F. Wirts presiding Councilmen; I. R. Carper, 0. 0. Crowell, H. R. Imboden, G. R. Steger, ~". F. White Absent: O~Neal Amos, W, D.-Rust. Manual MINUTES The minutes of the regular semi-monthly meeting held February 21, 1950 were read and approved. APPLICATIONS On motion duly made by 0. 0. Crowell, seconded by BUILDING g. R~ Imboden, it was unanimously PERMITS RESOLVED, that the following applications for -Oliver building permits be granted: To Thomas J. Oliver for addition of two rooms to dwelling, brick siding and frame, north side of Pulaski Street, west end, estimated 2,000.00; To William -Cook C. Cook for concrete block na~ivate garage on south side of 6th Street, N. E., between Walnut and Franklin Avenues, esti- -Steger mated to cost 400.00; To H.Watts Steger for one and one-half story brick cased dwelling on the south side of 14th Street, between Randolph and Prospect Avenues, estimated X13,000.00. DUNLAP It was reported that a representative of the VENEER -Sparks State Fire Marshall~s Office had met with the Town Manager, Hazard Fire Chief, and the Council Fire Committee with regard to conditions in the vicinity of Dunlap Veneer Corporation, and the hazards resulting from sparks from Dunlap Veneer Corpor- ation. It was further reported that an order by the Fire Marshall to correct the conditions had been given to Mr. Dunlap, and it was advised that the recommendations in regard to the method of correction had been completed. It was stated that it probably would be impossible to completely eliminate the sparks , but that it would be necessary to see that they burned out before coming close to the ground, pre- ferably twenty feet above the ground. Mr. Dunlap stated that he had done everything that had been recommended to him to ~, „ 1 :y_~.~ ' , Council Minutes ~ Pulaski, Va., March 7, ]s~50 correct the condition, and he felt that it did not constitute±~. hazard at the present time. He also stated that he had placed screens with smaller openings thaw were required, in order to; provide better protection. Mr. Manual stated that, as a resident in the area, he djbn- sidered that there still e xisted a hazard, even since the new .screens had been installed, as there were still a large volume of apa~~s coming out of the smokestack, although they were not as large .as in the past. It was considered that this matter would be left for tle further inspection of the State Fire Marshall. N.O, A letter from Mr. N. 0. Jackson, with regard to the ad~~u.st- JACK50N ment allowed by the Council for a water bill, requested due t~! a leak, was read but no action was taken. W'ORK.COM. A letter was read from the Liberty Mutual Insurance Co~lpany, INSURANCE stating they were not in a position to write Workman~s Compes~Ia.tion Insurance on municipalities, On motion duly made by H. R. Imboden, seconded by G. Rai Steger, it was unanimously 5Eq'JER RESOLVED, that a sewer extension to serve the residences on EXT . PINE Pine Street, between lst Street and Martin Avenue be construcised, ST . contingent upon receiving a connection charge of Twenty Five(~25.00) AUTH. Dollars in advance frorrr at least twelve of the properties to $-e served, and further, that an appropriation not to exceed Two Thousand Two-Hundred And Seventy (~2,27~0.00)~+~ollars be~ made ~rom the General Fund for this project. CALFEE There was considerable discussion concerning the repaii± of PARK REPAIRS the north bleachers at Calfee Fark. It was considered that to Town Manager should present an estimated as to possible plan ~In replacing sections of the bleachers with something permanent. It was reported that the installation of water drinking facilities mater at the dugouts would cost approximately X20.00 each. This in~ftall- to Dugoutsation was not recommended in that there would be created a ba~ drainage condition. No action was taken in the matter. ', TOVYN The TDwn Manager reported than an inspection of the dup waa DUMP made with Mr. King, the Fire Warden, and that some improvement had been attempted toward cleaning the brush and leaves wi thin 10~ feet ~~ of the open fire. It was stated that this still did not meet~4the ~~~~ Council Minutes Cont+d. Pulaski, V~,.~ March 7, 1950 requirements, and it would be necessary that either a guard be placed at the dump twenty-four hours, or that an area of three-hundred feet be cleared. It was considered that, at the present time, the dump was in as good a condtion as practi- cable, and the Fire Warden had not made any further complaints since the cleanup following the recent inspection. COMMERCE ST. Bids received for the sale of the houses on Commerce HOUSES Street were reported to the Council as ranginging from X112.00 to ~2 50.00. On motion duly made by W. F. White, seconded by I. R. Carper, it was unanimously RESOLVED, that the Town Manager be azthorized to dispose of the houses at a cost of not less than Three Hundred (300.00) Dollars. The possibilities of moving one of the houses to the Calfee Park and one other to the dump was discussed - also, a proposal of Harry E. Aust to move the houses to lots in Kersey Bottom, and to be 3ointly owned by the Town and rented by the Town was also discussed. STATE WATER The Town Mar_ager reported on the recent hearing CONTROL ACT before the General La~avs Committee of the Legislature concern- -Other legis. ing proposed admendments to the Water Control Board Act, and matters also, on other legislative matters. RANDOLPH The Town Manager reported th at he had discussed with AVENUE ~PIDENING Mr. LaPrade and Mr. Stephens of the Virginia Department of PROJECT Highways as to the status of the Randolph Avenue Widening Pro~eet, and it was reported that there w~.s every indication that this would be undertaken in the current year, althougri. unforeseen difficulties could arise. It was further stated that the construction of additional water line was being undertaken. The Town Attorney was further ins tna eted to proceed with completing necessary easement agreements with the property owners. ADDITIONAL The matter of additional police for patrol chtts-' POLICE & FIREMEN on the southside business section was discussed, as well as the need for additional fireman.
