Wade, Mayor Council: Jeffrey S. Worrell, Dan Talbert, Jr., Bettye H. Steger, Lane R. Penn, John T. Bolen, Joel B. Burchett, Jr., Staff: John J. Hawley, Town Manager Randolph D. Quesenberry, Asst. to the Town Manager Patricia Cruise, Clerk of Council Others: Larry Clevinger, II Pam Whitesell Angela Viers Karen Gregory Kimberly Burchett Sandra Younce Pam Whitesell Paul Dellinger, Press Kelly Barker, Press Mayor Wade called the meeting to order at 4:00 p.m. Following roll call, Councilwoman Steger moved to adopt the minutes of February 21, 2006, seconded by Councilman Penn and carried on voice vote. Councilman Penn moved to modify the agenda by adding 5A, short term loan and adding another Closed Session under Va, Code 2.2-3711 (A-7). Additionally, he moved the Closed Sessions to item 5b. The motion was seconded by Councilman Talbert and carried on the following recorded vote: Jeffrey S. Worrell - Aye Lane R. Penn - Aye Dan Talbert, Jr. - Aye John T. Bolen - Aye Bettye H. Steger - Aye Joel B. Burchett, Jr. - Aye Mayor Wade moved on to Resolution 2006-11, Adoption of Mutual Aid Agreement Between Town of Pulaski and Radford City Police Departments. Mr. Hawley advised that the City of Radford had requested this mutual aid agreement to allow our officers to assist the City of Radford officers and vice versa on an as needed basis. Following discussion, Councilman Worrell moved to adopt Resolution 2006-11, Adoption of Mutual Aid Agreement Between Town of Pulaski and Radford City Police Departments, seconded by Councilman Penn and carried on the following recorded vote: Jeffrey S. Burchett, Jr. - Aye The next item on the agenda was Ordinance 2006-16, Amending the Water Bill. Mr. Hawley advised that Council had directed staff to amend the water bill and bring the Ordinance for Council’s approval. The draft Ordinance would eliminate the second notice mailing and charge 10% on the entire amount due on the water bills. Following discussion, Councilwoman Steger moved to adopt Ordinance 2006-16. The motion died for lack of a second. Mayor Wade moved on to Planning Commission appointment. Councilwoman Steger moved to re-appoint Nick Glenn to the Planning Commission, seconded by Councilman Talbert and carried on the following recorded vote: Jeffrey S. Worrell - Aye Lane R. Penn - Aye Dan Talbert, Jr. - Aye John T. Bolen - Aye Bettye H. Steger - Aye Joel B. Burchett, Jr. - Aye The next item on the agenda was in regard to a short term loan. Mr. Hawley advised that the Town was in the process of being reimbursed for work on the Industrial Access road for the railroad siding and also for the CDBG downtown project. Until those funds arrive, the Town’s cash flow is limited. Staff requested to be allowed to transfer funds from the UDAG account to the General Fund until those monies are available. Following discussion, Councilman Worrell moved to direct staff to temporarily transfer approximately $400,000 from the UDAG account to the General Fund and replace it when the reimbursement funds are received from the state. The motion was seconded by Councilman Talbert and carried on the following recorded vote: Jeffrey S. Worrell - Aye Lane R. Penn - Aye Dan Talbert, Jr. - Aye John T. Bolen - Aye Bettye H. Steger - Aye Joel B. Burchett, Jr. - Aye Next, Mayor Wade presented the March Employee of the Month, Sandra Yountz. He read a press release and presented Ms. Yountz with award and offered Council’s congratulations. At 4:15 p.m., Councilman Penn moved to enter into Closed Session under Virginia Code 2.2-3711 (A-3, Discussion and consideration of acquisition of real property and A-7, Consultation with legal counsel), seconded by Councilman Talbert and carried on the following recorded vote: Jeffrey S. Worrell - Aye Lane R. Penn - Aye Dan Talbert, Jr. - Aye John T. Bolen - Aye Bettye H. Steger - Aye Joel B. Burchett, Jr. - Aye Council returned from the Closed Session and adopted the Certification Resolution on motion by Councilman Talbert, seconded by Councilwoman Steger and carried on the following recorded vote: Jeffrey S. Worrell - Aye Lane R. Penn - Aye Dan Talbert, Jr. - Aye John T. Bolen - Aye Bettye H. Steger - Aye Joel B. Burchett, Jr. - Aye Council moved on to the Budget Work Session. The meeting adjourned at 7:15 p.m. on motion by Councilman Talbert, seconded by Councilman Penn and carried on voice vote.
