointed by the Town Council, in the first instance as follows: Two (2) of said members shall be appointed for a period of one (1) year; two (2) of said members shall be appointed for a period of two (2) years; and three (3) of said members shall be appointed for a period of three (3 j years, alI members shall thereafter be appointed for a term of three (3) years, or until their successor is appointed ' and qualifies. The Commission shall organize and e~iect from its members a Chairman, a Vice-Chairman, and a Secretary~~ and such other officers as they may d®em necessary to serve for a~~eriod of one (1) year, or until their successor is elected and ~~ qual~~'iea . The Director may serve as ex-officio secretary if said Commison so desires. The Commission shall make, promulgate and publist~I by=laws, regulations, and rules for the proper conduct of allpublic recreation, parks and play grounds, which by=laws, regulation' and rules shall not be inconsistent with the charter and ordinance of the Town, meetings, a or the laws of the State of Virginia. ' (3) MEETINGS: The Commission shall hold regular at least one each month, and additional meetings ats?such other tame or times and places as may be determined by the ,: Commission; at all meetings a rlia~ority of the Commmission shah' ,,. constitute the necessary quorum for the transaction of any bu~Iiness. The Secretary shall keep minutes and records of the Commissio~i meetings and final actions, and preserve same for examinationj~y the Town Council. (4) POWERS AND DIITI~: The Commission shall be cti~.rged ~. with the duties and responsibilities of formulating, providin~~ directing, conducting, supervising and coordinating a full ~` recreational program for the Town, -and in so doing, may use s~~.d TownTs playgrounds, play fields, any and all-industrial recreation and other recreational areas and vicinities, either ~ablic or prieate; the use of all facilities other than those of the !'down shall be with the consent of their owners. (5) PERSONNEL: A Director of Recreation shall be appointed by the Town Council to serve at its pleasure. (6) REPORTS: The Commission shall make anal submit full and complete annual reports to the Council and the Town Manager, and such other reports from tims to time as may be necessary or required. (7) FINANCES: 1. Fiscal Year:- The fiscal years of the Commission shall conform to that of the Town of Pulaski. 2. Budget:- At least sixty (60) days before the end of each fiscal year, the Commission shall prep are and submit to the Town Manager, a proposed budget showing the needs and requests for the next fiscal year and shall furnish all other information which the Town Manager may require in preparing the budget for the Town for the next year. 3. ~`~.inds : - All funds of the Commission shall be disbursed in the same manner as other funds of the Town are regularly disbursed. Expenditures shall in no case exceed the appropriations therefor. • 4. All gate receipts and other money .given as revenue from recreational activities shall be turned over to the Treasurer of the Town of Pulaski for deposit in the General Fund, with record shown that same was a receipt from recreational activities. 5. The Commission shall keep or cause to be kept a separate record of all gifts of money or funds received from any and all sources other than by appropriations or from actual receipt Prom recreational activities, and shall turn said funds so received over to the Town Treasurer immediately upon receiving same. All disbursements from these funds shall be made by the Treasurer only upon a directive from the Commission, signed by its chairman and secretary, or in such manner as otherwise may be directed by the terms of the gift. (8) REVIEW" BY COIIIdCIL: All acts of the Commission shall be sub~eet to review by the Town Council. PIC© TERRACE Considerable discussion was given to the matter of Pic~b TRAFFIC Terrace traffic problem, which the Street Committee, Town Mana~jger and Mayor had discussed with the School Board and County Boar! of Supervisorst representatives, it being advised that the matte currently was to be studied at the next meeting of the County Board of Supervisors. Further consideration was deferred, piding advise from the Board of Supervisors regarding any decisions Rached at this meeting. On motion duly made by I.R.Carper, seconded by J.C.Cr-bley, Jr., it was unanimously PEAK CREEK RESOLVED, that the Town proceed to surface with aspha]y~ ALLEY the alley which runs parallel to Peak Creek south of 2nd Stree~t,N.W. and extends .from the rear of the Jewel Box to Number One Store f. following the correction of downspout conditions and the prov3 ion of proper drainage run-off under the alley, through the creek ~frall into the creek by property owners abutting the alley. { On motion duly made by W.F. 1~hite, seconded by Frank 1l~~ Marshall, it was unanimously TOWN ATTY RESOLVED, that Garnett S. Moore be allowed to attend the TO C ONVEId . National Institute of Law Officers convention in ~ashington,D.. which would begin on September 13th. On motion duly made by ~P. F.White, seconded by I.R.Car~er, it was unanimously DIR.REC. RESOLVED, that Ralph M.Studebaker, Recreation.Direct TO CONVEA]'. be allowed to attend the National Recreation Association ores in Philadelphia, Pennsylvania from September 28-October 2nd~18~3. The Coty.ncil, following much discussion, was of the opinion ti.~. ~~ Council Minutes Conttd. pulask i,Va.,Sept. 8, 1953 Touehdn that, although sympathetic toward the request by the Touchdown Club ' Req. Club for assistance in providing bleachers, it did not appear feasible to expend funds for same at the present time. Cn4RBAGE It was the consensus of Council that the Committee COLLECT'IETN FEE' composed of Councilmen Crowell, Martin and Carper, appointed C70M1Gi'ITTEE July 22, 1952 to study garbage collection fees be reactivated and that such recommendations as the Committee previously presented or might make in the matter be presented to Council. HOGAN DAII~ Briefly discussed was the possibility of extension EXTENSION of Hogants Dam and it was decided that this matter be investigated. ~ , TORN CODE The Town Manager advised he was in receipt of a letter from Mr. Kermit Rooks, Attorney-at-law, Richmond, Virginia, stating he was of the opinion that x'600.00, the balance of the contract price of 1,200.00, was due him for work done on recodification of ordinances, although misunderstanding had developed wherein the Council was of the opinion that the work done did not fulfill their expectations. Mr. Rooks, it was stated, advised that he had fulfilled his contract, and had further offered to continue such work as deemed necessary to make such satis- factory. On motion duly made by ~'. F.
