HomeMy WebLinkAbout02-01-55 Council Minutes Pulaski, Virginia, February 1, 1955 The regular meeting of the Town Council of the Town of Pulaski, Virginia met on Tuesday, February 1, 1955, at 4 p.m. at the ffiunicipal Building. There were present: Mayor C. V. Jackson, presiding Councilmen C. T. Brookman, M.E. Lester, W. M. Farmer, W. F. White, W. A. LaTSOn, J. R. Martin Absent: I. R. Carper and 0. 0. Crowell Also present: Town Manager: Julian F. Hirst Clerk: Audrey E. Kingrea Town Attorney: Garnett S. Moore Visitors: Rev. Charles G. Tusing Leonard Shavlan James P. Low James V. Calf ee The Reverend Charles G. Tysing, pastor of the Woman's Memorial Lutheran Church, opened the meeting with a prayer. The minutes of the Special Meeting of January 25 were read and approved. The Clerk read a letter received from Mrs. Constance Meredith wherein Mrs. Meredith stated she considered the garbage fee assessment on her apartment house to be excessive. James V. Calfee, representing the Third Ward, appeared before Council asking for consideration for several widows and other persons who were of poor means and unable to pay for garbage collection and disposal. Leonard Shavlan next appeared on behalf of the Town merchants and requested permission to bag the parking meters on the 2~+th, 25th and 26th days of February during the annual Dollar Day Sales event sponsered by the merchants. Mr. Shavlan was assured of consideration by the Council of his proposal. Mayor Jackson stated that because of the number of committees already established he felt the traffic situation could be handled by the Street Committee, rather than appoint a new committee. ~~ Council Minutes Cont'd Pulaski~Va.~ February 1, 1955 Mayor Jackson appointed the following Councilmen to the new Cemetery Committee: W. M. Farmer, Chairman W.F. White M. E. Lester J. R. Martin Upon motion duly made by Marvin E. Lester, seconded by W. F. White, it was unanimously • RESOLVED, that during Dollar Days Sales event the parkin g meters be bagged said event to take place on the~~4th, 25th and 26th day of February, 1955. Mr. W. A. Larson presented several proposed amendment9 to be made to the Garbage Collection and Disposal Fee Ord~hance, Upon motion duly made by W. A. Larson, seconded by J. . Martini it was unanimously RESOLVED, that Section 9 - 27 of the Garbage Collection l and Disposal Fee Ordinance be amended to read as follows: , "to cut off water service to any establishment under 5ched~~.e A or B wherein the said occupant refuses or fails to pay a and all charges assessed against him under this chapter". Upon motion made by W. A. Larson, seconded by W. F. W1~6.te, it was unanimously RESOLVED, that the following amendments be made to tNe Garbage Collection and Disposal Fee Ordinance: A. That where a church is located on the same lot orb property as the church parsonage, billing for both units sY}Iall be on the basis of the charge to the parsonage eI~y. B Where a church, not Located with the parsonage, dogs ~~ not have facilities for the servin g of meals, then there9~shall be no fee charge made. C. Churches not falling within A or B shall be charg~tl under Schedule B. Upon motion duly made by W. A. Larson, seconded by J. R. February 1, 1955 RESOLVED , that an amendment be made to the Garbage Collection and Disposal Fee Ordinance wherein the charge for dwellings of 8 or more rooms be reduced from $1.00 to $0.75 starting with next scheduled billing. Upon motion duly made by W. A. Larson, seconded by t1r. F. White, it was unanimously RESOLVED, that further amendments be made to the afore- said Ordinance with a recorded vote of 4 to 2 as follows: C. T. Brookman Aye M. E. Lester No W. F. White Aye W. M. Farmer No W. A. Larson Aye J. R. Martin Aye A. Unit charge per apartment be reduced from X0.75 to X0.50. B. Con~Cainers in excess of the grouping established by the total of the fees would be charged in accordance with the usual commercial rate. C. One room apartments withiM a building without cooking or kitchen facilities, may at the discretion of the Town Manager be combined under a single rate or with other apart~~-;:~ ments. On motion duly made by W. F. White, seconded by W. A. Larson, it was unanimously RESOLVED that in those cases or areas where service is not made available by the Town, then no charges shall be made until such tirr~e as service is made available to those persons. On motion duly made by W. A. Larson, seconded by W. F. White, it was unanimously RESOLVID, that the first sentence in Section 9 -23 of the Garbage Collection and Disposal Fee Ordinance be amended to read "for service rendered by the Town in providing for their making municipal collection and disposal of garbage and refuse". The Town Manager recommended that D. G. Rap be appointed Chief of the Fire Department with a salary of X285.00 per 9 3~~ Council Minutes Cont~d ~ pulaski~ Va. February 1~ 1955 month. Upon motion of W. F. White,seconded by W. A. Larson; it was unanimously RESOLVED that D: G. Ray be appointed Chief of the Fite Department with a salary of X285.00 per month. The Town Manager asked that an appropriation be made for the installation of a drain under Commerce Street and ~. the Norfolk & Western Railway tracks from Lake Street to facilitate drainage of that area. Upon motion made by W. A. Larson seconded by W. F. Whitey it was unanimously RESOLVED that an appropriation of ~~+~400 be made from Sanitary Sewer Extension fund for the installation of a drain under Commerce Street and the Norfolk & Western' Railway tracks from Lake Street. ' After a general discussion by the Council of the fees to 13ne charged for the use of Calfee Park during the year 1955, it was decided by a vote of 5 to 1 to use the same fees as were charged in 195~-~ $25.00 for day games; and t $15.00 for night games plus $15.00 for lights. Councilman W. M. Farmer made a motion that the Town offer the park and facilities to the ball club providing they accept all responsibility for expenditures which the Town has assumed. For lack of a second the motion died. a There was some discussion by the Council of the new municipal building and Mr. Hirst presented a map showing the amount of space available for use. Councilman Brookman advised of a parking situation at Aust's Wood hard on Dora Highway and Councilman W. F.
