M., August 17, 1948. PRESENT There were present: Mayor A. T. Eskridge, p#±e- siding; Verna L. Dalton, Clerk; A. W. Gatewood, Director off' Public Works; L. S. Boothe, Chief of Police; Mrs. Lottie Rjt Bunion, Treasurer, and Councilmen: T. F.Wirt, C. V. Jackspai, Howard R. Imboden, I. R. Carper, W. D. Aust, G. C. Hall and; W. F. White. Absent: F. A. Seagle. MINUTES The minutes of the regular monthly meeting hdld on August 4, 1948 were read and approved. SIDEWALK Mrs. Constance Meredith appeared in regard to'the REQUEST WEST SIDE OF renewed requested for a sidewalk on the West side of Jeffeslson JEFF. AVE. . Avenue, between Fifth and Sixth Streets, N. 1N., which came before the Council on August 4, 1948, stating her willingness to ooope- -Mrs. C. rate with the Town, but owing to economical reasons, she eatild Meredith not enter into agreement for a sidewalk at the above location at the present time. She stated further that the street condition on Fifth Street in front oP her residence was in unsatisfactory condition and suggested that the Street Cor~unittee view the ~~itu- ation at some time in the immediate future. -Referred to In executive session, the Council expressed at Councilman Imboden sympathetic view toward the reasons presented by Mrs. Mered~.th, whereupon, Councilman Imboden advised he would contact one ~f the remaining two property owners, via. Fifth Street and Ward Lane for a street light in the area +bf 701-703 Newbern Road was referred to the Light Committee wifi~h authority to act on motion of H.R. Imboden, duly seconded aid unanimously approved. PETITION On motion of I. R. Carper, duly seconded and WATER & FIR E PROTECTION unanimously approved, the petition of fifteen Garner Avenue~r GARNER AVE. residents for water and fire protection was referred to the,lRater s Conunittee for investigation. ~, BUILDING PERMITS -Burchett -Tickle Council Minutes Contd. Pulaski, Va., Aug. 17, 1948 The following building permits, coming within the requirements of the Ordinance, were granted: To S. D. Burchett for one and one-half story brick-cased residence on the West side of Randolph Avenue, North, between 5th and 6th Streets, N. W., to cost X5,000.00; To Miller Tickle for addition of one extra room and porch, one story, frame, weatherboarded to residence at 323 South Jefferson Avenue, to cost~~1,100.00. STREET COM. A. 1l~. Gatewood submitted to the Council the RECOMMENDATIONS following recommendations of the Street Co~ranittee: -nth St. be opened 1. That Fourth Street be opened between Washington Avenue and the Coleman Furniture Plant for a width of 60 feet. -Gas Tank (Harris) In connection ~ th this reco~nen- dation, A. W. Gatewood advised that a large gas tank belonging to Joe L. Harris and located approximatel in the middle of the street (if opened should be removed. -Crest Line Drive 2. Regarding improvements to Crest Line Drive road, same should be located on the ground and marked before any improve- ments made. Following this, the Street Committee would make a Further report. -Parking meters 3rd St. 3. That no action be taken at the present time in regard to the request that park- ing meters be installed on the North ` side of Third Street between Washington and Jefferson Avenues. RECOMMENDATIONS On motion duly made, seconded and unanimously APPROVED passed, the recommendations of the 'Street Committee were approved. JOE L. HARRIS Regarding the opening of Fourth Street, TO BE CONTACTED A. W. Gatewood was instructed to contact Joe L. Harris and advise him as to .the action taken by the Council, and further, to cooperate with Mr. Harris in any way possible to reduce the hardship of the situation. 'DIRECTOR PUB. The Director of Public Works reported to WKS, REPORTS the Council as follows: -Wm. View sdwlk. 1. Sidewalk and steps on Lexington Avenue, requested by William Vier, had been completed with the exception of hand railing. 1l~atson Ave. repairs 2. Maple Street between Chestnut !].ley and Pulaski Street had been repaired and entrances td two homes in that locality provided. - J.G. Bosang trees 4. Trees requested to be removed by Mrs. J. G. Miss Gladese Whitaker had stated to him that ' she was not in a position to join with other property owners in the request for a sid~~!!~~vvalk on South Jefferson Avenue between 1st and~2nd Streets. SIGN WASHINGTON Councilman W. F. White advised that a sign 1Q-icated AVENUE where Washington Avenue entered Prospect Avenue had been covered by paint last October 31 by children, and that residents wished the paint cleaned off the sign. A. W. Gatewood advised he~~vould have this done. ALLEY 3rd & GouncilmaY~ Carper inquired .regarding concreti~ig 4th STREETS -Concreting of the alley between Third and Fourth Streets, N. W., as beffore the Council previously, whereupon it was brought out that at letter written to the Pure Oil Company, the one party Paili~g to join in the petition for concreting the alley, had faile$ to produce an answer, whereupon, after discussion, on motion oP I. R. Carper, seconded by W. F. White, and unanimously appz~ved, the Council authorized the concreting of the North-South al~.ey leading from Third to Fourth Street, immediately East of tY Chesapeake & Potomac Telephone Company, the abutting properly owners to be assessed with their proportionate amount of th- cost BTJNTS STREET Sam Jones, of Bunts Street, appeared and pres~lnted WATER REQUEST PETITION petition of residents of the section, requesting a larger wi~.tsr line affording more pressure to the section. The section being out of the corporate limits, on motion of T. F. W'irt,~duly seconded and unanimously approved, H. C. Jackson, Superintetlder~ of the Water Department, was instructed to confer with Mr. hones and advise him as to what would be needed to accomplish that" purpose. H.C.JACKSON On motion of W. F. White, seconded by I. R. Carper VACATION and unanimously approved, H. C. Jackson, Superintendent of ohs Water and Sewer Departments, was granted a week's vacation ~o be taken at such a time as might be convenient. BRIDGE WEST Councilman Carper advised that a bri on ~ ~ COMMERCE West Commerce Street was in an unsafe condition. The Direcor ~ r.d AUDIT HEALTH DEPT. REPORT STREET RESURFACING BID APPVD. PROPOSAL Council Minutes Cont~td. Pulaski, Va., August 17, 1948 of Public Works advised that a Right-of-Way had been acquired in the section with the exception of one property owner, and that the Town comtemplate~d cutting down the hill in the vicinity and providing a bridge dust South of the railroad Right-of Y~ay. Also, he advised that four years previous, an engineer from Va. Bridge Company, upon viewing the bridge, approved the load limit signs which had been placed at the location. No action was taken on the matter. In regard to an audit for the fiscal year 1947-1948, the Mayor was instructed to contact J. P. Miller, C. P. A.,-as to cost of same, etc. The Mayor presented to the Council the Heal th Department report on grading of eating establish- ments Por the month of July, and it was noted that tvventy- one establishments had received the grading of "A" arri six had received a grading of "g' , it being the consensus of..~;the:~,~auncil that same was a very satisfactory report. On motion of Howard R. Imboden, seconded by W. F. White and unanimously ax~proved, the Council accepted and approved the proposal of Adams & Tate Construction Company, Roanoke, Virginia, for resurfacing streets within the Town of Pulaski, Virginia. It was brought out that such resurfacing work was provided for in the present budget to the amount of 6,800.00, the actual work to cost approximately X5,000.00 to X6,000.00, as advised by the Director of Public Works.
