P.g., l~ugust 4, 1948, said meeting having been postphoned from August 3rd due to election having been held on said date. PRESENT There were present: Mayor A. T.Eskridge, presiding; `derna L. Dalton, Clerk; A. W. Gatewood, Director of Public Works; L. S. Boothe, Chief of Police; I~'Irs. Lottie R. Runion, Treasurer, and Councilmen: T. F. 'JVirt, C. V. Jackson, Howard R. Imboden, I. R. Carper, ti"1. D. Aust, G. C. Hall and V'1. F. White. Absent: F. A. Seagle. MINUTES The minutes of the re~zlar semi-monthly meeting held on July 20, 1948 were read and approved. JOE L. HARRIS Joe L. Harris, owner of the Harris Motor Company, REQUEST requested that the opening of the Kroger Alley between 3rd and 4th Streets, N. E., as authorized in the fall of 1947 but de- ferred upon request of the property ovrners, be made a one-way alley going North, due to the fact that a signal light located on Third Street, N. E, caused traffic to move Northward to Fourth Street for a "U" Turn, and to afford him access to his garage. WM. VIER On motion of tiV. F. White, seconded by G. C. Hall and SIDEWALK REQ. APPROVED uanimously approved, the request of Z"Tilliam Vier, whn was pre- sent, for steps and sidewalk leading off of First Street, S. E. to his property on Lexington Avenue was app roved on the usual basis of fifty percent of the cost being borne by the ToUm and fifty percent of the cost being; borne by the abutting property ovmer. CREST LINE David Duncan of Crest Line Drive appeared and sub- DRIVE IMP. muted a petition signed by twenty-five residents in the local- ity, requesting improvers nts of the road from the main Crest Line Drive westward to accomodate residents in that vicinity, whereupon on motion of Howard R. Imboden, duly seconded and unanimously approved, the matter was referred to the Street Con~-mittee for investigation. FIRE DEPT. Imboden, duly seconded and unanimously approved, tie Council authorized the purchase by the Fire Department of a gasoline-driven portable Home-Cite Pump to cost approximatel~- X390.00. The regular bills and payrolls for the month'':'„of July were read, approved and ordered paid. Said bills are given at the conclusion of these minutes. HEALTH It was brought out that reports from the Heath DEPT. REPORTS Department covering inspections of eating establishments had'',not been received regularly, whereupon it was decided that the Health Department would be requested to submit these reports to the Council each month. PULASKI The Mayor read a letter from J. F. Vdysor, County COUNTY LIBRARY Treasurer, stating that the County Library Board had asked f~tr a - Granted add.amt. budget with an increase of y~1,800.00, and "300.00 having bee#i 4j secured from an outside source, the County had agreed to gra~it an additional _;1,000.00. Therefore, the Town was requested to autho- rize the additional X500.00 in its next budget - the contribution made by the Town not be be needed until the spring of 1949. On motion of ti"J. F. titi"hite, duly seconded and unani- mously approved, the Council authorized that an additional a~tount of 500.00 be allowed the Pulaski County free Library in the next budget of the Tovm of Pulaski for the fiscal year 1948-1949.;, I~EA.VA.P~4UN. The Mayor called the attention of the Council; to CONVENTION the annual convention of the League of Virginia P~Zunicipaliti~s to the held~on September 26, 27 & 28th at Old Point Comfort,''Va. BUILDING The following building; permits, coming within. the PERMITS -Lemons requirements of the Ordinance, were granted: To A. E. Lemons for two-story frame, covered with asbestos shingles, dwelling on 'the North side of 10th Street, N. ti"J., between Randolph and Jefferson -Rupe Avenues, to cost X9,000.00; To R. P,2, Rupe, for one-and-one-h~lf story frame dwelling on the East side of Pine Street, S. E. lpetween Jackson and Maple Avenues, S. E., to cost X4,000.00; To G. Imboden, duly seconded permit apptvd. as to spec. and unanimously passed, the building application of Fred A. Councilmen Imboden advised that residents WEST SIDE OF JEFFERSON can the West side of Jefferson Avenue, between Fifth Street and AVENUE ~ , Sixth Street, N. ti'V, had again requested that a sidewalk be built at said location, the matter having come before the Council previously on August 13, 1946, November 8, 1946, Janu- ary 21, 1947 and February 6, 1947, at which times one property owner, Mrs. Constance P~Zeredith, had expressed unwillingness to -Mrs. Meredi~hjoin with the other property owners in the request. It was to be contacted decided, upon discussion, that A. VJ. Gatewood should contact Mrs. Meredith to see if she tiaould be willing to join with the property owners at the present time. HOLES C~JATSON The matter of deep holes and general rough AVENUE condition of VJatson Avenue, as advised by Councilman Imboden, was referred to A. V'J~ Gatewood to have the holes filled and the street repaired as well as possible. MRS. CARRIE N1r. Imboden advised that Mrs. Carrie Powers POti"lER5 had requested that the Council reconsider the action taken to restrict parking on both sides of Dora Highway, as it decreased the business of the !'7ellt s Super 1'~Zarket, whereupon after con- -Parking siderable discussion, on motion of Howard R. Dora H. lifted seconded and unanimously approved, the Council authorized that restrictions on parking be taken off on the South side of Dora Highway extending eastward from a point twenty feet from the intersection of the curb lines on the East side of Wash- ington Avenue in front of the ?9e11~s Super Market to the West entrance of the ~ rking lot of said business. PARKING METERS 3rd STREET Councilman ~rT~ F. ~"'hite stated there had been considerable agitation for parking meters on the North side of Third Street, N. E., between '~'Vashington and Jefferson Avernaes, as property owners could seldom park for any purpose. On motion of T. P. JAMES HILL On recommendation of the Street Committee, o~'t (Maple St.) motion of G. C. Hall, seconded by IIovrard R. The rea~uest for a bridge in the Big Railroad Section was being handled with the Norfolk & ti"Jestern Railway Company. -Kroger Alley 5. He reported considerable agitation for opening the Kroger :alley between 3rd and 4th Streets, as set forth i_n the beginn- ing of these minutes, stating again the request of P,Zr. ~iarris to have the alley made one way ~oin~* rdorth. On motion of 1~"J. F. i.~Jhite, duly seconded and unanimously approved, th e whole matter was referred to the Street Committee and A. W. Gatewood for investi- gation and report. GRIFF BISHOP As recommended by the Chief of Police and INCREASE IN SALARY in accordance with provisions of the Veterans Trainee Pro- gram, on completion of the second six months service to the Town, and on motion duly made, seconded and unanimously approved, Griff Bishop was granted an increase of ten dollars in salary. tiRlATER DEPT. Councilman White submitted and read a REPORT-July report of the Water Department for the month of July. Same is filed in the Tovm Files. WATER PIPE It was advised that cast iron pipe, on RANDOLPH AVE. order for ti^rater extension on Randolph Avenue, 3,600 feet of which was ready for shipment in about tvao weeks, had increased " Purchase in price thirty cents per lineal foot, and that the order authorized should be cancelled or the pipe accepted at the end of the two weeks. Following considerable discussion, on motion of ti"J. F. W}~ite, seconded by C. V. Jackson and unanimously approved, the Council authorized the purchase of said pipe. VACATIONS On motion duly made, seconded and unani- -Dalton -Runion mously approved, the Council granted a weekts vacation to Verna I.,~ Dalton, Clerk and Mrs. Louie R. Runion, Treasurer. ROAD HEAD In the matter of assessing a road head tax TAX-WOMEN for women, as well as men, it was brought out that provision for same was made in the charter and should apply to the 1948 taxes.
