Run3on ~ MINUTES BUIID ING PERMITS -Cox W~indle Y -Vanhoy JOHNSON RUDE REFUND OF TAXES A.F.WALLS -Opening Alley off Upland Drive The minutes of the regular meeting held on June 7 and of the special meeting held June 1?, 1949 were read and approved. On motion duly made by 0. 0. Crowell, seconded by L. C. Lemons, it was unanimously RESOLVED, that the following building permit applications be granted: To J. W~ Cox for two-stork' grocery store with apartment on second floor, cinder block, south side of Plant .S'treet, to cost approximately 2500.00; To Edwin C. Windle for one-story concrete block work shop, 28x161, east side of Hickory Avenue, between Peppers Ferry Road and Sixth Street, estimated 400.00; And to Oscar Vanhoy for one-story dwelling, cinder block stuccoed white, north side of Pulaski Street, estimated X3,000.00. It was reported that refund of taxes to. Johnson Rupe, authorised by action taken at the previous meeting of the Council,. had not been accepted by Mr. Rupe in that he desired to make payment for the taxes which he owed. It was reported for the Street Committee that the opening of the alley off of Upland Drive to the house of A. F. Walls was not considered justified, in that it would require considerable work. It was recommended that a culvert be placed at the entrance to the alley, and that this be the extents of the improvement at the present time . t-Add. land In connection with the above, it was f re. same reported that John Owen and G. The Council was advised that the League of Vir Municipalities would hold a regional meeting in Pulaski Town a 28th, and it was urged that Council attend as the Town wad; serving as host for this meeting. It was suggested that he Town should take care of any necessary arrangements and eense ~f for locally invited guests. ~, On motion duly made by H. R. Imboden. seconded l~r T. F. License Ordinance Council Minutes Conttd. ~ Pulaski, Va., June 21, 1949 There was considerable discussion concerning physical improvements needed, including sewer extensions, proposed f3ommeree Street bridge, Randolph Avenue widening project, development of a new shop and garage area, and other projects, and it was considered that a general long-range improvement program should be developed. On motion duly made by T. F. Wirt, seconded by H. R'. Imboden and unanimously, the following ordinance was adopted: - AN ORDINANCE TO AMEND AND RE-ENACT SECTION 23 OF AN ORDINANCE APPROVED BY THE COUNCIL OF THE TOWN OF PULASKI ON APRIL 26, 1949, IMPOSING CERTAIN LICENSE TAXES`.. BE IT ORDAINID by the Council of the Town of Pulaski, Virginia, that Section 23 of an ordinance approved April 26, 1949 be amended and re-enacted so as to read as follows:., 23. CONTRACTQ3. There shall be a license tax on every contractor within the meaning of the terms herein- after defined of X15.00 for the first X5,000.00 gross receipts from contracts during the license year. A contractor shall mean any person accepting or offering to accept orders or contracts for doing any work on or in any building or structure requiring the use of paint, stone, brick, cement, mortar, wood, wall paper, structural iron or steel, sheet iron, galvanized iron, metallic piping, tin, lead or other metal, or any other building material - or any electrical work on or in any structure; any paving or curbing on sidewalks or streets, public or private property, requring the use of asphalt, brick, stone, cement, wood, or any composition; excavation or earth, rock or materials for f oundations or any other purpose; constructing any sewer of stone, brick, concrete, terra cotta, or other material; building, remodeling, repairing, wrecking, demolishing; boring or digging a well; maintenance or repair of neon signs or air conditioning apparatus or equipment; fumigating or dis- infecting air eradications, or the extermination of rats and mice, termites, vermen or insects or bugs of any kind; whether any such work is done or offered to be done by general contract or sub contract. • Any person employed directly on a salary or wage basis to do any work hereinbefore mentioned.and who does not in addition furnish the materials and supplies therefor shall not be required to obtain a contractorts license as otherwise required under the terms of this section. 1 1 The term "Builder" or "Developer" shall be termed to be any person engaged in any of the activities • heretofore enumerated by force account .on land or property '~ , owned, leased or otherwise controlled by said peroos for purpose of eventual sale. The license tax on such person shall be15.00 for the first X5,000.00, or portion thereof total expenditures on such roperty or properties, plus an additional one-fourth of l~of total expenditures above ~'S, 000.00. . Pulaski, Va., June 1 DISPOSITION OLD WHITEWAY STANDARDS Where an examination of qualification and regi is required by the State Code or by local ordinance, for purpose of determining the elegibility of the contractor, or developer to undertake any trade, work or service, the went of a business license shall not in itself permit the engaging in such trade, work or service. ~s~9 1949 tion ay- Any contactor, builder or developer who shall ntinu® ', to engage in any trade, work or service after failure to operl~l qualify by examination or registration for such trade, wo ar service shall have given just grounds for revocation of business license, in which event such person shall be in e same position as if the license had never been granted. The disposing of the old whiteway standards wash discussed. Councilman M. D. Aust offered the use of his lit on First Street without rental charge as a location for storage of these fixtures. It was considered that at the present these fixtures could be stored until such time as an attractive price in junk value might be realized, and that, in the me~ntime~) they could be sold for individual use as left to the discretion of the Town Manager. AIRPORT It was reported that Mr. E. P.Whitman and Mr. J 1lf. LAND Lowey were ready to close the sale of certain lands for tt~ ,,: airport which the Town had optioned to purchase, continge upon the County paying fifty percent. The cost of the la to ,be acquired totaled X12,012.90, and the orginal amount appo- priated by Council was X5,000.00. RANDOLPH An ordinanc® as requested by the Virginia D~ep~ent AVENUE WIDENING of Highways was presented, covering the Towns agreeing to~E PROJECT obtain right-of-way for Randolph Avenue widening project. G A letter from the Highway Department concernijthe type of base to be used in Randolph Avenue was read. It s considered that more definite information regarding the necessary Right-of-way for this project should be obtains before proceeding further. LIFE SAVING + A request that the Town provide a donation to CREUIT Life Saving Crew was presented. GRADING A. request that the Town grade the sidewalk spa on S.WASHINGTON b.l & 2 S`ts. South Washington 'venue between First and Second Streets the east sides was presented. I On motion duly made by T. F. Wirt, seconded by ~.R.
