MINUTES The minutes of the regular semi-monthly meeting he~d on June 22, 1948 were read and approved. Building at 7:00 P. M., July 6, 1948. PRESENT There were present.: Mayor A. T. The following building applications, coming within ,the Council Minutes Pulaski, Virginia, July 6,x'1948 The Council of the Town of Pulaski, Virginia met i~h. regular monthly session in the Council Chamber of the Municipal requirements of the Ordinance, were granted: To D. Obel Rat~lliffe for one story frame dwelling on the West side of Maple Stree~, S.W~ between First and Second Streets, S. W., to cost ~5,000.00;`To Frank Redd for one story six by eight feet addition to preset cab stand on West side of Randolph Avenue, to cost 70.00; And tai Marvin Jennings for one story frame dwelling on South si de o1' Pico Terrace Road, to cost 6,500.00. Munsey On motion of Howard R. Imboden, duly seconded and ~inani- Jackson mously passed, the building application of Munsey Jackson, fc~hr addition of eleven by sixty inches on rear of building and t~je raising from one and one-half stories to two stories to buil~ing between Second and Third Streets, N. W. & Henry Avenues, td?cost 6,000.00 to X7,000.00 was referred to the Councilmen of the'~'irst U~ard for investigation on motion duly made, seconded and una~I,mous- ly passed. A petition for obtaining a bridge on the North sidd~of i Big Railroad and West of Fayette Street, signed by eleven re~~.dents of the area, was read and on motion of Howard R. Council Minutes Conttd. .Pulaski, Va., July 6, 1948 GENERAL OUTDOOR On motion of W. F. White, duly seconded and A~VERTSING CO. unanimously approved, a letter from the General Outdoor BILLS & PAYROLLS 'DUST CALFEE PARK AREA CARLOAD OIL BILL FARMER TOWN MANAGER CHARTER COPIES J.K.HARRISON Advertising Company was approved upon the reading thereof, wherein said company agreed to continue paying the Town the sum of X50.00 per year for five years for the total of six 25-foot panels on Town property, the Town to possess the right to cancel the agreement within the five year period of the agreement at any time on thirty days notice and pro rata refund of any rent paid in advance. The regular bills and payrolls for the month of June were read, approved and ordered paid on motion duly made, seconded and unanimously approved. Councilman Imboden advised the Council that the area between Fourth and Fifth Streets at Calfee Park had much dust due to traffic from ball games. On motion of F. A. Seagle, seconded by W.D. Aust, and unanimously approved, the Council authorized the pur- chase of a carload of oil for dust control. Councilman Imboden advised that Bill Farmer requested permission to continue to dump grass from his lawn onto a fill in front of his property. A. W. Gatewood advised that the street had never been dedicated to public use, therefore no action was taken on the matter. Mr; Imboden called the Councilts attention to th® proximity of September 1st, stating that steps should b® taken soon to secure a person to fill the position of Taw n Manager. it was the sense of the Council that copies of the new Town Charter should be made for distribution to new Council members, applicants for the position of Town Manager, etc. T. F. Wirt advised that J. K. Harrison had stated he would give the Town a large tree which needed removal in his front yard, whereupon A. W. Gatewood advised same was too large for handling without special equipment. No action was taken on the matter. DUELSN..ROAD. WATER LINE Councilman W. F. Pulaski, Virginia, July 6, 1948°~ Sewer Committee, advised that an estimate of 2,081.76, coveting e largement of water line area West of Pulaski Flower-Sh©p,as bought I before the Council previously, had been made to him by H.C. ~fiackso~ No action was taken in regard to the matter. - ~'f In the matter of a leading pipe in the basement of` Harry Hight, as brought before the Council previously, it wad brought out that upon investigation, same was found not to e~kist. METERS Upon rec_uest of W. F. White, on motion of T. F. Wi#t, WATER ' seconded by F. A. Seagle, and unanimously approved, the Couni}il authorized the purchase of eighteen meters for water. PAINTING- On motion of F. A. Seagle, seconded by T. F. Wirt i~nd POLICE req. unanimously approved, the request of the Chief of Police for;per- mission to have inside of the Police Court Room and the offi#~e painted was granted. FIRE HOUSE On motion of T. F. Wirt, seconded by I. R, Carper ~tnd REPAIRS AUTH • unanimously approved, the Council authorized that, as advise by A. H. VJyga1, who was present, repairs be made to the Fire Hot}s® and the Old Power House building, estimated to cost ~500.00..~: OAKWOOD Chief of Police L. S. Boothe reported to the Councl the CEMETERY bad condition of the driveways in Oakwood Cemetery, whereupon, on motion of T, F. Wirt, seconded by G. C. Hall and unanimously;!, approved, the Council referred the matter of improvement of dak- 4 wood Cemetery to the Public Property Committee for investigation and recommendations as to improvement. DR.J.E.GREER Dr. J. E. Greer appeared and inquired as to action taken SEWER LINE • in regard to the request for a sewer line to his property South of Calfee Park, advising the Council that, in the event that noiagree.~ ment could be worked out, he would be willing to sell the property to the Town - said property originally belonging to the Tovm~ at a price of approximately 850.00, including court costs, surveys, etc. PROPOSAL In executive session, the matter of a sewer line td the Greer property South of Calfee Park was discussed at length,iand on motion of C. V. Jackson, seconded by Vl. F. White and unan~mous- ly approved, the Council made the proposal that Dr. J. E. Grer pay for the construction of a sewer line from the present s line at the North section of the Calfee Ball Park to the Gr ..~. ~~ . WATER EXTENSION Estimated to cost ~4,?10.90, as advised by W. F. 4th St. S. E. to Crest Line White,~the extension of a water line from Fourth Street, Drive Authorized S. E. up Watson Avenue to Bunts Street, then West across Lee Highway and back to Crest Line Drive was approved on ' ~ motion of F. A. Seagle, seconded by C. V. Jackson and unan- imously approved. Mr. White advised that the pipe order had been placed and could be cancelled. REPORTS DIR. The Director of Public Works reported to the PUBLIC WKS. Council as follows: -Pipe Brook Ave. 1- Cast iron pipe for the Brook Avenue Sewer Sewer line was ready to be obtained by the Town. -1st St. Ext. 2- ?^3ork on First Street Extension was progressing. -Trojan Powder Co. 3- The Trojan Powder Company had agreed to to the shooting necessary to remove Pulaski Iron Company undergrade on First Street Extension,. without cost, provided the Town would follow suggestions by them, sign a release to release them for any damage that might occur in the shooting, and purchase necessary explosives frt~ m the Company. -Release to be signed On motion of C. V. Jackson, seconded and unanimously approved, the Council authorized A. 1'V. Gatewood sign the release with the Trojan Powder Company for any damage incurred in the shooting of the undergrade as set forth above. -A.B. Scott req. 4- He advised that Mr. A. B. Scott of Belleview Avenue requested that the street be straightened adjacent to his property and the adjoining property owner on the North and connecting with Belleview Avenue and Upland Drive. On motion of T.'"F. Wirt, seconded by F.A. Seagle and unanimously approved, the matter was referred to A. W Gatewood for investiga- tion. -Street resur. 4th 5- He stated that street resurfacing was needed N. to railroad on from Fourth Street North to the railroad Washington Avenue on ~~ashington Avenue, and requested that the Street Committee be appointed to look over the situation, and they they be given authority to authorize him to have the resurface work done in the presentyear, if possible. On motion of T. F. V4'irt, seconded by ti'V. F. White and unanimously approved, the Council directed the Street Committee to secure estimates on the approximate cost of same - to report back to the Council at the next meeting. Pulaski, Virginia, July 6, 1 GRADING the Council authorized that the improvements on the corner off' DRESSING ROOM- Floyd Avenue and Washington Avenue (grading) be borne by the HEDGE Town - the Pulaski Counts, Inc. to pay Seventy Five Dollars :bn -Calfee Park the cost of a dressing room at Calfee Park, and if desired, Ito trim the hedge in the park at its own expense. RAINBOW CABS It was brought out that, in the matter of the Rainbow . cabs causing a traffic hazard by parking on Washington Avenue, South,-and other streets nearby, as brought before the Counc~l previously, much improvement had been noted in this respect.m ADJOURNMENT • There being no further business to act upon, the Council ad3ourned at 9:12 P. White and DORA HI GAWAY unanimously approved, the Council authorized that no parking be allowed on either side of Dora Highway between Lee Highway and Lexington Avenue except to property owners, etc. MADISON AVE. As recommended by the Street Committee, on motion RESURFACE FR. 5th to of G. C. Hall, seconded by T. F. V~'irt and unanimously approved, Washington the Council authorized that Madison Avenue be hardsurfaced from Fifth Street, South to a point near Washington Avenue.
