M., September 7, 1948. There were present: Mayor Marvin G. Graham, presiding; Verna L. Dalton, Clerk; A. W. Gatewood, Director of Public Works; L.S.Boothe, Chief of Police; Mrs. Lottie R. Runion, Treasurer; Roby K. Sutherland, Attorney, and Councilmen: T. F. Wirt, W. F.White, Howard R. Imboden, G.R.Steger, W.D.Aust, 0. O.Crowell, I. R. Carper and L. C. Lemons. Absent: None. The minutes of the regular meeting held on August 17, 1948 and of the organization meeting held on September 1, 1948 were read and approved. The regular bills and payrolls for the month of August were read, approved and ordered paid. Said bills are given at the conclusion of these minutes. On motion of W. F. RES IR9ENTS PETITION W. FAYETTE -Bridge The bill of Mrs. Elizabeth Hudson Caves for services as Registrar for the period January, 1946 to August 31, 1948, amounting to Forty Nine 049.00) Dollars was approved on motion duly made, seconded and unanimously approved. The petition of nineteen residents of Maplg Street, requesting that same be opened from the intersection of Chestnut Alley to the top of the hill with some construc- tion provided to avoid the creek in the locality, was read, and on motion of T. F. Wirt, seconded by W. F.White and unanimously approved, the matter was referred to the Street Committee for investigation. Said petition is filed in the Town Files. A petition of fourteen residents forobtaining a bridge or other means of transportation to and from the locality of West Fayette Street, and the North side of Big 1 a !f at~~p ~ C~ ~A p'. Council previously on July 6, 1948. It was brought out -Handled by that the matter was being handled by C.V. Jackson, Agent uhf N. & W. Ry. _ the Norfolk & Western R~ lway Company, whereupon, on motit~n of W.F. White, duly seconded and unanimously approved, con- sideration on the matter was deferred until such a time a~ a repot could be had from the Norfolk and Western Railway officials and the Mayor was authorized to contact the Nor~'olk andV~stern Company to ascertain what steps had been taken by • them in regard to the matter. Drainage complications, etc., having been encountered in the concreting of the alley ; -?.:~~ Council Minutes Contd. Pulaski, Virginia, Sept. 7,1948 extending from Third to Fourth Street, N.E., he requested that the Street Committee view the situation. -Crest~Line Rd. 2. Regarding improvements to Crest Line Drive Road, the road had been lec ated on the ground and marked, and he requested the Street Committee to also view this matter. Councilman Imboden, Chairman of the Street Committee, advised that the Committee would look into the above matters. -1st St.,Ext. 3. First Street Extension, extending from the Pulaski Foundry to a point beyond the Church of God on Second St., S. W., had been graded, the bridge completed, and the old undergrade in the area taken out. He reported that traffic was moving through the street. -Bridge W. Commerce4. Regarding a bridge located on Commerce Street, between Bertha Street and Plant Street, near the old steel plant location, he reported that approximately three years previous he had advised the Couneil that the bridge was in a bad state of repair and not safe for the loads which traveled over same - also, load limit signs were not obeyed. He reported the bridge to be eaten up with rust, and although legs of the bridge had been braced, action on building a new bridge at the point should not be delayed. Rts.-of-Wy. He reported further that Rights-of- Way, with the exception of one property located at 810 Commerce Street had been purchased, and for this property, two thousand dollars had been carried in the budget for the past two years to cover the purchase of same. On motion of W. F. White, seconded by I. R. Carper and unanimously app roved, - T. F. Wirt was appointed as a committee of one to see at what price the property in question could be purchased, to repro t back to the Council, and further, A. W. Est. new bridge Gatewood was requested to prepare an estimateon the cost of a new bridge in the section, and to alsb contact the - spate highway department to see if they had any bridge that could be used for the purpose, and if so, at what cost. New brg. location In connection with the above, A.W. Gatewood advised that a new bridge would most-probably be moved parallel to the Norfolk & VEstern Right-of-Way. F.A.Jackson 5. The request for sewer service to five Sewer Service houses on Hickory Avenue by Fred A. Jackson as made per building permit applications approved by the Council in March, 1948, had received no con-, sideration. Ref. to com. On motion of T.F.Wirt, seconded by H.R.Imboden and unan imously approved, the request was referred to the Water & Sewer Committee for investigation. ~l J BURLIN E. KINDER -POLICE OFFICER and un~m imously approved, the Council authorized the emplo~-rnent of Burlin E. Kinder on September 16, 1948 as patrolman to dill ii 1 the vacancy created by the resignation of James E. Jones, effective September 15, salary to be fixed at X160.00 per Month for the first six monthts service, and X170.00 per month thereafter'. CAVES APP. On motion of H. R. Junior Chamber of Commere®, advised the Council of a Traffic Safety Drive to be conducted the week of Sept 20-26, outli~iing the various activities planned for the driv®, whereupon, o'~I motion of 0. 0. Crowell, seconded by H.R.Imboden, and unan~anously approved, the Council authorized that the Chief of Police,°kas the Town employee, cooperate so far as possible with the program, it being the consensus of the Council that use of the police cars and loudspeakers, etc. would be permitted. Calfee P. approved, the Council authorized that the Pulaski Counts, ~x1c. be given permission to remove dirt in the infield of Calfei Park and replace with top soil at their expense, in the ev~rit that such be demanded by the Brooklyn Dod gers. e CEMETERY The matter of proper pricing of lots in Oakwood LOTS Cemetery, as brought to. the attention of the Council by the Chief of Police, was referred to the Public Property Committee for consideration, any additional sales during the time the matter was being considered to be taken up with the Commit e. Pulaski, Va., September 7, 1948 MAYORTS SALARY F.A.SEAGLE TO BE PAID the Mayor was fixed at ~?5.00 per month, beginning by I. R. Carper and unanimously approved, the salary of September 1, 1948. On motion of G.R. Steger, duly seconded and unanimously approved, the Council authorized that F. A. Seagle be remitted at the rate of 75.00 per month for the time he served as Acting Mayor and Police Justice during the illness of Mayor A.T. Eskridge.
