This matter was discussed a ~~~~ Council Minutes Contt d. length, and action was deferred, JULY 4TH IJR.CH.COMMERCE PROPOSED with regard CELEBRATION Pulaski,Va., June 19, 1951 Mr. L. D. Shavlan appeared before the Council to a proposed celebration to be sponsored by the BALL PARK Junior Chamber of Cormnerce, in connection with the baseball game the 4th of July. This concerned the matter of parking the cars in the vicinity of the park and charging the oars GEO.BUNN WALLACE 15 MIN. PARKING 3RD.ST. ORDINANCE TRAILER CAMPS entering the vicinity: This was discussed, and no action taken. There appeared Geor ge Bunn, II, and d. C. Wallace, requesting that the Council take action to regulate parking on the north side of Third Street, iYmnediately west of 1~ashington Avenue, ad~aeent to their properties. It was requested that a fifteen minute parking restriction be adopted. On motion duly made by J. R. Martin, second®d by G. R. Steger, and carried by a unanimous vote, the following ordinance was adopted: ORDINANCE DEFINING AND REG[TLATT1dG CARS, AND AUTOMOBILE TRAILER CAMPS, AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF - BE IT QRDAINED BY THE COUNCIL OF THE TOV~N OF PULASKI, VIRGINIA, THAT : Tt shall be unlawful for any person to operate or maintain a trailer camp, or park trailer ears, etc., other than as hereinafter specified: S'ection~l. Definitions - For the purpose of interpreting this ordinance, the following words and phrases shall be construed to have the following meaning, respectively: ~ ` (a) Trailer cars - Any structure used for human habitationconstructed upon wheels and capable of being moved from place to place either by its own power or power supplied by some vehicle to be attached th®reto. (b) Automobile Trailer Camas. - Any lot, parcel of land, or pace where accomodations are provided with cs without che.rge for one or more trailer cars. (c) Persons - Every natural person, firm, co-partnership,assoea ion, group, corporation, or any other organization. S'ection' 2. Parking Restrictions (a) It shall be unlawful for any person to park any trailer car on any street, alley, or other public plades in the Town of Ptz].aaki~ or to park any tailor ear when not used for human habitation on the streets of the Town for a longer period of time than ten (l4) days, without the consent of the Town Manager. (b) It shall be unlawful for any person to place, keep, or maintain for more than thre® (3) consecutive days any trailer ear while used for human habitation upon any lot or parcel of land within the Town except in an automobile trailer camp, unless the lot upon 1 1 J ~~~ Council Minutes Contd. ~ Pulaski, Va., June 19~j 1951 ~~ €. 1 which the trailer-car is located has been previously approve by the Town Council or its duly authorized agent, and said keep ng complies with all restrictions and regulations herein set ou . Section 3. Rules and Re~u].ations for the Establi shing 0 utomobile Trailer CamUS (a) Any person wishing to establish, keep, main ain, or operate an automobile trailer camp within the Town must f rst secure a permit therefor from the Town Manager, and must pay to the Town such license taxes, which are required by said Town (b) Application for said permit shall be made i~- writing to the Manager of the Town of Pulaski, Virginia, stating said applicantts name and address, location ~ proposed camp proposed method of obtaining water and making sewage and gar age disposal, and such other information as the Town Manager may deem necessary and from time to time direct and require. ; (c) Upon receiving application for permit from y person, the Town Manager shall cause to be made an investiga ion by the Health Officer of the Town, or such other persons as e may from time to time designate, of the premises whereupon s id automobile camp shall be located, and if the same is found t comply with the provisions of this-ordinance, zoning ordinan e, and any other ordinances, general laws of the Town, County, fate, and particularly the rules and regulations of the State Boar of Health, in relation to~sueh, and up®n a certificate stating hat all conditions have been met has been delivered to him by th persons so making said investigation, then said Town Manager ~ upon said investigation, shall grant or refuse said permit. Howe er, final approval or refusal shall be in the discretion of th® Council, and any applicant who has been refused a permit mays ; - appeal the decision to the Council for the Town of Pulaski. Section 4. ~I''ater and Sewer Connections Any person establishing an automobile trailer cap shall be required to provide for each trailer a separate ;.~ connection with the Town Water Supply and the Town Sanitary Sewer, and to further see that each trailer is equipped with adequate water and toilet facilities. However, in the event] that Town water and Town sanitary sewer are not available, t en the trailer camp shall be provided with an approved supply o water, with method of sewer disposal that conforms to the ~' requirement of the State Board of Health. 1 Tn any event, it shall be an adequate supply of pure water for drinking and domestic purposes, said water t be obtained from water faucets only, located conveniently o; said premises; no dipping vessels shall be permitted. In t' event that sanitary sewerage-facilities are not available, persons so operating said trailer camps shall provide for e camp, conveniently located on the premises, separate water outdoor toilet closets for each se-x. Said water closet shall bs distinctly marked, "For M and "For W.omen"', respectively. No waste water from sinks, or other plumbing fixtures in trailer shall be deposited on surface of the ground, and all fixtures when in use must be connected with the sewer system or the drainage .therefrom m be disposed of in a manner satisfactory to the Manager of t' Town. Section 5. All garbage collection and disposal ordi- nances of the Town of Pulaski shall be complied with. _ Every automobile trailer camp shall be located on a well-drained area and the premises shall be graded in such a manner as to prevent accumulation of storm or casual waters. Said camp shall be laid off with available space of not less than one thousand (1000) square feet for each trailer car, which cars shall be arranged in rows abutt- ing or facing on a driveway or unoccupied space of not less than twenty-five (25j feet in width; said driveway or space shall have unobstructed access to a public street or lane, _ Section '7 . Removal of Whe~ Any action toward the removal of wheels or similar transporting devices from any trailer car except for temporary purposes or repair, or toward otherwise permanently attached said trailer car to the ground, shall not in any wise remove said trailer car fr+~m this operation of this ordinance and shall in addition thereto meet all requirements necessary to conform with the ordinances of the Town of Pulaski relating to the buildings and structures. Any permit granted hereunder may be trans- ferred from one person to another upon written application of the holder thereof made to the Town Manager and after his consent has been given, be so endorsed upon said permit. Any permit granted hereunder may be revoked by the Manager of the Town of Pulaski at any tine for failure to comply with the provisions of this ordinance or any other ordinance, law, or regulation of the State Board_of Health, County of Pulaski, or State of Virginia, applicable to acid automobile trailer camps, or for any good cause shown. Violation of this ordinance shall b® deemed a misdemeanor and punishable 3n like manner as other misdemeanors are punish®d under the statute of the State of Virginia. 1 1 Section 11. Macgill, Jr., it was unanimously RESOLVED, the request of George Bunn, II, and J. C. Wallace for fifteen minute parking restriction on Third Street, west of 9Vashington Avenue, be denied. ~I I~ The matter of complaint from certain of th® SERVICE REPAIR ETC .
