The Council met in monthly session tonight at 7:30

The minutes of the regular meeting held on June
8th were read and approved.
The regular bills and payrolls for the month of
June were audited, approved and ordered paid. Said bills
are given at the conclusion of these minutes.
The following building permits, coming within
the requirements of the ordinance, were granted: to
Aaron Goldstein for addition of front porch to frame
dwelling on the east side of Madison xve., S. E., to cost
X150.00; to Otis ~-cmillan for one-story frame dwelling
on the south side of Fayette Street (Big Railroad section)
to cost ~p800.00- subject to governmental approval, and
to Madeline Scott for one-story frame dwelling on the south
side of Front Street - Extended (Big Railroad Section) to
cost X200.00 - subject to governmental approval.
In regard to the application of Raymond C. Hall for
a 3-room frame dwelling on 8th Street, N. E. at Peppers Fer~r
Road, which was referred ~t the June meeting to a committee
for investigation, it was reported the Mr. Hall was under the
impression that the house which. he was now occupying on
Union Street, would be razed by the General Chemical Co., and
if so, the lumber would be turned over to him to be used to
erect a dwelling on his own lot on 8th street. He estimated
that in addition to the salvaged material he would spend

be obtained. Under these conditions, the per~lit was granted
subject to governmental approval.

passed, the same was referred ti the street committee for in-~
vestigation and report.
RESTRICTING The attention of the Counc;.l was called to the decreasing

Council voted to prohibit the use of hose or other sprinkling
devices for sprinkling lawns, gardens, and for washing care

granted 60 days leave of absence vrith full pay.
In the matter of the proposal of VJ. 0. Leftwich to
sell certain property to the Tov~n, ter. Gatewood stated that
ter. Leftwich had reported that he was negotiating with the
pessary parties, looking toward having the title to the
property cleared, so that he .could provide the town with
a satisfactory title.

favorably with any of the towns in the State in this respect,

AIRPORT In the matter of leases and options in connection

BOPP with the Airport, and pursuant to resolutions passed at

OPTIONS the June meeting of the Council, on motion of Councilman
J. E. Bunts, seconded by Councilman L. E. Whitesell and
unanima8~~y passed, the Council approved the extension of
the lease on the Strauss property, and the options acquired
on the Strauss and Bgpp properties, and the new lease between
the Town of Pulaski, Virginia and the united States of
America, dated July 1, 1944, covering a portion of the
Intermediate Field Site No. 35-A near Pulaski, Virginia, on
the Nashville-Washington tiirway, and authorized the Mayor
and Clerk to execute these vritings on behalf of the Town.

and Bopp leases and options are incorporated as a part
of these minutes, as follows:

Together with the right to the Town of Pulaski to operate
an airport and the public to land and operate aircraft therec~
and therefrom;
And the right of way for ingress and egress to and from
the premises; a right of way or rights of way for estab-
lishing and maintaining a pole line or pole lines for
extending electric power, telephone and telephone typewriter
facilities to the premises; and rights of way for subsurface
power, communication ar_d crater lines to the premises; all
rights of way to be over and through the said lands and
adjoining lands of the lessor, and to be by the most con-
venient routes;
And the right to the lessee or its assigns to establish
and maintain beacon lights and other lighting equipment,
radio and other facilities for communication and signaling
purposes, and other facilities, buildings and equipment for
the guidance and operation of aircraft;
And the right of grading, conditioning, installing
drainage facilities, and seeding the soil of the premises,
and the removal of all obstructions from the premises
which may constitute a hindrance or hazard to the operation
of aircraft or to the establishment and maintenance of
a.ir navigation facilities;
TO HkVE kiVD TO HOLD the said premises with their appurtenances
for the term beginning July 1, 1944 and ending with `'une 30, 1949,
provided, however that this :Lease may at the expiration of
said term, at the option of the Town of Pulaski be renewed
from year to year not exceeding six (6) additional years,
at the same annual rent~.l as hereinafter set forth upon

notice be given, in writing, by the lessee to the lessor at least
thirty (30) days before this lease~or any renewal thereof,
vrould othervrise expire: provided that no renewal thereof shall
extend the period of occupancy of the premises beyond the
30th day of June, 1955.

STRhUSS The Tovm of Pulaski shall have the right to assign
this lease and the demised premises to a desireable tenant
and for similar purposes, it being expressly agreed that the
Town may assign this lease or sublease the property herein
described to the United States of kmerica, or any appropriate
agency thereof.
The lessor is not, during the term of this lease, t€~
erect any structures on the premises, nor allow the use of
said premises in any manner for any purposes.
The Town of rulaski or its assigns shall have the
right during the existence of this lease to make alterations,
attach fixtures and erect additions, structures or signs in,
or upon, the premises hereby leased, which fixtures, additions
or structures, so placed in or upon or attached to said
premises shall be and remain the property of the Town or its
assigns, and may be removed therefrom at any time during the
term of this lease or within ninety (90) days tn.ereafter, by
the Town, or its assigns.
The Town of Pulaski, lessee, shall pay unto the
lessor for the premises, rent at the rate of Four Hundred Ten
Dollars (~v41U.00) per year, payable in advance on the 1st day
of July of each year during the term of this lease, or any
renewal thereof, said payments commencing with the 1st day of
July, 1945.
It is distinctly understood and agree between the
parties hereto that effective as of duly 1, 1944 this lease
cancels and supersedes the existing lease on the premises entered
into on the 11th day of February, 1935 between rrs.nk ~. Strauss
as lessor and the Town of Pulaski, Virginia as lessee, which
lease is of record in the Glerk~s Office of the Circuit Court
of Pulaski County, Virginia, in Leed Book 74, page 124, and
under the terms of which said lease, the lessor has already
been paid in full the annual rental on Tract Number One ll)

of this lease acknowledges the receipt of the sumr~of One
Hundred Sixty Three Dollars and Forty Two Cents 0163.42},
One riundred Fifty Three Dollars and Forty Two Cents (~p153.42)
of which said amount represents b~~lance due on the rent for

In addition to the foregoing and for an additional
consideration of the sum of Five Dollars (iv5.U0) cash in
hand paid the party of the first part by the party of the
second part, the receipt whereof is hereby acknovTledged,
the party of the first part does hereby give and grant unto
the Town of Pulaski, its successors or assigns, the ex-
clusive right or option to purchase at any time within eleven

23.3 acre portion thereof hereinbe`'ore described as
Tract No. 1, and One Hundred ri.ft.y (~r15U.00) Dollars per
acre for the residue to-wit: tipproxima.tely 87.7 acres, more
or less, and the consideration for Parcel Dumber two-(2) shall
be Two "undyed Dollars C~200.U0), payable in cash, provided
the said party of the second part, its successors or assign,
shall, within eleven (11) years from the date of the first
day of July, 194 notify the party of the first part, or
her heirs or assigns, that the party of the second part will
take, accept, and purchase said property at the price
and upon the terms aforesaid; said sale shall be by the
acre and not in gross.
in case notice of acceptance is given as aforesaid
the party of the first part, her heirs and assigns, agree
to deliver, within thirty (30) days thereof ter; to the
party of the second part, its successors or assigns, a deed
of general warranty for said property in fee simple, clear

It is further understood and agreed between the
parties hereto that if said option is exercised and the
property purchased by the party of the second part, and the
party of the second part should determine in its discretion
that it does not wish to utlize all of the aforesaid one
hundred eleven X111) acre .parcel adjacent to and abutting on
Alum Springs Road (State Route 636), the party of the first
part shall have the right and privilege of retaining so much
of said one hundred eleven llll) acre tract abutting on said
alum Springs Road as is not used or needed by the party of
the second part, its successors or assigns.

tract hereinabove described; and on the Vilest by the
Carl Bopp property line which divides the 17 acre trl~.ct

The consideration for Tract No. one (1) shall be Two
Hundred (~v200.00) Dollars per acre for the twenty seven (27)
acres therein contained and the consideration for Tract No. tvao
(2) shall be One Hundred Fifty (~~150.00) Doll~~rs per acre for the
seventeen (17) acres, more or less, therein contained, the
entire consideration to be paid ~.n cash when and as the party
of the second part, it successors or assigns, shall, within
eleven (11) years from this date, notify the parties of the
first part, their heirs or assigns, that the party of the
second will take, accept, and purchase said property at the
price and upon the terms aforesaid; said sale shall be by
the acre and not in gross.
In the event notice o~ acceptance is given as
aforesaid, the parties of the first part, their heirs and
assigns, agree to deliver, within thirty days after the
receipt of said notice, to the party of the second part, its
successors or assigns, a deed of general warranty for said
