BE IT FURTHER ORDAINED. ths.t every person, firm or corporation shall obtain a permither~oveeset outadeviaes~for the town of Pulaski, for ~Y adtivities, used or participated in, and the town manager shall give such permits or permission, wh®n, and only when, the applicant complies with the said restrictions, regulations, .etc., hereinafter provided. gowever~ said permit may be revoked at any time by the town manager for any vi©lation of the restrictions, or any failure to comply with any part of this ordinance. The restr~:eti©ns, uses, specifications, time limi- tations, and regulations, appliable hereto and by which the town,manager is to be guided in the issuance of permits and the enforcement of this ordinance are, namely: 1. Loud, continuous, and the unnecessary blowing, of any horn or whistle and all the uses o~• any and all of the within named devices or instruments when used or operated so as to emit loud and raucous noises or sounds, are abso- lutelg prohibited. 2. T3evices used v~ithin buildings shall be used ins such a manner as not to reasonably annoy persons in ad3oining premises or on the streets and shall not be used between _ tie hours of 9 p.m. and 8 a.m., if any of the sound there- from extends in any tone outside of the confines of the immediate premise's . 3. Bevices used for purely commercial purposes and as a part of a business, whether on the inside of the premises or out, and whether used regularly or occasionally, shall not b® used in a manner as td allow the sounds coming therefrom to extend beyond the said users premises so as to disturb and be offensive to the senses, or break the peace, quiet, and tranquillity of the neighborhood and residents therein. 4. Sound devices, musical instruments, etc., may be used in connection with public meetings and gatherings so long as the meetings and gatherings are held in reasonable please and at reasonable times and are such as is calculated to give pleasure and entertainment,to the public, or with the general consent of the public. Reasonable place and time shall be de®med to be such places and times where persons sleeping at night at a reasonable time shall not be disturbed or have their property, th®ir rights, their peace and quiet invaded. 5. .Sound trucks and similar devices moving along the street shall b® allowed to operate only during such hours of the day as will be less likely to disturb persons rest- ing and sleeping at places of abode, and shall not be used upon such street where is known to live large numbers of persona who must, due to their work, sleep in the daytime; and further such devices shall not be allowed at any time when operated so as to snit loud, harsh, and raucous sounds, or at such times when their operation shall impede traff~.c, or create traffic hazards, such as at mid-day, or during quiting hours of~the pleats, or at 0tk~ea+ •ttm®s when traffic is heavy, etc. BE IT FURTHER O'RDAINED that any person, firm car corporation violating the provisions of this ordinance shall. be • deemed gailty of a misdemeanor, and shall be "punished by •a fine of"not less than One nor more than Twenty Dollars per deg, for sash and every day during the continuance of the maintenance and operation of such radio device, me~aaical musical instrument, or other such devices as hereia~bfore set forth. 1 i! 1 G~ouncil Ddinutes Contd. 1 FILING DELIN~tUENT TAXES DEL.TAX LISTS 1 ti ~"~~ 'Pulaski, Va., Oct. 18~ 19~~ ~' BE IT FURTHER O1~DAINID that each day of the conteiad maintenance and operation of any of the above referred to de~lLces, shall constitute a separate and distinct offence, and shall lils punishable as aforesaid by a fine of not less than One nor m0~e than T~renty Dollars for each and every day of its operation.; ` BE IT FURTHER ORDAINED that say ordinances or pats of ordinances in conflict with this ordinance shall be, • and the ~sama are hereby repealed. ;} BE IT FtTRTHER O1~AINED that this ordinance sha114be in effect Prom its passage. • Tie Town Attorney reported with regard to the prcedure ~ to be followed in the handling of delinquent tax lists, and have a legal opinion as to the dates the various steps should be ac~lom- plished.
