V. Jackson, presiding Councilmen: I.R.Carper, J.C.Crumbley,Jr.,J.L.K~eling, R'. A.Lars_on, J.R.Martin, i~.F.~hite. Absent: O.O.Crowell, F.R;.Marshall. Also present: Town Manager: Julian F. Hirst Clerk: Louise D. Logan Visitors: Sherill Hodge. - MINUTES The 1Vtinutes of the regular semi-monthly meeting ~~ield September 22, 1953 were read and approved. GE~~ AS A letter from Ge,rnett~ S. Moore, Town Attorney, enclosing a copy of a letter from E. Griffith Dodson, Clerk o~' the House of Delegates, was read, which called Councils attentio~l to N the new law requirement that any bill to amend the charter ofiany city or town, or the form of goverrnnent, should be introduced±ia the General Assembly by the 20th day of the regular session. ;!the ,_ letter was r®f erred to the Town Manager for disposition. The Mayor thereupon advised that, after receiving further legal advice. Mr. Hodge would be notified off{ any decision. Pulffiski, Va., Oetbb~~ 6, 1953 MATER The Council was in receipt of cost estimate PETIT IONS sheets and rough drawings of areas petitioning for water, several of whieah had been pending for some time, and it was decided to hold a special meeting for discussion and consideration of these petitions.- COST OPERATING The Town Manager distributed to Council R'A'RDEN SPRING. for general information data on operation costs of Darden Springs during the present dry season. RECREATION The Recreation Director, Ralph M. Studebaker, DIRECTOR ACCT. presented an interesting and detailed account of the CONVENT ION National Recreation Association Convention attended by him in Philadelphia, Pennsglvanig, Prom September 29th- October 2nd, and expressed his appreciation for being allowed to attend. On motion duly made by ~'. F. B. Hop/e, R®sident NO~~AERN APPROACH Engineer, L: E. Johnson, District Engineer, and another official of the Virginia Department of Highwags made a preliminary inspection of the approach at the NCL of the Town, and the Town presently was awaiting advise from Richmond as to availability of Fed®ral Urban Aid Fonda. On motion duly made by V~.F.~hite, seconded by ~If. A.Lars on, it was unanimously J.P.MTLLER RESOLVED, that the annual audit from AUDIT - A~CCEPTED J. P. Miller, Certified Public Accountant, for the gear ending June 30, 1953, be acknowledged and accepted. In response to advice of Councilman aNhite, the Town Manager advised he would instruct the Polies SPEEDING RAND.AVE. Department to strictly enforce traffic laws to redoes PARKING AT P.0. speeding on Randolph Avenue and overtime parking at the C©pncil Min. It was advised, also, that the ball club did not el they should be required to pay for a minimum of sixty games, inasmuch as there was a possibility that some of this number Mould be rained out. Mr. Billy B. Flint, who was present as a reporte for the "Southwest Times", local newspaper, requested Councils ~~ consideration of the fact that the payroll of approximately ~'; X30,000.00 for the players was chiefly spent within the Town ~t Pulaski, and that the publicity given the Town through a good! baseball team was invaluable. r D~FERR~ FOR This matter of fees for park usage to the Pulask~ CO IDPRAT ION ~' Phillies in 1954 season was deferred for further consideration.
