BILLS & The regular bills and payrolls for the mont'~ of PAYROLLS' March were read, approved and ordered paid. Said bills are iven at the conclusion of these minutes. FIRE Residents and propertq owners in the vicini~tq of HAZA~ Pulaski Lumber Company yard and shaving and sawdust disposal;area -Pulaski ,umber on Commerce and Pine Streets appeared and requested that Coulacil Company sawdust take action to relieve a possible fire hazard by reason of to disposal. sawdust and shavings. Mr. J. G. Bosang, owner of the Pulasl~ Lumber Company, stated that it was anticipated the saw mill be moved out of town in the near future, and this would disposing of the sawdust. Pulaski, Va., April. 5, 1949 involved, it was determined to be mutually agreeable that no future sawdust or shavings would be dumped in this lot, and that the present pile would be either spread over the lot so as to relieve the alleged fire hazard or if convenient, would be removed and disposed of elsewhere. !CHAS.E.DYERJR. Charles E. Dger, Jr. spoke in behalf of the j -Coleman Fern. i Corp:whist]e Pulaski Btxs Line using loud speaker agste~r. It was stated that they had been requested to tone down the public address system, and it was his opinion that this was not nearly as objectionable as the CAleman Furniture Corporation whistles ' which annoged the neighborhood. It was suggested that the ~~ Town take some action toward relieving the nuisance. FIFTH STREET There was a general discussion between Mrs. CURB AND GU'P~ER. Constance Meredith, Miss Mary White, Mrs. Elizabeth Glenn, property owners on Fifth Street, and the Council, in which t previous action of the Council regarding curb and gutter and sidewalk abutting their properties was considered. There was presented a letter from Mr.ll~aldemar W. 1~allner concerning the sidewalk on Jefferson Avenue between Fifth and Sixth Streets, N.V~. JEFFERSON Mrs. Constance Meredith stated her willingness AVENITE ~ to cooperate in construction of sidewalk on Jefferson A7venue SIDEWALK after the Town had fulfilled what she considered was an agree- ment to construction of curb and gutter on Fifth Street. She further stated that she would not be willing to pay for cost of reconstruction of her driveway, which she claimed was put in-in accordance with Town specifications. On motion dulq made bq T. F. 1Vhite, it was unanimously ACTION FIFTH STREET RESOLVED, that the construction of concrete Ct1NB & GUTTER curb and gutter on Fifth Street between Jefferson and Randolph Avenues, on both sides of the street, so as to contirnxe the width of said street between curbs in this block the same as it exists just East of Jefferson.Avenue, be authorized, and the necessarq fends be made available for this work. Fifth and Sixth Streets at such time as all the property owrs affected are agreeab]e to pay for fifty percent (50~) of th actual cost thereof, and provide change in any driveways. On motion duly made by T. F. dirt, seconded by~ I. R. Carper, and unanimously passed, the following ordinanci~ was adopted: 1' i BE IT ORDAINED, that a tax rate of X1.60 be l~tried ~ on each one hundred dollars 0100.00) assessed valuation of "I~11 property located within the corporate limits of the Town, clssi- Pied as real or tangible property, including machinery and t~bols, personal property, and public service corporations. Such tac shall' ,; be credited to the general funds of the Town and shall be used for the cost oP maintenance ~; operation of the Town, to include the pay of itsd offiee~ and upkeep of its streets, roads, bridges and oter ;~ public facilities, and to include the payment of interest at prin+~ ciple on public debt, and the contribution to a sinking fund; and 1 any other purpose not prohibited by law, and in addition, tyre ~ i w; shall be assessed against each male citizen of the Town, over 21 years of age, a capitation tax levied at one dollar 01.00)~per male citizen. Such tax shall be in addition to all other takes and shall be credited to the general funds. The general property tax, both real and tangible assessed and levied as penalty or interest no year, after which time added, and if not paid personal, and the capitation tax sha b® ~ ; of January 1 and shall be payable wi out ,~ t later than February 1 of the followig ,' a penalty of five percent ( 5~) shall ~ e by August 31 following, interest sha be rate of six percent (6,~) until paid. BE IT FURTHER ORDAINED, That in accordance wit the provisions of the Tax Code of Virginia, Section 91, the shah be imposed upon the shares of stock in each bank or tryst a parry, added at the a tax equal to eighty percentum (80~) of the state rate of atio#i on each one hundred dollars 0100.00) of the taxable value ~~ the shares of stock. TREAM The problem of compliance with the Water OLLIITION Control Boardta program of reducing stream pollution, as BATEMENT OEM required bq regulation number one, requiring a report of program by Mag 1, was discussed. It was suggested that it was not economicallq justified or feasible to design a treatment plant until more information was availabe as to the effects of the present sources of pollution and the qualitq of water desired. The Town Manager was instructed to write a suitable letter to the Water Control Board. There being no further business, the Council adjourned at 6:20 P. M.
