There were present: Mayor A.T. Eskridge, presiding; Lottie R. Runion, clerk; A. VJ. Gatewood, director of public works; Roby K. Sutherland, attorney, and Councilmen: J. K. Harrison, 0. P. Jordan, Jr., L. E. ~~hitesell, J. E. Bunts, F. A. Seigle, T. L. James, G.C. Hall and A. ~. Bushong. AbsentYoNone. The minutes of the regular meeting held on Nay 4, 1943 were read and approved. The regular bills a.nd payrolls for the month of May were audited, approved and ordered paid. Said bills are given a.t the conclusion of these minutes. M. C. Pierce submitted the police report for the month of Tday, which was ordered filed. The following building permits, coming within BUILDING PF'F~~iIT S the requirements, were granted, subject to governmental approval: To J. S. Herron for one-st:,ry cinder block indus- trial building on the south side of 2nd Street, T.E. (Pulp.ski Iron Co. lot) to cost X2'00.00; Geo. S. Baugh for repairs and maintenance to frame dwelling on the west side of Floyd Ave., between First and Second streets, S. E., to cost X200.00; G. H. Johnston for frame storage and coal bins on his property on the south side of 2nd St., N. 4'li. at Henry Ave. and 2nd St., to cost X200.004 G.r~C.iurCP~illan The application of G. iu. ~~cMillan for a one-story Application frame dwelling on the east side of ~'eirce Ave., near Calfee Field, to cost X200.00, was referred to Councilmen T. L. James and G.C. Hall for investigation. STS-.NDARD The Standard Oil Company was granted permission OIL CO. V~ELL to drill a well 8" in diameter and as deep as necessary to assure adequate water supply for washing cars during dry periods, at their service station on Washington Ave. and Dora Highway. It being understood that that the well would be cased and equipped with automa_~ic"e~ectric pump, installed according to the Underv,+riters specifications. James, i~,~UTIICTPAL OFFICES and unanimously passed, the bid o~' 0. V. Tilley for baintimg - (Interior) O.V.TILLEY the interior of the municipal building at a price of x:295.40 was accepted. His bid to include two coats of paint , all necessary patching of vralls and vr=rnishing of trims. Mr. Pierce stated that his agreement with Mr. Tilley was that this amount would be applied to his indebtedness to the toNn. The matter was referred to Mr. Pierce and the public pronel'ties committee for supervision. The Rev. D. V~hereunon, on motion duly made, seconded and unanimously pursed, the Countril went into executive session, and after full discussion, on motion of J. E. Bunts, seconded by F. A. Seu~le, the sum of x'750.40 was appropriated toward the summer. activities of the Commission. James P. Miller, represen~ina the Council of the IDE+~~ALK ' V!ioman's memorial Lutheran Church, appeared before the Council, LUTHF RAN C~iURCH requesting a sidew€zlk in front of the Lutheran Church, the church agreeing to pay one-half the cost. On motion duly mGde, seconded and unanimousl~r pa sea, the Council vrent in executive session, and after Ball discussion, on motion of J, n. Harrison, seconded by T. L. James and unanimously p~-ssed, the installation was aut~rorized, the church to pay one-half the cost. HONOR ROLL FILLBOt:RD The committee appointed Ut the M<<y meeting to investigate the matter of an Honor roll billboard listing the names of all Pulaski County men in the armed forces, reported that the County Board of Supervisors agreed to the proposal of joining with the Council, and agreed to contribute the sum of ~E300.00 , or tiro-thirds of the expense. Hall, duly seconded and unanimously passed, R. P. Runion was employed at a salary of X16.50 per week, ss outside collector of accounts due the Town. The finance committee was directed to confer with him relative to delinquent accounts. DR~:INAGE The matter of drainage from Jefferson Avenue, North AiiATT ER to ~,~adison Avenue, North, extendin# to Peak Creek, dis- cussed at brevious sessions of t"~e Council, came up for further consideration. Appearing before the Council relative thereto, were C. E. Richardson of the Pulaski Veneer Corporation and J. B. ShumGte of the Coleman Furniture Corporation, urging that steps be taken to relieve the situation. After general discussion, on motion duly made, seconded and unanimously passed, the iulsyor eras directed to name a committee to make further investigation and report to the Council. Gatewood, director of public works, who REPORT was instructed at the previous Council session to intervie~Fr the property owners through whose properties the ditch passes, relative to keeping the ditch open, reported that certain persons tivere willing to keep it open, while others thought it was a matter for the Town. ORDI~eNCES The ordinance committee recommended the passage of ordinances regulating; the casting of glass, bottles, etc. into the streets, and providing for the cutting and keeping down of all weeds, brush, etc., on properties, submitted by the ~~layor at the I~ay meeting of the Council.
