PHESEI~T There were present: Mayor A. T.Eskridge, presiding; Lottie R. Runion, clerk; A.~4. Gatewood, director of public works; A. M. Harman, Jr., attorney; B. C. Taylor, treasurer; fit. C. Pierce, chief of police, and Councilmen: 0. P. Jordan, Jr., T. F. Udirt, Howard R, lmboden, 4V. F. yuhite, F. A. Seagle, I. R. Carper, ~. D. Aust and G. C. Hall. Absent: None. MINUTES The minutes of the regular meeting held on July 3rd were read and approved. O.P.JORli~iN 0. P. Jordan, Jr. offered to tender his resignation as Councilman from the First Ward, -.- haviig sold his property in the town and moved outside. Mr. Jordan retired for discussion of the matter, and on motion of tiff. F'. White seconded by F. ti. Seagle and unanimously passed, the Council voted that he continue in office for the remainder of the term, ending August 31, 1946, the town attorney having expressed an opinion that Mr. Jordan was qualified to remain as Councilman. BILLS ~c PAYROLLS The regular bills and payrolls for the month of July, amounting to X17,585.11, were approved and ordered paid. Said bills are given at the conclusion of these minutes. ll~. C. In connection with the application of S. T. ~'PL1Cr~`I.'.IOi~ S. T.tikers xkers for permit to build a frame dwelling on the south side of 11th St. ~1. W. to cost X1,000.00, a petition was filed by certain residents of 11th street, objecting to w, a building of this price and construction on said street,,, and the Council directed that the applicant be requested to submit plans before acting on the application. POLICE I~. C. Pierce, Earl Bouldin and F. ~. Ryan, Bk~~~ION F~UIVD appeared before the Council, further,in regard to holding annual police balls, the proceeds from which to go toward , a pension fund for police officers. After discussion, the mayor appointed a committee composed of 0. P. Jordan, ~ r., 4y. F. On motion duly made, seconded and unanimously passed, the matter was referred to the street committee., with power to act. A petition presented by residents of iUiaple St., 5. ~., requesting the sdsurfacing of Maple Street, the installation of a ater plug and installation of two lights, was referred to the director of public works, the superintendent of the water department and Councilman G. P~TI'i'.LON In the matter of a petition presented by SEr~EFc LINE; BHOa~N ~,DD~ certain citizens of Brown Addition, outside the corporate approximately 750 feet limits of the town, requesting sewage line,/ on motion duly made, seconded and unanimously passed, the Council authorized the line, with the understanding that ,the petitioners install the line, as agreed,-under the supervision of the superintendent of the water~:,nd sewer departments, and all served to pay the regular sewer service charged by the town. yrs. b.F.Elk ins The request of irirs. On motion duly made, seconded and unanimously passed, the Council authorized the employment of James P.' Miller, Certified Public Accountant, to audit the treasurer's books for the year ending August 31, 1945. On motion of W. F. White, seconded by T. F. Wirt and unanimously passed, the Council authorized the em- ployment of S. V'v. Cecil, County Commissioner of Revenue, to make up theo~ax assessments for 1945, with the under- standing that this matter be taken up again in six months: from now and bids received for the next year. ~I Robert A. Hudson, having notified the Town that he was terminating his contract with the town as of 11ovemb~r 1, 1945 as operator of Lovin€ Field, Yrilbur Lewey and Douglas T. Blair asked that they be allowed to take over ~ the lease, effective immediately, the contract to remain s in its original form with no changes - the name remaining ~, Pulaski Aviation Service. On motion of T. F.M~irt, second~pd by r. ti. Seagle, and unanimously passed, the matter was referred to the Aviation corriiuittee, with power to act. '~ T. F'. ~'~irt called attention to the Council of com~~Laints '~ made in regard to the unsanitary condition of an alley in' ' ,~ the rear of Pulaski 't'heatre. Carper called attention to the Council of rah1STULS complaints being made regarding the blowing of whistles by the local plants, and on motion duly made seconded and unanimously passed, i~r. Carper was authorized to confer with the plants, asking th em to reduce the length of time for blowing whistles. GriSOLINE On motion duly made, seconded and unaimously ~Uti F1t~r:,t~EN passed, the r'ire committee was authorized to confer with C. J. Leache,~chief clerk of the Ration Board, requesting extra gasoline for use of the tovrn's volunteer firemen. Cr~LF'EE Howard R. Imboden brought before the council the r'Z ~,D request of leasing Calfee Field to a group headed by H. r'. Groseclose, and on motion of 4V. F. White, seconded by F. r-,. Seagle and unanimously passed, action was deferred until the next meeting of the Council. ~w~T~t~SOPPLY The question of the town water supply was discussed, and mayor Eskridge reported that he felt more information was necessary before taking final action in the matter. It was the sense of the Council that a conference be held with Ur. R. J. Holden geologist of V. P. I. and representatives of tiwiley & Wilson Consulting Engineers, and report be made at the next meeting of the Council. W., discussed at the tipril and lay meetings of the Council, the director of public works reported that all the abutting property owners on the west side of tine street between First St. and ~'aca Street had been contacted and asked to donate 20 feet in depth off' their lots adjacent to vine Street, in order to get the street t:~rough without filling up the hollow. One property ovmer, iuir. martin, approved the proposition and the others, i~essrs. Burchett, ~~ooten and lurm~er took the matter under advisement, promising to report later rege.rding their wishes in the matter. In regard to the water line for Clark Street, I~ir. Phis change vvould straighten Lake Street through along a course north 2 degrees east, paralleling the re~naind~~ of the streets or avenues in town, and elminating the sharp angle in the street as at present located. rt would also leave the Calfee property in better shape than at present on account of the street running through at an angle. Martin, superintendent of the Sam Finley Co., Inc., who was in charge of the work, was called in and questioned regarding the procedure;, etc., of carrying on the work, which he stated was in accordance with the rt~l.es and regulations of the the Virginia liepartment of Highways, under which rv~les and regulations the contract was let, - all materials and requirements meeting the regular specifications of the Highway Lepartment. 1VO further action was taken in the matter. u1ILK SZTUxTION 0. Y. Jordan brought before the Council IVilk situation, stating that considerable criticism had been offered regarding the quality of milk being distributed in the town by the Buena Vista Farms and Farris Brothers.
