HomeMy WebLinkAbout06-22-48S Council Minutes Pulaski, Virginia, June 22, 1948 The .Council of the Town of Pulaski, Virginia met in regular semi-monthly session in the Council Chamber of the Municipal Building at 7:30 P. M., June 22, 1948. PRESENT There were present: Mayor A. T. Eskridge, presid- ing; Verna L. Dalton, Clerk; A. W. Gatewood, Director of Public Works; Mrs. Lottie R. Runion, Treasurer; L. S. Boothe, Chief of Police; Roby K. Sutherland, Attorney, and Councilmen: T. F~ Wirt, C . V. Jackson, Howard R. Imboden, W. D. Aus t, G. C . Hall and W. F. White. Absent: F. A. Seagle and I. R. Carper. MINUTES The minutes of the regular monthly meeting held on June 10, 1948 were read and approved. CORRECTION The following correction was made to the minutes of the special meeting held June 11, 1948 - whereupon same were approved: Parking would be restricted in designated areas to all persons except residents on the West side of Floyd Avenue. BUILDING The following building applications, coming within PERMITS the requirements of the Ordinanc e, were granted: To E. V. Davis for two story cinder block addition (garage and apartment) to building previously authorized on the West side of Washington Avenue, South, between 3rd and 4th Streets, S. W „ to cost . 3,000.00; To L. S. Winesett, for one story brick dwelling, with private entrance from First Street, S. W, on the North side of First St., S. W., between Washington and Jefferson Avenues, to cost X12,000 to 15,000.00 - this permit amending the one granted at the meeting held June 10, 1948; To Ray Wingo for addition of frame bathroom to residence at 812 5th Street, N. E. to cost X200.00; And to James G. Webster for one story cinder block sales or store room on the South side of Dora Highway, to be third building East of the Virginia Oak Flooring Plant, to cost 700.00. COMMISSIONERS On motion of C. V. Jackson, seconded by W. F. TO THE P.''_AYOR AND COTJNCIL OF THE TOWN OF PULi~SKI, VIRGINIA: Your commissioners and viewers, the undersigned, who by order entered by the Council of the Town of Fulaski, Virg- inia, at its meeting held on the /o day of ~ ~ 1948., were appointed to view a certain unimproved alley in Block No. 2, as shown on the Official I~~~ap of the Town of Pulaski, Virginia, which said unimproved alley runs in an easterly direction from Randolph kvenue to a certain 20 foot alley running in a southerly direction from Third Street, North, to Second Street, North, and report to your honorable body in writing whether in our opinion any, and if any, ghat, inconven- ience and damage would result from disconti.~uing of said alley as above set out: Beg leave to report that pursuant to the order of our appointmer_t we went upon said premises on the ~ day of ~til-`.-~-- , 1848, after being first duly sworn according to law, to view said premises as set out above and all the surroundings and relations of said alley with other streets and alleys and with other properties that might be affected; we find that said alley is unimproved and lies wholly within Block No. 2, as shown on the Official map of the Town of Pulaski, Virginia: that said alley has never been improved and has never been used as a public thoroughfare in the Town of Fulaski, Virginia, and that it is now being used only by the abutting property owner, and in our opinion it will never be required to be used as the , same is convenient and useable only for the benefit of the owner of the abutting property. Harmon, Jr., Attorney, appeared in behalf of Gilbert Quesenberry, who was present, advising that the action ~f the Council taken on May 18, 1948 to revoke the driver's license of {{' i said party for a period of twelve months was not in conformity ith j established procedure for such cases, and due notice having bee received June 7, 1948 of the Chief of Polices intention to req~.est the Council to revoke said license at the present session, he s a present to plead the case for Gilbert Vl. Ruesenberry, whereupor~lhe proceeded to cite the situation end those facts pertinent to th~ caset In executive session, the matter was duly considered,j~and ~E upon recommendation of the Chief of Police, on motion of Howard~R. Imboden, seconded by V~'. F. White and unanimously approved, the Council authorized that the drivers license of Gilbert Quesenb~rry ' be suspended for a period of ninety days - retroactive to May 1 , 1948, and further, that the previous action of the Council on M y 18, 1948 be revoked due to failure to give the required ten day notice to the sub3ect in question. ~~ 11 ~~_~_~ Council Minutes Contd. Pulaski, Virginia, June 22, 1948 DR. J. E. GREEK THOMAS D. HARRELI; Dr. J. E. Greer requested that the Council delegate authority to the Water and Sewer Committee to work out an agreement with him in regard to his previous request at the June 10 meeting. The Mayor informed him that the said committee would probably have such authority. A letter was read from Thomas D. Harrell, who was present, asking that the Council include in the petition brought before the Council on June 10, 1948, extension of the pavement of Madison Avenue beyond 6th Street, to the end of the avenue, whereupon the Mayor informed him that the Street Corarnittee would consider his request along with said petition, Said letter is filed in the Town files. POLICE SCHOOL The expense accounts of the Chief of Police and EXPENSE ACCTS Police Officer C. G. Blankerhip, amounting to 45.13 each, and incurred while attending the recent school in Richmond, were presented and approved for payment on motion of W. F. White, seconded by T. F. Vdirt and unanimously approved. M.A.STEVENSON• A letter from M. A. Stevension, Pastor of the First PARKING REQ. Methodist Church, was read, requesting a parking space in front RAINBOW CABS> ~. DR.J.E.GREER SEWER of said church, and it was agreed that a letter should be written to said party, advising him that the request could not be granted, but that he could park in the alley immediately in the rear of said church, providing he so desired and parking did not interfere. with traffic moving through the alley. Councilman C. V. Jackson advised that the Rainbow Cabs did not use their parking lot for the ptitrpose intended, and that cabs parked on Washington Avenue and other streets in that vicinity still created a problem to traffic, whereupon it was brought out that Elbert E. Kinser had failed to conclude the matter by sending a letter to the Council, sent to him by the Director of Public Works, and setting forth certain respon- sibilities he would assume in connection with the matter. The' matter was continued with the Director of Public ViForks. In the matter of the request of D r. J. E. Greer for a sewer line to his proposed hospital South of Calfee Park, brought before the Council On June 10, 1948, Councilman W. F. F: Wirt, duly seconded a~.d unanimously approvec~~ the report was referred to the Water & Sewer Committee for consideration. i ADD. WATER On motion of W. F. White, seconded by H. R. Imboden, .nd WEST OF '~ FLOWER unanimously approved, the matter of additional water service fa;~ the HOUSE HARRY HIGHT 1 section West of the Pulaski Flower Shop was referred to the Water Committee - the action being taken in consideration of the complaints :~ of the residents of said locality, as brought to the attention#bf the Council by T. F. Wirt. The matter of a leaking six inch, cast iron pipe, ruxf~ing through the basement of Harry Hight, a resident of the area West :~ of Pulaski Flower Shop, the pipe belonging to the Town, and as~l advised by W. D. Aust, was also referred to the Water Committee;for investigation. USE OF It was the consensus o#' Council that an editorial in the WATER local newspaper and also a notice from H. C. Jackson in regard~o the use of water should be published in the near future. °4 i HALL Upon recommendation of the Public Property Committee,lon LOT _ °' PURCHASEmotion of W. F. White, seconded by H. R. Imboden and unanimous? passed, the Council authorized that the Town purchase for the price of Four Hundred Dollars (400.00) the lot owned by G. C. Pulaski, Virginia, June 22, 1948 HEDGE REMOVAL The matter of removal of the hedge at Calfee Park, DRESSING ROOM -Calfee Park as requested by Howard R. Imboden, and also the matter of providing a dressing room for umpires at Calfee Park, also requested by Mr. Imboden, were referred to the Public Property Committee with power to act on motion of T. F. Wirt, seconded by W. D. Aust and unanimously approved. Public Property The Public Property Committee agreed to meet June Committee 24 at 10:00 A.M. to consider the above matters.
