HomeMy WebLinkAbout02-09-89February 9, 1989 8483 Minutes of the special meeting of the Pulaski Town Council held February 9, 1989, at 7:00 a.m. in the Council Chambers in the Municipal Building. There were present: Mayor Gary C. Hancock, presiding Council Members: James M. Neblett, Alma H. Holston, Mary Lou Copenhaver, James R. Neighbors, W. H. Schrader, Jr., J. R. Schrader, Jr. Also Present: Frank Terwilliger, Town Attorney Daniel E. McKeever, Town Manager Anne Burgess, Assistant Town Manager The purpose of the special meeting was for Council to discuss the options available regarding the Community Development Block Grants. GRANTS On motion made by Councilman W. H. Schrader, seconded by Councilman Neblett, and carried, Anne Burgess was appointed Acting Clerk. Council was informed of options available regarding the Community Development Block Grants as follows: 1. Planning Grant in the amount of $25,000 due 7/21/89 to plan for a 1990 $1 million dollar neighborhood impact grant (Cool Springs) to improve housing (51~), install 6,700 ft. of sewer, streets, drainage, street lights and recreation. 2. Apply for a $300,000 sewer grant in the 1989 round to install 6,700 feet of sewer in Cool Springs. Submission would have to be made by March 10, 1989. With this grant, we would not be eligible for a planning grant or the neighborhood impact grant unless completed by March, 1990. 3. Apply for a 1989 $700,000 housing grant with submission of grant by March 10, 1989. With this grant also, we would not be eligible for a 1990 planning grant or a neighborhood impact grant. We would need to be 75$ complete by March, 1990 grant. 4. Apply for a grant to fund a water project in the Brookmont Road area of Pulaski County. This would prohibit the Town from seeking a planning grant in 1989, and this project would have to be 75$ completed by March of 1990 for us to be eligible for another grant. The projects that are being worked on by the Engineering Department and Assistant Town Manager were reviewed. Staff recommended that we apply for the $25,000 grant due to the scope of the current work load and its relationship to the priorities already established for the Town. Councilman W. H. Schrader made a motion that we apply for the $25,000 planning grant, seconded by Councilman Neblett, and carried. Councilman Neblett made Session under 2.1-344 (A4), a motion that Council qo into Executive Economic Development Matter, seconded by Councilman Neighbors and carried.
