M., November 6, 1947. ~? There were present: Mayor A. T. Eskridge, presic~~.n~; s Verna L. Dalton, Clerk; A. W. Gatewood, Director of Public orks;! L. S. Boothe, Chief of Police; Mrs. Lottie R. Runion, Trea~lirer; ~' Roby K. Sutherland, Attorney, and Councilmen: C. V. Jacksc, Howard R. Imboden, F. A. Seagle, I. R. Carper, W. D. Aust, G. C. Hall and W. F. White. Absent: T. F. Wirt. The minutes of the regular semi-monthly meeting lld on October 21, 1947 were read and approved. A delegation composed of Frank J. Critter, 0. P. ~ordan~ and R. G. Fizer appeared before the Council stating that a ew school house was to be built in North Pulaski which would quir® sewage and water service and urging the Council to take ac on to put in sewage in said locality, .whereupon the Mayor inform the group that the matter would be considered. ~ H. C. Jackson appeared before the Council, ur immediate action to place order for needed pipe line mater3~l+~, .;,, to serve the proposed school in North Pulaski due to the 1 of time needed to receive material. On motion of ~ioward R. Imo-- . boden, seconded by C, V. Jackson and unanimously passed, t "~' matter was referred to the Water Committee to vuo rk with Mr. Getsa~! wood and Mr. Jackson v~.th power to act. BLDG. The following building permits, coming within the PERMITS requirements of the Ordinance, were granted: To Roby Grave y for -Gravely one story dwelling with basement, cinder block, on east sid of -Novell Short Street, N. E., about six hundred feet off of Newbern oad, -Novell to cost X1500; To William F. Novell for one and one-half st ry dwelling, frame, on west side.of Draper Avenue, S..E., betty en Fourth and Fifth Streets, S.. E., to cost X3500; Also to Wiliam F.) Pulask i, Va., November 6, 1947. On motion duly made, seconded and unanimously passed, the Council authorized the payment of the regular bill's and payrolls for the month of Qctober, 1947. Said bills are given at the conclusion of these minutes. The report for the month of October of the Pulaski Health.Department covering inspections of estab- lishments where food.is served was presented to the Council by the Mayor who informed same that reports were not always submitted. It was noted that.no establishment received the grading of "C". Said report was filed in the town files. Councilman Jackson informed the Council that the American Legion wished to donate the old cannon in the park to the Town as a relic, same needing a good foundation. Howard C. Jackson, who was present, advised that the Water Department would mount the cannon, whereupon on motion of Howard R. Imboden, seconded by W. D. Aust and unanimously passed,. the cannon was accepted as a gift to the Town by the American Legion. Roby K. Sutherland reported that the people at the Episcopal Church requested that something be done about the garbage in front of the Parish House, the same matter having come before the Council previously. A. W. Gatewood advised that the garbage cans were in a public alley and according ,to the Town Ordinance, people had a right to put their garbage in the alley. No action was taken on the matter. Mr. Sutherland further called the attention of the Councilmen to the State Milk Gomrr~ission Hearing to be held in Richmond on November 10, stating that it would probably be in order to have. some representation at same. On motion of Howard R. Imbod~en,. duly seconded and unanimously passed, the Mayor was authorized to appoint a committee to attend the hearing on behalf of the consumers of Pulaski, where- upon the Mayor appointed Councilmen Hall and Jackson. Pulaski, Virginia, Novembe 6,194Y ,; H following Ordinance: `' ' AN ORDINANCE TO REGtTLATE THE KEEPING QF HOGS WITCN THE CORPORATE LIMITS OF THE TOWN OF PULASKI, VIR GINIA, AND~RO- VIDING PENALTIES FOR THE VIOLATION THEREOF: BE IT ORDAINED by the Council of the Town of Pul~ski, Virginia, that it shall be unlawful for any person, firm o+ corporation to keep live hogs or pigs within the corporate limits of the Town of Pulaski (except for immediate shipme t or slaughter) in any area generally serviced by a sanitary se 'e r, In those areas not generally serviced by sanitary sewers a d in which hogs are permitted to be kept the pen or lot in w hi h said hogs are kept must be maintained in a sanitary condition, f :ee from offensive odors and so as not to be ob3ectionable. ` Any person found guilty of a violation of this 0 dinand shall be unished b a fine of not less than Five 05.00) P y Dollars nor more than Fifty (~`~50.00) Dollars, and each day~i said violation shall constitute a separate offense. ~~ • All ordinances in conflict with the provisions o this',' Ordinance are hereby repealed. ~! Mrs. Lottie R. Runion advised that T. F. Wirt, man of the Finance Committee, had turned over to her Unit Savings Bonds, Series G. in the amount of X7500.00 ta~the of the Street Bond Sinking Fund Account. The Mayor informed the Council that a Cemetery Committee had been appointed June 8, 1944 but t1~.attwo members of the Committee no longer served on same, whereupon on motion of W. F. White, duly seconded and unanimously passed, author- izing the Mayor to appoint two covncilmen,.to serve on said Committee to work vai th the Oakwood Cemetery Association, G. C. Hall and F. A. Seagle were appointed. On motion of H. R. Imboden, seconded by W. Any person, firm or corporation violating this Ordinance shall be guilty of a misdemeanor and shall be punished as follows: For the first offense, not less than X2.50 nor more than 5.OO~for the second and all succeeding offenses not less than 2.50 nor more than 10.00 and each parking of such vehicle when in violation of this Ordinance shall constitute a separate and distinct offense and be punished accordingly. This ordinance shall be in force from the 6 day of November , 1947.
