R The minutes of the regular monthly meeting h~(ld on April 8, 1948 were read and the following correction wasw~ made: Charles E. Bowles, Jr. appeared with the delegation ~,n re~;ard to smoke abatement and did not represent them as recgmded in the Minutes, Page 1253. The minutes were then approved.` Regarding the hazard created by sparks and erl~bers emitting from the stack at the Dunlap Veneer Corporation plat, as brought before the Council previously, a delegation consisting of George ti'V. Conner, K. S. Manuel and Carl W. Haney, Manage! of S"outhwestern Virginia Gas Company, appeared and presented a- petition signed by several residents in the locality of said plant requesting that something bye done to eliminate the hazard. The delegation was informed of action taken by the Council ~Itzd the Fire Committee as recorded in the Minutes, Pages 1241, 2250 and 1258, whereupon A. H. Wygal, Fire Chief, who was presen , advised that an inspection of the condition had been made b~ J. B. McCarty, Deputy State Fire Marshall, and himself, and~hat a letter had been forwarded to Mr. L. A. Dunlap from Mr. Met arty, whereupon copy of the letter was read, same recommending th~jt the hazard be corrected as soon as possible. A. H. Wygal furthAir advised that the hazard had been eliminated about sixty perchlent by installation of a damper, and that installation of an arrester and new screen would eliminate the hazard, although, he advijed, ,~ the sparks would never be entirely eliminated. The building permit application of (Rev.} Thomas G. Howard, Colored, for two story concrete-block dwelling house on the West side of Peirce Avenue, between Third and Fourth Streets, to cost X5,000.00 was referred to the Councilmen of the Third Ward, viz. G. G. Hall and W. D. Aust, for investigation to report back to the Council. On motion of Howard R. Imboden, duly seconded and unanimously approved, the matter of a chicken house on the corner of Twelfth Street and Randolph Avenue, built by Mrs. J•. B. Moore and stated to the Council by Marvin G. Graham, Attorney, to be offensive to residents in that locality, was referred to Councilmen of the First Ward for investigation to report back to the Council, viz. T. F. Wirt and C. V. Jackson. The Mayor stated that, due to absence at certain times of Mrs. Elizabeth Caves and also due to the fact that C. G. Blankenship worked only at night, it was necessary that an additional issuing justice be appointed, whereupon on motion of W.F. White, seconded by T. F. Wirt and unanimously approved, Frederick M. Ryan, Police Patrolman, was appointed as Issuing Justice. On motion of Howard R. Imboden, duly seconded and unanimously passed, the Council granted the Chief of Police authority to purchase and install seat covers, estimated to cost approximately Sixty Five Dollars, in the two police cars. , Ordinances to the Council which he stated the Chief of Police Councilman Imboden read a brief list of '19 ~!tir~~Y~ Council Minutes Contd. Jackson, Superintendent of the Wat+r FILL. STA.& GARAGES Department, stated that several filling stations in the Tows were AUTHORIZED „~ r abusing the use of water and requested the Council to authorize the installation of meters in all filling stations and garages, particularly those who were abusing the use of water, wherepon on motion of G. C. Ha11, seconded by T. F. Wirt and duly pa~lsed, the Council authorized the installation of water meters in dill Filling stations and garages in the Town of Pulaski. M. SIDEWALK Councilman T. F. Wirt inquired whether PEIRCE AVE. there had been any development. on the sidewalk on Peirce Avenue, as brought before the Council in the Fall of 1947. A.•~'. Gatewood advised that E. H. Millirons, Sur- veyor, had established the line and that work would soon begin on the sidewalk, extending from Dora Highway to Fifth Street on said Avenue.. TRAFFIC L GT. Mr. Wirt also brought to the attention of 3rd & Jeff. the Council the need of a traffic light at the corner of Third Street and Jefferson Avenue, whereupon the matter was discussed, A. bY. Gatewood advising the cost of a traffic light to be approximately seven hundred dollars, and same was continued for further study. COLLECTION Councilman Wirt inquired as to how satis- T3EI, . WATER & TAXES factorily the collection of delinquent water accounts and taxes was proceeding, whereupon the Mayor suggested that he look into the matter and report back to the Council. FIRST STREET On motion of W. D. Aust, seconded by C. V. TO BE OPENED Jackson and unanimously approved, the Council authorized A. W. Gatewood to open First Street, N. E. between Wash- ington Avenue and 2nd Street, N. E. es soon as possible. W.F.WHITE LOT On motion of Howard R. Imboden, duly PURCHASE AUTH. (NEAR CALFEE seconded and unanimously approved, the Council authorized PARK ) the purchase of a lot near Calfee Park, fronting on Peirce and Watson Avenues, owned by W. F. White at the price paid by Mr,~ White to J. Frank Wysor originally, the price esti- mated to be approximately 250.00.
