The Council met in special session today at 4:30 P. ~i QUARANTINE DOG S (RABIES) 1 u There were present: Mayor E. Vii. Calfee, presiding; Lottie K. Runion, Clerk, and Councilmen: A. T. Eskridge, L. E. Vdhitesell, F. A. Seagle and T. L. James. Absent: Councilmen A. ~. Bushong, J.F. Bunts, T. J. Wallner a.nd G. C. Hall. The -~ayor stated that the Health Department had reported that some dogs had been found infected with Rabies and had recommended that a quarantine be placed on dogs running at large, stating that si~ailar action had~been taken by the Board'of Supervisors. After consideration, on motion of Councilman L. E. Wlhitesell, seconded by Councilman F. A. Beagle, and unanimqusly passed, the following ordinance was adopted: WHEREAS, the Health Deportment of the Town of Pulaski has reported to the Council that a dog infected with rabies has been found within the corporate limits of the Town of Pulaski, and there is great probability that other cases of rabies will develop, inasmuch as the dog so infected is known to have bitten other dogs, and WHEREAS, it is in the interest of public health and safety that a quarantine be placed on all dogs in the Town of Pulaski; THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski that a state of emergency is declared to exist, and it shall be unlawful for dogs to run at large in the Town of Pulaski for a period of forty-five (45) days from February 21st, 192, or until this quarantine shall have been lifted. BE IT FURTHER RESOLVED that the owner of any dog violating this order shall be subject to a fine not exceediing Ten 010.00) Dollars, and each violation thereof shall constitute a separate offense. ~~" r X58 Council Minutes Contd. Pulaski, Va., Feb. 21, 1942 BE IT FURTHER RESOLVED that all stray dogs found running at large without licenses, if the owner cannot be found that said dogs shall be killed by the proper authority. BE IT FURTHER RESOLVED that the Police Officers of the Town of Pulaski are hereby instructed to enforce this order. EDJOURN There being no further business, the Council adjourned bdENT at 5:00 P.
