PRESENT There were present: B~ayor A. T.Eskridge, pre- siding; Lottie R. Runion, Clerk; A.W. Gatewood, Director of Public Works; Roby K. Sutherland, Attorney, and Councilmen: J. K. Harrison, 0. P. Jordan, Jr., L. E. PVhitesell, J. E'. Bunts, F.A.Seagle, T. L. James, G.C. Hall and A. M. Bushong. Absent: None. The minutes of the regular meeting held on July MINUTES 6, 1943 were read and approved. The regular bills and payrolls for the month of BILLS & PAYROLLS July were audited, approved and ordered paid. Said bills are given at the conclusion of these minutes. POLICE M. C. Pierce submitted the police report for the F3EPORT month of July, which was ordered filed. The following building permits, coming within BUILDING the requirements of the ordinance, were grated, subject to PERMITS governmental approval: To J. C. ~iatheney for a two-story frame smokehouse building on the east side of Lexington Ave.,, between First and Second streets, southeast, b cost X6100.00; to Lemmel G. Cox for a one-story frame dwelling on the east side of Prospect Street, S. W., at Valley Road, to cost X200.00. APPROPRIA- Dr. T. F. DcGough, representing the Pulaski Health TION X30.00 HEALTH Department, appeared before the Council requesting an DEPT. appropriation of X30.00 toward the expense of printing a book- let describing the activities of the Health Department. On motion, duly made, seconded and unanimously passed, this request was granted. AUDITOR On motion of F. A. Seagle, seconded by J. E. Bunts, EMPLOYED and unanimously passed, the Council authorized the employ- went of James P. Diller, CPA, to make the annual audit of the towns s books. Pulaski, Va., August 3, 1943 The matter of a Curfew law discussed at the July meeting of the Council, came up for further considera- tion. On•motion of J. E. Bunts, seconded by F. A. Seaglef action was deferred. On the recommendation of the Street committee, and on motion of J. K. Harrison, seconded by A. M. Bushon~ and unanimou~sly.,passed, the Council authorized the removal of the drain pipe~and opening of ditch between Madison and Washington tivenues, North- the work to be done as soon as deemed feasible. On motion of G. C. Hall, seconded by A. M. Bushong, and unanimously passed, the Council voted.ta take whatever steps necessary to establish the pro3ected Southavest Corporate line, as shown on the map of the Town of Pulaski. On motion of A. M. Bushong, seconded by J. E. Bunts, and unanimously passed, the Council authorized the revision and purging of the Town Registration books. On motion of F. A.Seagle, seconded by J. K. Harrison, and unanimously passed, the bid-+~~bmitted by W. R. Neese, Contractor, Wytheville, Virginia, gor dredging Peak Creek ~4from-- ~ Randolph Avenue to a point east of Madison Avenue, North, at a price of X5,000.00, was accepted, conditioned upon the street committee working out a satisfactory agreement with the contractor regarding the details. This work to be done at once. On motion of J. E. Bunts, seconded by J. K. garrison, and passed by a majority vote, ~:a~ ordinance requiring the payment of a license tax on persons, firms a~ corporations engaged. in the buying of motorvehicles was re-enacted tQ provide a penalty for any violation thereof. The ordinance as re-enacted is as follows: AN ORDINANCE REQUIRING THE PAYMENT OF LICENSE TAX OF PERSONS, FIRMS AND CORPORATIONS ENGAGED IN THE BUYING OF MOTOR VEHICLES, AND PROVIDING PENALTIES FOR VIOLATIONS. BE IT ORDAINED by the Council of the Town of Pulaski that every person, firm or corporation who shall engage (cont~d) '""""'.~ 4'~2 Council Minutes Contd. Pulaski, Va., August 3, 1943 in the business of buying motor vehicles in the Town of Pulaski, Virginia, resident or non-resident, not paying a merchants license shall, for the privilege of doing such business, pay an annual license tax of One Hundred Fifty(~150.00} Dollars, not prorated. The license taxes herein provided for shall be for the year 1943 and all subsequent years, and all ex- isting ordinances or parts of ordinances in conflict herewith are hereby repealed. BE IT FURTHER ORDAINED that any person, firm or corporation violating the provisions of this ordinance shall pay a fine of not less than $50.00 nor more than X500.00, in the discretion of the Court, for each offense, and for the purpose of this ordinance, each separate purchase made by a person, firm or corporation not holding the license herein prescribed, shall constitute a separate offense. HE IT FURTHER ORDAINED that an emergency is declared to exist and this Ordinance shall be in fa~~e from its passage. ATTEST: Clerk of Council C.W.BSSHONG The matter of a successor to C. tiY. Bushong as TOWN TREAS. Town Treasurer, whose resignation was submitted and Re-election accepted at the July meeting of the Council, came up for consideration. Mayor Eskridge announced he had written or oral applications of the following: B. C. Taylor, E. T. Howard, A. R. Dauherty, Yti. Marvin Board, Conrad Chitwood, E. L. Smith, J.C. Wallace, Jr., W. F. Pulaski, Va., August 3, 194 TREASURER-SHIP The tresrsurer-ship was then generally discussed, and Cont~d_ r--, '~ ,u the Mayor stated he considered it inadvisable to change, and polled the Councilmen for an opinion as to re-electing Mr. Bushong to continue through the term for which he was elected. The sentiment was unanimous that no change be made, and on motion of J. K. Harrison, seconded by F. A. Seagle and unanimously passed, Mr.Bushong was elected. Whereupon, Mr. Bushong was called before the 1 ADDITIONAL HELP ADJOURN- MENT BILLS & PAYROLLS Council and advised of the action taken, and after tsri~~ consideration announced that he would yield to the wishes oi" the Council.
