There .were present: Mayor Gary C. .Hancock, presiding Council Members: James M. Neblett, Alma H. Holston, .Mary Lou Copenhaver, .James R. .Neighbors, Andrew L. Graham, W. H. Schrader, Jr. J. R. Schrader, Jr., Ira S. Crawford Also Present; Frank Terwilliger, Town Attorney .Daniel E. McKeever, Town Manager Anne Burgess, Assistant Town .Manager Ruth A. .Harrell Clerk Visitors: Bob Thomas of the news media The invocation was given by Vice .Mayor .Neighbors. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected .members of the Council of the Town of Pulaski, Virginia, .hereby .waive notice of a Special .Meeting of said Council at S:OO p.m. on the 2nd .day of November, 1988, for the purpoose of discussing a legal matter and a personnel matter. WITNESS our signatures this 2nd day of NnvPm~,or ioQQ _~V~' F (/ 1 R ~, ~; ' 1~/ j~ , ~ ~. .Mayor .Hancock stated the purpose of the special .meeting .was to discuss a .legal .matter under 2.1-344 (A6) and a personnel matter (A1). Councilman Neblett made a motion that Council go into Executive Session, seconded by Councilman .Neighbors and carried. CENTRAL BUS. Councilman Graham felt that Council would discuss the downtown traffic DISTRICT matter which was discussed in open Council session .last night and it should be discussed in open session at this meeting. Town Attorney stated that if they continued discussion on the issues that had already .been brought out in the. public, they may .have .waived their right to discuss it in Executive .Session unless legal action, .based on this, .was contemplated; then they could discuss in Executive Session. 8436 November 2, 1988 Bob Thomas, WBLB, challenged this issue on .same .basis as Councilman Graham, that it .had .been discussed in two public meetings, Public Operations Committee and once in the council .meeting. At 5:02 p.m. Council .went into Executive Session. At 5:46 p.m. Council .returned to Special .Session on motion .made by Councilman Neblett, seconded by Councilman .Neighbors and .carried. Mayor .Hancock advised that .legal advice and .personnel advice .was discussed. The issue was the traffic study in downtown and Rt. 99 area. Council concurred with the. action of the Town Manager and felt he used his best judgment. They .believed that nothing further .needs to be done except to act upon .recommendation on the traffic study. I'L~WN MANAGER Concerning Town Council/Town .Manager communications, better direction to staff on what the. Council wants to know and types of information. The .retreat scheduled for this ,weekend .was briefly discussed. At 5:50 p.m. Councilman Neblett made a motion to adjourn, .seconded by Councilman-Neighbors and .carried.
