December 6, 1988 8457 Minutes of the regular meeting of the Pulaski Town Council held December 6, 1988, in the Council Chambers in the Municipal Building. There were present: Playor Gary C. On motion made by Councilman Neblett, seconded by Councilpezson Holston, the minutes of the regular meeting of November 15, 1988, and the minutes of the special meeting of November 17, 1988, were approved as recorded. Mayor Hancock advised that as advertised, next on agenda was the annual taxi cab hearing on the issuance of certificates for 1989. •rnere were no comments received from the public. During calendar year 1988, the Town approved 21 certificates for operations of taxicabs to Blue & White Cabs - 13, Deluxe Cabs - 5, and 'im Dandy Cabs - 3 The applications received for 1989 are as follows: Blue & White Cabs - 13, Deluxe Cabs 5 and Jim Dandy Cabs 3. Councilperson Copenhaver made a motion that in accordance c,itii Section 2G-38 of the Town Code, the Town of Pulaski issue 21 certificates of operation of taxicabs for calendar year 1989, seconded by Councilman Graham and carried on r.he following recorded vote: James M. PUBLIC& PERSONNEL RELATIONS, NOMINATING COMMITTEE Chairman Neighbors had no report. PUBLIC OPERATIONS COI~iMITTEE Chairman Graham had no report. ORDINANCE COMMITTEE Chairman Schrader had no report. FINANCE COMMITTEE Chairman Crawford advised-that committee had met. SIDEWALK One item discussed was a sidewalk next to Episcopal Church on Ma Street at parking lot. Committee agreed that rather than making sidewalk asphalt we would put in a sidewalk beside of the Glenn building. Chairman Crawford so moved that sidewalk be installed as part of the Town's project, rather than just asphalt. Chairman Crawford stated a problem had been experienced in our Police Department computer system in that the State Police has changed their computer system which required us to change our system. Cost is $3,379, however, a new appropriation is not required as $4,000 has been budgeted for lease/purchase. Old lease will be cancelled. Crawford - Aye Chairman Crawford stated the Public Operations Committee has STREET recommended that Bank Street be paved at an approximate cost of 59,900. Committee discussed using Amco paving which doubles the life of asphalt but it will not be used to pave Bank St. as a street with more tratfic would be more suitable for test. Bank St. will be paved in the spring program. SEWER Chairman Crawford stated the committee discussed the Hickman Sewer problem on Prince Street. Two bids were received to correct this probl+~M~ *1~~~hett - 58387 and Early - $8598.85. Both contractors bid an .December 6, 1988 8459 alternative bid which was offered to Mrs. Hickman 18 months ago which is installing a septic holding tank and a pump and pumping sewage back up to the Prince St. sewer line. Alternative low bidder is Alfred Hughett with $2,842.85 and it was agreed that we share this cost 50/50 with property owner. Chairman Crawford so moved that alternate bid be awarded to Hiighetr. and the Town split the cost 50/50 with the property owner, seconded by Councilman Neblett and carried on the following recorded vote: James ti. Crawford - Aye Chairman Crawford advised that two bids were received on the Longview Co- urt water line; Hughett $6739.64 and Early $7,705.64, and so moved that WATER bid be awarded to Hughett for $6,739.64, seconded by Councilperson Copen- haver and carried on the following recorded vote: James M. Crawford - Aye Chairman Crawford advised the committee had discussed the Rt.11 water line study and Dewberry and Davis can do this study on the Rt. 11 WATER loop and tank and make recommendations for changes in .pressure zones for $5,000. Pulaski County has agreed to pay $1.,000 of this cost. Chairman Crawford so moved that current contract with Dewberry and Davis be amended to reflect this work and cost, seconded by Councilman Neblett and carried on the following recorded vote: James M. Crawford - Aye A Finance Committee meeting was scheduled for December 7, 1988, with full Council invited to review health insurance for Town employees. Considerable discussion follo~~ed regarding the health insurance as it is a major problem due to its increased cost. MAYOR'S REPORT Mayor Hancock advised that we need to make a decision on the repairs that are needed at the cemeteries. Cemetery Trustees will be requested to meet, and therx meet with the entire Council to review. Mayor Hancock advised he and Mr. McKeever were working on the legislative agenda for 1989 and these will be reviewed with Delegat- Dobyns and Senator Bird. Council will meet with Delegate Dobyns o~z December 20t1i prior to the Council Meeting. A copy of the legislative package will be forwarded to Senator Bird. Mayor Hancock advised a ribbon cutting would be held 3:30 p.m. Friday, December 9 for the Volvo GM access road and Council invited to attend. TOWN ATTORNEY'S REPORT Mr. Terwilliger advised a resolution had been prepared suppo.rt~ng zoning for Pulaski County. Councilman W. H. Schrader ..moved that reading of the resolution be waived, seconded by Councilman Neighbors and carried. Councilman W. H. Neighbors - Aye Ira S: Crawford - Aye 8460 ZONING December 6, 1988 RBSOLpTIOIJ SUPPOR?ING ZONING FOR POL~iS1Ci COQNTY NHEREAS, the Soard of Supervisors of Pulaski County, Virginia, is gathering data for the evaluation of a proposed zoning ordinance for all or part of Pulaski County, Virginia; and, IIHEREAS, the Town of Pulaski has recently done a comprehensive update of its Land Use Plan and its Zoning and Subdivision Ordinances; and, 1~8REAS, it is clearly to the benefit of the citizens of both incorporated and non-incorporated areas of the County i.f land uses and zoning regulations were harmonious and compatible without undue regard for corporate boundary lines; and, 1~ERS, the Town Council feels that cooperatian between the Town Council and the Board of Supervisors would promote the orderly control of land use and result in residential, agricultural, commercial, and industrial development in the entire County of Pulaski, Virginia; ~~ ~R~, ~ IT R~O~I/1a by the Town Council of the Town of Pulaski, Virginia, that the Town Council supports the efforts of the Board of Supervisors in developing a comprehensive Land Use Plan and a suitable Eoninq Ordinance for the County of Pulaski, Virginia; and, in furtherance of this effort, offers its cooperation and assistance in making any proposed County Plan and Ordinance compatible with the existing Town Land Use Plan and Ordinance. The Town Administration is directed to convey this offer of cooperation to the County. AHD COSTS BS IT ORDAINED by the Town Council of the Town of Pulaski, Virginia, sitting in regular session on December 1 _, 1988, th the Town Code be, and hereby is, amended for those sections of the Finance and Taxation provisions dealing wit2~,the due date of returns, due dates for the payment of taxes, penalties and interest on late payments, and court costs and, attorney's fees. The amendments are in the form attached hereto and made a part hereof. The Town Manager is authorized and directed to assign appropriate section numbers for current and future editions of the Town Code. These changes are effective as of January 1, 1989. This Ordinance is adopted by recorded vote of the Town Council December 6, 1988 8461 Mr. Terwilliger advised he had cittE~nded a Local Attorney' s Meeting in Richmond and one session was devoted to economic development. Two of the three speakers brought up dealings the Town of Pulaski had with Pulaski Furniture and Magnox ventures. We are pleased to know we a.re ar, example of how to have a successful project. Councilman Graham requested that the Finance Committee take an~~t.her look at the water connection fees. REPORT OF TOWN MANAGER Mr. McKeever advised that Rhonda Christley, Woody's Restaurant, haci requested that a dance hall permit issued November 17, 1987, be a~ne~~ded to permit dances for New Year's Eve, Valentine's Day, Independenc~r Lea Halloween and Christmas Eve. The y' Wednesday, Friday and Saturday nightssent permit authorizes dancing on DANCE. HALL PERMIT AMENDED Councilperson Copenhaver made a motion that permit be amended Frith the following stipulations. If the holiday falls on an already approved day (Wednesday, Friday or Saturday, only one dance is permitted and Sundays should be excluded. Motion seconded by Councilman Schrader and carried. P4r. McKeever advised that the Town had again won the Pedestrian Protection Award from the American Automobile Association. At 4:40 p.m. Councilperson Holston made a motion that Council go into Executive Session on an Economic Development matter and a legal matter, 2.1-344 (A6and A4), seconded by Councilman Schrader and carried. At 5:22 p.m. Council returned to regular session on motion made by Councilman Neighbors, seconded by Councilman Neblett and carried.
