M., December 7, 1948. PRESENT There were present: Mayor MarvinG. Graham, presiding; Verna L. Dalton, Clerk; E.A.Beck, Town Manager; L. S. Boothe, Chief of Police; Mrs. Lot tie R. MINUTES The minutes of the regular semi-monthly meeting held.. on November 16, 1948 were read and approv ed. TRANSFER Regarding action taken at the last meeting ACCOUNTS of the Council in the matter of transfer of Street Bond Sinking Fund Account and Water Capital Fund Account, on motion of T.F.Wirt, duly seconded and unanimously carried, the wording was changed from "time certificate of deposit" to "'savings account". TOURIST SIGN Mrs. Alice B. Dyerfs request to be permitted REQUEST -Mrs. Dyer to leave tourist sign on Town property on South Washington .Avenue was not granted due to the land being purchased for park purposes. BLDG. Order had been placed for "No Parking" sigr# to be used on South side of Commerce Street. Pursuant to action of the Council, a letterxhad been written to Mr. Tom Tate as directed, connection with complaint of C. W. Painteregard~- ing truck licenses. Regarding entrance to James Hill addition, itua- tion had been viewed, it being recommended "hat ` a culvert be provided at an approximate cos of 1,000.00. The matter was continued with the Man er to determine costs, etc., in connection wi sam®I, -Pay to injured 4. Of~ motion of ~iV. F. WhitA, duly secondeu$ and unanimously carried, the Council rescinded action taken at the November 16th meeting i.~h regard to same, effective as of December 3,1948. Request had been made by Misses Margaret ,and Jessie Morehead to allow trees to remain in front of property on Fifth Street, N.1N~. On motion of W. F.~White, seconded and unanimously carried, the Council granted tk~ request, with the stipulation that the tree could remain so long as they caused no mate~hial damage, rescinding portion of former action. dealing with said trees. T. W~ Harrell, of the tNestern Auto Associat, ', requested reconsideration in the matter of parking space for his truck. No action was taken by the Council. -Finance Committee 7. Reporting for the Finance Committee, the f4111ow- recommendations ing recommendations were made regarding requests received for increases in salami@s: -Salar of Fire Chief 1. Va., December 7, 1948 Recommendations On motion of T. F. Wirt, seconded and approved. unanimously carried, the recommendations were approved. A.B.Scott 8. In ~ matter previously presented con- cerning request of A. B.Scott to have property line straightened ad3aeent to his property on Belleview Avenue, it had developed that land owned by Mr. L.J. Roope 3utted into the Right-of-Way. Mr. Scott inquired whether the Town would negotiate with Mr. Roope and settle the matter and give final approval. 'Same was discussed and referred to the Town Manager for advisement. Tra-nsformer 9. He advised that question was raided as insurance-Calfee Park to value of insurance carried on trans- formers at Calfee Park, recently carried by the Pulaski Counts, Inc., during the baseball season, same covering risks of fire and lightning. It was the consensus of Council that said insurance was not to be carried by the Town. PURCHASE PARKING METER C. C. Jordan advised the Council of hardship COUNTING MACH INE AUTHORIZEET incurred by the Pulaski National Bank in handling parking meter money for the Town each week which approximated several hundred dollars and required counting Dy the bank. He suggested that the Town purchase a machine which they had in use, whereupon, following discussion, on motion of H. R. Imboden, seconded and unanimously carried, the Council authorized the purchase of a hand-driven money counting machine from the Pulaski National Bank at a cost of TOt1~T MGR . REPORTS Seventy Five (75.00) Dollars. Council: The Town Manager reported further to the -Randall Cregger 1. Randall Cregger, of Crest Line Drive, requested that his name be removed from the tax roll due to fact that he was out of corporate limits before recent survey was made. No action was taken by the Council. -Frank Redd 2. Frank Redd, having damaged gas tank of his car in creek in the James Hill section, requested the Town assume cost of damages - 19.00 = in view of the fact that no construction for avoiding the creek had been provided by the Town. No action was taken by the Council. BURLIN KINDER The resignation of Burlin E. Kinder as Police POLICE PATROLM1~t RESIGNS patrolman, effective December 1, 1948 was approved by the -Applica- tions ref. to com. 1 1 1 Council. SEWER EXTENSION On motion of W. F. White, dzly seconded and una~iimousl`y REQUESTS carried, the matter of sewer extensions on Hickory Avenue and~bn -referred Fourth, Fifth, Gr€~.ham and Baskerville Streets for which pe titfjons to Finance Committee had been received previously, was ref err ed to the Finance Co~nittee+ for recommendation. URVEY OF The Town Manager suggested to the Council that, CCOUNTING to provide a more modern system of bookkeeping and accounting YSTEM in the Town, the need for which was generally known, it was possible that the State Bureau of Public Accounts would send auditors to the Town for the purpose of study and recommen- dation, at a cost not ascertainable prior to the study. The matter was d~.scussed, with the motion made that the Town Manager be directed to contact state auditors to come to Pulaski to make a survey and recommendation on an accounting system that would be suitable for the Towns needs was lost. be a vote of four to two.
