PRESENT There were present: Mayor A. T. Eskridge, presiding; Lottie R. Runion, clerk; A. W. Gatewood, Director of Public Works, and Roby K. Sutherland, Attorney, and Councilmen: J. K. Harrison, 0. P. Jok'dan, L. E. Whitesell, J. E. Bunts, F. A. Seagle, ~. L. James, G. C. Hall and A. M.Bushong. Abs9~nt: None. The minutes of the ~peciat meeting held on June ~, ~IINQT ES 1943 were read and approved. The regular bills and payrolls for the month of BILLS & June were audited, approved and ordered paid. Said bills are PtiYROLLS given at the conclusion of these minutes. ~[. C. Pierce submitted the police report for the POLICE month of June, which was ordered filed. REPORT The following building permits, coming within BUILDING PERMiITS the requirements of the ordinance, were granted: To J. N. Dobyns for repairs and maintenance to front of building on the east side of Washington Ave., between 3rd and 4th 00 streets N. to cost ~. 0`1~~; R. V. Bowman for frame garage on the east side of Hic~ry Ave., near. ~ ~ Lafayette St., N. E. to cost ~75.OO,r -,.subject to governmental approval. The application of G. M. ~deMillan for one-story frame dwelling on the east side of Peirce Ave., near Calfee Field to cost X200.00, was approved, subject to governmental regulations. This action taken upon the recommendation of Councilmen T. L. James and G. C. Hall, to whom the matter was referred Ott '- `ah~ June meeting of the Council.. CURFEW Envoy D. W. Search, representing the Ministerial Association, appeared before the Council, asking for the passage of a Curfew law, and on motion duly made, seconded and unanimously passed, action was deferred for further consideration. Thos. Flemming, Scout Commissioner, appeared BICYCLE TRAFFIC before the Council asking for the passage of regulations relative to bicycle traffic in the town. LIN E LICIIdSE TAX BUYING MOTOR VEHICLES Council minutes Conttd. further consideration. Pulaski, Va., July 6, 1943 A petition was presented by citizens on 2nd Street, South and F1oydAve., asking for street improvements. Due to governmental restrictions on construction, on motion duly made, seconded and unanimously passed, this matter was held over for the duration. A petition presented by residents of that section of S~rruce Street between Jackson and Stuart avenues, on motion duly made, seconded and unanimously passed, was referred to the street committee for investigation and report. A petition signed by certain housekeepers of the southeast section of town, requesting the Council to take steps to dispose of t~ dust and soot coming from the boilers of the Virginia Oak Flooring Company, was presented. After some discussion, this matter was laid on the table. On motion duly made, seconded .and unanimously passed, A. W. Gatewood, director of public works, was directed to locate the South~uest corporate line on the ground and place markers at intervals along the line. ~n motion of J. E. Bunts, seconded by J. S. Harrison, the following ordinance rer~uiring the payment of a license tax on persons, firms and corporations engaged in the buying of motor vehicles was passed by a majority vote: AN ORDINANCE REQUIRING THE PAYMENT OF LICENSE TAX 0~ PERSONS, FIRMS AND CORPORATIONS ENGAGED IN THE BUYING OF MOTOR VEHICLES. BE IT ORDAINED by the Council of the Town of Pulaski that every person, firm or corporation who shall engage in the business of buying motor vehicles in the Town of Pulaski, Virginia, resident or non-resident, not paying a merchant's license shall, for the privilege of doing such business, pay an annual license fax of One Hundred and Fifty Dollars, 0150:`'40}~ not pro~~~t~d~. BE IT FURTHER ORDAINED that an emergency is declared to exist and this Ordinance shall be in force from its passage. Attest: p Clerk of Council Approved: July 6, 1943 ayor ORDINANCE Upon the recommendation of the ~flayor and the ~6AP5- SUB- ordinance committee, on motion duly made, seconded and unanimously DIVIS~ONS passed /the fo~lloa~ing ordinance requiring approval by the Couneil of maps and plans of Sub-divisions, etc., was adopt~d.The ordinance is as follows: AN ORDINANCE REQUIRING THE APPROVAL BY THE COUNCIL OF THE TOWN OF PULASKI, OF ALL SUB-DIVISIONS AND RE-SUB DIVISIONS OF PROPERTIES WITHIN THE CORPORATE LI~ITB OF THE TOWN OF PULASKI, VIRGINIA. ~l BE IT ORDAINED by the Council of the Town of Pulasl~i, Virginia, that all owners or proprietors of any land within the Town of Pulaski, Virginia, or contiguous thereto,.aub- dividing such land into Streets, Alleys, Roads and Lots or Tracts shall submit all plats, maps and replats to the Town council for approval; and BE IT FURTHER ORDAINED that no such plats, maps or replats shall be filed for record or recorded in the office of the Clerk of the Circuit Court of the County of Pulaski unless and until the same shall have been first approved by the Council of the Town of Pulaski. 1 This Ordinance shall be in force from the date of its passage. Bushong, Town Treasurer, TION OF C. W. one,account of health condition, was submitted. On motion BUSHONG~ TOy~ of J. E. Bunts, seconded by F`. A. Seagle, the resignation TREASURER was unanimously accepted, with and expression of regret. The Mayor was directed to appoint a committee to investigate the several applicants, and report at the August meeting of the Council, when action will be erito name a successor.
