The Council of the Town of Pulaski, Virginia met
in regular session tonight at 7:30 at the mayor's office.

H. R. lmboden, and unanimously passed, the Council authorized

Imboden, and unanimously passed, the Pulaski Air service
(Town Holler)
operating at Loving Field, was authorized to use the town
roller on the runways, the roller to be accompanied by

a town operator, and all expense connected thereto to be
borne by the Air Service.
Pursuant to action of the Council at the June 7th

IN ~ the matter of parking in the business section of the Town.

SECTION The matter was discussed, and action deferred for further
investigation.
WATE1~ SUPPLY In the matter of a water supply for the Town,
discussed at the June meeting of the Council, the water
committee recommended that the town repair its present
facilities, use Warden Springs, repair the Hogan Branch
Dam and follow the general plans of the Wiley & Wilson
Engineers consulted on our water problem, - the estimated
cost of this proposal, being X375,400.00. In offering

the bonds for sale, it was suggested by the committee that
• the bonds be offered so the Town could change its plan
from repairing the present facilities and build the
dam at the Rayne place, provided a grant of 45 percent
could be secured from the Government.
After full discussion, on motion of Howard H. Imblen,
and unanimously passed
seconded by T. F. Wirt,~it was the sense of the Council th~~
the plans recommended by the water committee would be the
most feasible at this time, but that the matter required sr„~ae
further investigation before finally determining the course
to be taken.
Further in regard to the water situation, the Cour~il

WATER USE voted to request that all water users conserve in every ways;
possible so that a pronounced shortage would not occur in ';`

that meters be installed at all filling stations and
the
garages, which are supplied by town water supply.
... Then matter of letting the Atlantic and
Western Airlines, of Danville, use the airport as a stop
on a proposed commercial line was discussed, and on
motion of T. ~'. Wirt, seconded by W. D. Aust and unani-
mously passed, the airport committee was given authority
to negotiate with the Atlantic ~ Western Airlines,
and to take what action deemed advisable, and report
to the Council at its next meeting,
On reeoramendation of the light committee, and
on motion of F. A.Seagle, seconded by T. F. dirt and
unanimously passed, the Council authorized the in~
stallation of air Neon light fixtures for the treasurers s
office.
The water committee was requested to take up
with the Appalachian Electric Power Company the matter
of rates charged at Warden Spring, with the view of getting
a lower rate.
The salary of the fireman at the municipal building
was increases ~G9.00{per year, retroactive as of June 1,
1945, making his salary for the three summer months
~~:.00 per month instead of X1.00 per month, as in the past,
this due to additional duties in connection with ~'~.r~-ng
a hot water heater during the summer months, and extra
cleaning of windows, etc.

JACKSON AVE & ~. ~. Gatewood, director of public works, reported
HOLLY STREET
PROJECT that approximately 90~ of the grading thad been completed
on the Holly Street and Jackson Avenue project, previously
authorized by the Council.
CLAxK ST In regard to the water line for Clark Street,
WATER
LINE authorized at the may meeting, mr~ Gatewood reported that
only two of the petioners had made their deposits, in
compliance with the requirement, and therefore, no work ha~i
been started on the project.
T1~rilLBUILDER mr. Gatewood reported that the trail builder attachment
had been received, but had not been installed, pending this
arrival of a mechanic from the Highway aachinery & Supply
Company. The bill, amounting to X1695.00 was approved,
subject to the attac}ament being installed, tested and made
to operate in a satisfactory manner, as set forth in our
order of march 27, 1945.
EXTENSION In the matter of extending First St. N. E., east
OF 1st St.
N. E. from a point at the right of way of what is knovrn as the
~Laughon Lwnber Company sidings to a conn~etioa~~ with Third
Street, near the Pentecostal Holiness Church, relative to

getting rights of way through the properties of J. S. '~errpn
and W. D. and Yd. Early trust, located east of a small creek.;
near the Ice Plant, and adjacent to the Norfolk & Y+estern
Railway property, for the purpose of extending this street=to
the above connection at Third Street, mr. Gatosrood reported
that he had gone on the ground and had interviewed the property
owners, and that qtr. Herron would not agree to any locatio~r
through his property, except along the south side of his
property and the north side of the Railway property for the
right of way 50 feet wide, fo(Iwhich he would want X1500,00
mr. Gatewood stated that the Aust brothers were not satisfied

angle northward after crossing creek, and to run north eastlern

of building the street.

taining a right of way off the back of her lot, for the

widening is made necessary by slides and sluffing off

that he had been unable to get any definite statement
from amiss Jones other than that she advised that in case
she kept the property, she would move the house to another
location, and if she decided to sell the property, she
would contact the town fir8t, before offering to sell
the property to anyone else.

Gatewood to continue negotiations with Miss Jones, and
see if he could get some definite understanding as to
what she would be willing to do.
HOLLY
LIGHTS The matter of the installation of a street light

passed, Secion 59 Merchants License - (a) Wholesale and
(b) Retail, in License Taxes Ordinance approved Aiarch 5,
1935, was revised as follows:

LICENSE
ttEVIS~ Every person, firm or corporation engaged in
business of a Wholesale merchant shall pay a license tax
for the privilege of doing business in the Town of Pulaski.,
WHOLESALE to be measured by the amount of purchases made by him or
it during the next preceding year, and all goods, wares
and merchandise manufactured by such Wholesale Merchants
and sold or offered for sale in this Town as merchandise
shall be considered as purchases within the meaning of
this Section, and a separate license for each place of
business is hereby required. The V'~holesale Merchants
Tax shall be Twenty Five 1~y25.00) Dollars on the first
~p10,000.00, which is the ~dINIMITM, and 13¢ on every ~p100.Op
in excess of ~p10,000.00. This tax is based on purchases.
Where a statement of purchses is made by any
person, firm or corporation under the provisions hereof,
the 1~ayor shall require of each such person, firm or
corporation a statement under oath as to the amount of
his or its purchases, and if he deems it advisable or
necessary he shall demand of such person, firm ar corporatiion
such other proof of his or its purchases as may enable hi~i
to satisfactorily determine the same, and he may decline
to issue a license hereunder until such proof has been
furnished.

is both a wholesale merchant and a retail merchant ate.
defined in Section 188 of the Tax Code of Virginia as
amended is hereby required to obtain both classes of
licenses; provided, however, that any retail merchant who
desires to do a wholesale business also ma~ ele ct to do
such wholesale business under his retailer s license by
paying license taxes under this section as a retailer on
both his retail bu.sindss and his wholesale business.
Section 59, under date march 5th, 1935 is
hereby repelled.
This Section shall be in full force and
effect on and after the 4th day of July 1945.

of a butcher, or for selling and dealing in fresh meat
and pork, whether at a fixed place of business or other-
wise, except as to farmers, who may sell meat produced

on the first X2,000.00, which is the MiNiMtJDdy and 13¢
on every iV100.00 in excess of ~p2,000.v0. This Tax is
based on sales-- provided however, that before a license
is granted to sell fresh .meat the applicant for the
license must show a Certificate from the ~~own Sa~titation
Officer to the effect that his or their place of business
is a suitable, sanitary place for keeping, preserving or
selling fresh meats.
Provided, however, that in case of .a combination
business such as Groceries and meats, tY~e. tax shall
be Ten ~~P10.00) Dollars on the first ~2~`i1a0.00, which
is the minimum, and 13¢ on every X100.00 of additional
sales in excess of ~p2,000.U0.
Section 30, under date March 5th, 1935, 1s hereby
repealed.
This Section shall be in full force and effect
on and after the nth day ~of July, 1945.
