PRESENT There were present: Mayor A.T. Eskridge, presiding; Lottie R. Runion, clerk; k. W. Gatewood, director of public works, and Councilmen: J. K. Harrison, 0. P. Jordan, L. E. V~hitesell, J. E. Bunts, F. A. Seagle, T. L. James, G. C. Hall and A. M. Bushong. Absent None. I+~INUTES The minutes of the regular meeting held on March 2' 1943 were read and approved. The regular bills and payrolls for the month of BILLS & March were audited, approved and ordered paid. Said bills PAYROLLS are given at the conclusion of these minutes. One building permit, coming within the require- BUILDING PERMITS ments of the ordinance was granted, subject to governmental approval, to G. M. Bassett for repairs and maintenance to outside of frame dwelling on the north side of 4th St. N. L., between Walnut and Lafayette Avenues, to cost $x.75.00. POLICE M• C. Fierce submitted the police report for REPORT the month of March, which was ordered file. The request of Woodson V~. Cummings and Mrs. ALLEY Lena A. Dix that the alley running north and south between W. V4'. Cummings 6th and 7th streets, N. ~'r., be opened, was referred to prop. & the Street Comruittee for investigation and power to act. STREET The request for a light in West Pulaski at the LIGHT second bridge of the Norfolk & Western Railway Company, WEST was PULASKI on motion duly made, seconded and unanimously passed refereed to the Light committee with power to act. (coot) 442 Council Minutes Contd. Pulaski, Va., April 6, 1943 PURCHASE On the recommendation of l~r. A. W. Gatewood, director LOTS FROM T.W.KERSEY of public works, on motion of G. C. Hall, seconded by A. M. Bushong, and unanimously passed, the Council was authorized to purchase from T. W. Kersey lots 1-2-3-4, Block 1 and lots 6 and 7, Block 2, as shown by sub-division map made for T. Y~. uersey by C. C. Davis, surveyor, on August 28, 1926, and being located near r the+~Steel Plant bridge; at the stipulated price of One Hundred Sixty-Seven Dollars and Seventeen Cents 0167.17), it being agreed by Mr. Kersey that this amount would be applied to his water accounts. This recommendation was prompted with the view of straightening Commerce Street and the building of a new bridge to replace the present old bridge, at some future time. EXCHANGE IN STAND- ING COM- MITTES PULASKI PUBLIC LIBRxRY (Regional) G ARBAG E & TRASH On recommendation of the Mayor, the Council approved the following exchange in the permanent committees: O. P. Jordan from the fire committee to the finance committee, and F.A.Seagle from the finance cor~r~ittee to the fire committee. Mr. F. J. Critter appeared before the Council in +`4 behalf of the continuance of the Pulaski Public Library, and smbmitted an operating budget for the maintenance there- ~of«. It developed that X4,000.00 from this locality would be necessary to finance this library - two-thirds of the amount to be paid by the County and one- third (or X1333.34) After ggeneral discussion by the Town of Pulaski ~0n motion of J. E. Bunts, seconded by A. M.Bushong and unaniiously passed, the Council voted to loin with the County on the basis proposed. The council gave consideration to the garbage and 1 1 trash situation which has been a problem in town, and l~~yor ~~k~~:dge reported that every effort was being made to get J' the full co-operation of the public toward the cleaning up of the town and keeping it in the best condition possible. Hall, BEER & the following ordinance prohibiting the sale of wine and beer VrINE SUNDAYS on Sundays was unanimously passed: AN ORDINANCE TO PROHIBIT THE SALE OF YuINE AND BEER ON SUNDAYS AND TO PRESCRIBE PENALTIES THEREFOR. BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, that on and after the 1st day of May, 1943, it shall be unlawful for any person, firm or corporation to sell beer and wine, or either beer or wine, betv~~een the hours of twelve o(clock, post meridian, of each Saturday and six o~ clock, ante meridian, of each Monday within the~Town of Pulaski, Virginia, ANY person, firm or corporation violating the pro- visions of this ordinance shall be deemed guilty of a mis- demeanor aa~d punished by a fine not exceeding Five Hundred Dollars 0500.00), or confinement in fail, not exceeding twelve months, or both. Harrison, seconded by J. E. Bunts, POOL ROODS the following ordinance prohibiting minors from fre~.uenting & BIL:~IARD ROOMS pool rooms and billiard rooms was unanimously passed: (D6inors) AN ORDINANCE TO PROHIBIT MINORS FROM FREQUENTING POOL ROOMS AND BILLIARD ROODd5 AND REQUIRING TiiE SIDE TO BE KEPT OPEN FOR PUBLIC INSPECTION AND PRESCRIBING PENALTIES FOR THE VIOLt~TION THEREOF. BE IT ORDAINED by the Council of the Town of Pulaski, Virginia, that no person under eighteen years of age shall frequent, play in, or loiter in any public pool room or rooms, or billiard room or rooms, or be permitted by the proprietor thereof, or his agent or employee to frequent, play in, or loiter in any such public pool room or rooms, or billiard. room or roolls lowithin the Town of Pulaski,Virginia. The proprietor or manager of each~~uch places shall ; have posted conspicuously at or near the entrance of said plac as spa in bold letters not less than two inches inin bold letters not less than two inches in height 444 Council Minutes Contd. Pulaski, Va., April 6, 1943 bearing the following inscription: "No person under eighteen years of age allowed in here." ANY such room or rooms as hereinabove defined shall at all times during which the same are occupied by any person or~ersons other than the proprietor or his bona fide agent or employees be kept unlocked and open to public inspection. ANY person violating any provision of this ordinance shall be deemed guilty of a misdemeanor and punished by a fine of not less than Five Dollars 05.00), nor more than Twenty-five Dollars (~c5.00) for each offense. THIS ORDINANCE shall be in full force and effect on and after the first day of ~-ay, 1943.
