M., February 5, 1948. PRESENT There were present: F. A. Seagle, Acting Mayor; Verna L. Dalton, Glerk; A. W. Gatewood, Director of Public PJorks; L. S. Boothe, Chief of Police; Mrs. Lottie R. Runion, Treasurer; Roby K. Sutherland, Attorney, and Councilmen; C. V~ Jackson, Howard R. Imboden, I. R. Carper, W. D.Aust, G. C. Hall. Absent: Mayor A. T. Eskridge, T. F. Wirt and W. F. White. MINUTES The minutes of the regular semi-monthly meeting held on January 22, 1948 were read and approved. APP. ELEC. D. P. Minichan and J. P. Gills appeared PO'~ER CO. -l~tinichan before the Couneil in the interest of the Appalachian -Gills Electric Power Company+s proposal regarding the "Whiteway System" of the Town, stating that the present lighting contract with the Town would be in effect for three years and that the A. E~ p~ Company was prepared to make a pro- position to the Town which would render better lighting with an increase of approximately only four percent in the monthly light bill. Literature, setting forth com- parisons of billings, etc., was distributed among the Council, whereupon the Acting Mayor advised the delegation that the Council would study the literature distributed and would advise them of any decision they might make in regard to the matter. BLDG. PERMIT The following building permit coming within ..J.C.Wallace,Jr the requirements of the Ordinance was granted; To J. C. Wallace, Jr. for three story alteration and remodeling to building formerly known as Hall Apartments, on North side of Third Street, between Washington and Jefferson Avenues, to cost X5,000.00 SILLS & On motion duly made, seconded and unani- PAYROLLS mously passed, the bills and payrolls for the month oP January were approved and ordered paid. Runion, Treasurer, reported~;to SPECIAL WATER the Council that she had paid from the General Water Accc~{tznt CAPITAL ACCOUNT to the Special Water Capital Account the sum of Ten Thou~iand Dollars 010,000.00), the first payment to be made on the 100,000.00 borrowed from the Special Water Capital Account, which action was authorized by the Council at its regular meeting held on September 5, 1947. She further inquired" whether the Council wished same to be reinvested, whereupon on motion of Howard R. Imboden, seconded Reinvestment in bonds unanimously approved, Council authorized 010,000.00) be invested in United State. yielding one and one-half percent (lz~), as the 400,000.00 which was invested in by C. V. Jacksori~.and a; that the above amount 3 Government Bond, in the same Serifs ;; December, 1946,, , maturing December 15, 1950. Finance C. The Acting Mayor advised that the Finance C~a~nitt~ -no report ee was unable to report on the proposed budget as directel~ by Council at its last meeting due to absence of two memberspof ~; w' the Committee. ,, SPECIAL The Council agreed to meeting in special session MEETING ~~' CALLED February 9 at 7 o?clock, P. M. in order to take action onlthe proposed budget and other business coming before the Coun~il. DIR. PUB. The Director of Public Works reported to WKS. REP. Council as follows: Letter same warning of pollution -Po~ier grader arr . A letter from the State Water Control Board was read to the Council advising t' if the discharge of sewage authorized by Certificate caused pollution of the.rece waters, the Town was expected to make ap priate plans. for its abatement without unnecessary delay. 2- Mr. Gatewood advised that the power grad purchase of which was recently authorize had arrived. Howard C. Jackson, Superintendent of the Wa Department, appeared before the Council and reported that dam would benefit to some extent from the recent snow, bu order to know the exact amount of water used from the dam 1~~~i Council Minutes Cont~d, Pulaski, Va., February 5, 1948 REQUESTS FLOW was imperative that the department have two flow meters METERS installed, the budget having made provision for same. He urged the Council to provide same for the department. The Chief of Police requested the Council to gr~ t him permission to place order for uniforms for the department. The Acting Mayor advised him that the budget covered this item and that same would be author- ized upon approval of the budget February 9, LETTER FROM A letter from the Virginia Leab;ue of Munici- VA.L. MUN. -meeting of palities was read to the Council stating in effect that a House Com. public hearing was to be held by the House Committee on Counties, Cities and Towns, February I0, I948, at which time the Committee would consider certain bills. Roby K. Sutherland advised that same was merely a Pbrm letter and that it was not vital that the Town have representation at same. EMPLOYMENT On motion of Howard R, Imboden, seconded S.W.CECIL by I. R, Carper and duly passed, Council authorized the employment of S. W. Gecil, County Commissioner of Revenue, to make up the town tax assessments for 1948 at a cost of 385.00. CERT.PUBLIC CON. The following certificates of public con- -Chrisley -McMillan venience and necessity were granted, following recomrnen- dation by the Chief of Police; William Clarence Chrisley, T/A Star Cabs for one vehicle; James Ramsey McMillan T/A Jerry~s Cab for one vehicle. JOHN J. HARTE CO. A letter from the John J. Harte Company, LETTER Consulting Engineers, Atlanta, Georgia was read, the letter advising that their services to the Town was attainable immediately in respect to waterworks, etc. No action was taken by the Council. Said letter is filed in the Town file. ICE CONDITION Councilman Hall advised that a resident of FIFTH ST, the Fifth Street S. W. area had requested him to ask the Council if the Town could correct the hazardous ice condi- tion at said location. The Acting Mayor advised that the property owners of Fifth Street were responsible, since Council Minutes Contd. PILING ICE & 5NOW IN ST. stations could be prevented from piling ice and snow in the .streets for the Town to dispose of, whereupon the Chief ~If Police advised that he had requested the stations to cea~Ve this practice. REPAIRING The matter of repairing Fifth Street, S. E.~jwas FIFTH ST.SE DIS. discussed and it was the consensus of opinion that same should be given c onsideration, along with other streets, i n due dime. AVIATION COMM. The Aviation Committee agreed to meet immec~ ately TO MEET -after the special meeting of Council February 9 to consic~r and arrive at some decision regardinp_; the maintenance o f Lovi~tg Field, the matter having been before the Couneil fo r some time.
