Pulaski, Va., Aug. 25, 1949 each and every year thereafter, beginning with September 1st of each year, and ending with August 31st following, until otherwise changed. CHAPTER 3 LICENSE MOTOR VEHICLE RATES 1. The license tax to be paid by the owner of motor vehicles hereinafter mentioned shall be as follows: (a) PASSENGER AUTOMOBILES. On every passenger automobile, station wagon, hearse, and ambulance not used for hire, a license tax of 20~ per hundred pounds of weight or fraction thereof, as determined by the manufacturers shipping weight, and a minimum fee of 5.00 per vehicle. On every such vehicle described above and used for hire, there shall be a tax of 50¢ per hundred pounds of weight or fraction thereof, as determined by the manufacturerts shipping weight. Such tax shall pct be in lieu of any other license acquired under provisions of Chapter 1 of License Tax Ordinance. (b) MOTORCYCLES, MOTORBIKES & MOTORSCOOTERS. On every motorcycle, motorbike and motorscooter, the tax shall be 2.00, with 1.00 additional for each side car or delivery box. (c) BTJSSES & JITNEYS. On every motor vehicle oper- ated as a bus for the transportation of passengers for hire, or otherwise, the license tax shall be 40~ per one hundred pounds ' of weight or fraction thereof, as determined by marntfaeturerts shipping weight, and such tax shall not b® in lieu of any other license acquired under provisions of Chapter 1 of the License Tax Ordinance. (d) TRUCKS & TRACTORS. On every truck or tractor not used for hire, the license tax based on the gross weight when loaded to capacity shall be assessed according to the following schedule: 10,000 lbs. or less - a minimum of X9.00, and for each one hundred pounds additional above 10,001 to 30,000 lbs., there shall be a tax of 12~L per one hundred pounds of gross weight: and for each one hundred pounds additional above 30,001 lbs., there shall be a tax of 16¢ per one hundred pounds of gross weight. (e) TRUCKS & TRACTORS USED FOR HIRE. On every truck or tractor used for hire, the license tax based on the gross weight when loaded to rapacity shall be assessed according to the following schedule: 10,000 lbs. or less - a minimum of X15.00; and for each one hundred pounds additional above 10,001 to 30,000 lbs., there shall be a tax of 18~ per one hundred pounds of gross weight: and for each one hundred pounds additional above 30,001 lbs., there shall be a tax of 24~ per one hundred pounds of gross weight. (f) TRAILERS & SEMI-TRAILERS. Ox~ every trailer or semi-trailer not used for hire, the license tax shall be one-half (2) of the license tax provided in Sub-section (d) for trucks of like capacity, and on every trailer or semi- trailer used for hire, excepting those operating as common carriers under certificate issued by the State Corporation Commission, the license tax shall be one-half (~) of the license tax provided in Sub-section (e) for trucks of like capacity used for hire. Pula sk i , Va, Aug (g) TRACTOR TRUCK & TRAILER OR SEMI-TRAILER COMBINA the case of a combination of a tractor-truck and a trailer o semi-trailer,each vehicle constituting a part of such combnn shall be licensed as a separate vehicle, and separate licens shall be issued therefor, but, for the purpose of determinin gross weight group into which any such vehicle falls pursuan subsections (d) and (e), the combination of vehicles of whic vehicle constituting a part shall be considered a unit and t .aggregate gross weight of the entire combination shall deter such gross wei ht group, and the tax computed under schedule subsections ~(d~ or (e). The license tax for a tractor truck shall be 20.00 such vehicle not used for hire, and 30.00 for such vehicle for hire, and such tax shall be deducted from the gross weig for the combinat ion of the tractor-truck and trailer or semi and such difference shall constitute the license tax applica the trailer or semi-trailer. (h) TRAILERS & SEMI-TRAILEi~S - PRIVATE. On one or wheel trailers, with body length not more than six (6) feet, not exceeding the width of the cams maximum capacity, not t exceed 1,000 pounds, to be attached to applicantts own autom or tractor, and not to be used for carrying produce, freight property for other than the awner, the license tax shall be On every trailer or semi-trailer designed and used transportation of passengers, or equipped for living quarter not used for hire, the license tax shall be X5.00. 2. WHEN TAXES DUE AND PAYABLE. PRORATION OF LICENSES. Whenever an owner is not able with a license tax on any vehicle until on or after Mar any year, then_he shall pay one-half (z) of the tax required this chapter; whenever such an owner is not assessable until June 15th in any year, then he shall pay one-third (1/,3) of required by this chapter. 4. OBTAINING AND ISSUANCE OF LICENSE. Pulaski, Va., Aug. 25, 1949 all times, and maintained in such condition that the numbers thereon shall be at all times clearly l~:gible. 5. APF~ICATION OF SECTION. Nothing herein stated shall be construed to ch arge any license fees or taxes upon . any motor vehicle used by a dealer or manufacturer for sale purposes; nor upon any motor vehicle on which similar taxes or fees have been paid to any other incorporated city or town of which the owner Uf such vehicle was a resident, until such time as the license shall expire; nor upon any motor vehicle belonging to or registered in the name of any person not a resident of Pulaski, when such vehicle is used ' exclusively for pleasure or personal transportation (other than transportation for hire), or when used both for such pleasure or personal transportation, and for transporting into and within said Town for sale in person or by his employees of wood, meats, poultry, fruits, flowers, vege- tables, milk, butter, cream, and eggs, produced or grown by him, and not purchased by him for sale; provided, how- ever, that any such vehicle is not used in said Town in the conduct of any business or occupation herein set out. 6. PENALTIES FOR VIOLATION. Every person, firm or corporation convicted of a violation of a1y of the provisions of this ordinance shall, for a first conviction thereof, be punished by a fine of not less than Five 05.00) Dollars n~ more than One Hundred (~1©0.00) Dollars, or by imprison- ment in fail for not less than ore nor more than ten days, or by both such fine and imprisonment; and for a second or any subsequent such conviction within one year by a fine of not less than Ten 010.00) Dolly rs nor more than ~Two~ Hundred (200.00) Dollars or by imprisonment in Sail for not less than one nor more than twenty days, or by both such fine and impri- sonment. DRAINAGE The drainage problem affecting the property of D -H.B.Luttrell Luttrell, corner of Sixth Street & Jefferson Avenue, and alley back of his house was discussed. The Town Manager reported that Dr. Luttrell had requested the Town to take action to correct this condition, and a report of possible measures was presented. It was decided that it should be determined whether Dr. Luttrell was agreeable to offering financial assistance in necessary work. On motion duly made by 0. 0. Crowell, seconded by W. D. Minutes Conttd. Pulaski, Va., A'ug. 25, 1949 propePtg. The matter was deferred, pending investigation as to whether the Town had any easement rights for this water line. The matter of certain properties around the boundaries of the Town, which have been ~rithin the corporate limits, but not previously assessed for taxes, was discussed, and it was considered that in future years, these properties- should-be on the tax rolls and those parties now being furnished Town services should be assessed correctly. There was a discussion as to the possibilities of need for changing present corporate limits, and the Town Manager suggested that, if the Town expected to annex any territory within the next few years, it should give consider- ati on to this matter at the present time, and ~ieterm3ne ghat problems existed, and take action without further delay. On motion duly made by H. R. Imboden, seconded by T. F. Wirt, it •was unanimously -Committee RESOLVED, that the Mayor appoint a committee to on Annexation study the feasibility of annexation of additional territory and other changes in the corporate limit lines, and report to the Council recommendations at an early date. ATE AUDITOR A letter from the State A'uditor's Office, with COMMENDATIONS ~. ACCTING. regard to certain recommendations to be made in accounting system of the Town was read. It was reported that the recom- mendation on change of fiscal period should be approved at the preset time, and that the other recommendations be adopted later. White, it was unanimously RES OLVID, that the recommendation . of the State Auditor that the fiscal year be changed to end June 30, instead of August 31 as at present, be approved. The request that some temporary walk or path be provided on Twelfth Street from Prospect Avenue to the bottom of the hill for school patrons was presented, and it was determined that the Town Manager should take appropriate action.
