M., January S, 1948. PRESENT There were present: F. A. Seagle, Acting Mayor;; Verna L. Dalton, Clerk; A. ti1(. Gatewood, Director of Publid~ Works; L. S. Boothe, Chief of Policd; Mrs. Lottie R. Runiort'i, Treasurer; Roby K. Sutherland, Attorney, and Councilmen: ~. F. Wirt, C. V. Jackson, Hoy~ard R. Imboden, I. R. Carper, W. D.~ Aust, G. C. Hall and W. F. White. Absent: Mayor A. T. Eskridge.f ~} MINUTES The minutes of the regular semi-monthly meeting Y#~ld 31 CORRECTED °' P. 1212 on December 16, 1947 were read and approved subject to the„~ ~~ following correction to the minutes p. 1212 - the correctio~h changing the street name from Watson to Peirce Avenue - "Orf motion of T. F. Wirt, duly seconded and unanimously passed, the reco~nendation of the Light Committee to install lights at ~as- 1 APP.CERT. PTJB. CO11. -Wm.Marvin Wolfe BILLS & PAYROLLS GEORGE EIDSON COM. Ref. to St. Com. kerville and Fifth Streets and corner of Peirce Avenue and ~'iffii Street was approved". An application for certificate of public convenielhce and necessity was granted to William Marvin Wolfe T/A Royts;Cabs for two additional vehicles on motion of T. F. Wirt, duly sconde~ ~; ~ and unanimously passed. On motion of Howard R. Imboden, duly seconded ands unanimously passed, the Council authorized the payment of t~.e ~; regular bills and payrolls for the month of December, 1947.x` Saidr r; ~; bills are given at the conclusion of these minutes. ~~ On motion of I. R. Carper, seconded by Howard R. mbo- den and unanimously passed, the complaint of George Eidson,?who appeared before the Council, regarding the bad street condition ~~ in front of the Eidson Cafe was referred to the Street Comm~ttee with power to act. BLAIR RE. Mr. Douglas T. Blair requested the Council to seta LOVING FLD. Airport date for the Airport Committee to meet trrith him in regard t Com. meet. maintenance of Loving Field by the Town as first brought before tYie Council on April 22, 1947. The Committee agreed to mee' with Mr. Blair on Friday, January 9, at 3:30 P. M. ~~ R.R.ELKINS On motion of T. F. Wirt, seconded by I. R. Carper and APP.POLICE PATROLMAN unanimously passed, Ralph Rudolph Elkins, as requested by t e ~~~._°~ Council Minutes Contd. Pulaski, Va., January 6, 1948 Chief of Police, was named to fill the vacancy created by the resignation of Thomas F. Gibbs, patrolman - salary to be fixed at 80.00 per month, the above named being employed under the program of job training for veterans. DIt`~. PUBLIC The Director of Public Works reported to the b'UKS. REPORTS Council as follows: -Shufflebarger agrees 1 - R. M. Shufflebarger agreed to accepting the Town-s proposition tQ purchase the small strip of land located on his proper- ty on South Washington Avenue with provis- ion that the Town move the hedge concerned, build a retaining wall to support his yard, build the sidewalk and remit him fifty dollars in cash for the land. -Bill Hall request 2 - Mr. Bill Hall of Lake Street requested that parking on Lake Street between First and Second Streets be restricted to one side of the street only, preferably the East side due. to the number of houses, etc. -Parking on Lake Street On motion of H. R. Imboden, seconded pro. on one side (west) by W. F. White and unanimously passed, Council authorized that pa rking on Lake Street between First and Second Streets be restricted to the East side of the street. -Stop sign Crest Line Dr.3 - The stop sign authorized to be placed on Crest Line-Drive at South Washington Avenue had bean erected. -Alley Block 32 complete d4 _ Concreting of the alley in Block 32 at the rear of Harrison & Hancock Hardware Company had been completed. N^RTHSIDE RESIDENTS Councilman Imboden brought to the attention of WATER COPJI. the Council complaints of certain Norths~de residents rela- tive to the use of hard limestone water for their section of the Town while other sections of the Town were being served with soft water - it being their opinion that this was not fair and further, they refused to pay the increase in water rates while this situation continued. After considerable discussion no action was taken by the Council. CHARTER The Council studed and discussed the proposed new STUDY town charter at some length.
